1988-07 Urging Restoration of the FY87 Funding Level for the U.S.C.G.KODIAK ISLAND BOROUGH

A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING RESTORATION
OF THE FYeT FUNDING LEVEL FOR THE UNITED STATES COAST GUARD.
WHEREAS, the Fiscal Year lgae budget recently adopted by Congress and
signed by President Reagan contains a cut of approximately $100 million for the
U. S. Coast Guard, and
WHEREAS, the demand for service in Alaskan coastal waters for search
and rescue and fisheries enforcement is increasing greatly, and
WHEREAS, the successful Americanization of the fisheries in the
waters of the 200 mile zone is heavily dependent upon U. S. Coast Guard
presanee and enforcement activity, and
WHEREAS, the U. S. Coast Guard in Alaska saves many lives from
sinking fishing boats each year and provides assistance which saves lives and
vessels to many more each year, and
WHEREAS, the number of vessels in Alaskan coastal waters have shown a
dramatic increase in recent year$ because of the Americanization of the fishing
industry in the North Pacific, and
WHEREAS, vessel safety and the lives Of crew members is such a
significant celesta that Federal legislation has been introduced to address
this concerns and
WHEREAS, the budget cut has resulted in ■ proposed decrease of
Aircraft flight time Of 10% and cutter patrol time by 30% to well as personnel
reduction, and
WHEREAS, the need for service indicates that the Coast Guard budget
should be Increasing in order to protect United States interest in a
multi -billion dollar fishing OPOOrtuaity which could have a significant direct
impact on improving the United States balance of trade, and
WHEREAS, human life i$ too valuable to simply ignore the fact that
there will be an increased need for search sad rescue and life saving as the
'� fishing fleet Continues to increase.
NOW. THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
that in the interest of Americanization of the North Pacific flsnerles and
Saving lives, the United States Congress, President Ronald Reagan, Secretary of
Transportation Jame* H. Burnley, 4th and United States Coast Guard Commandant
Paul A. Yost, Jr., be urged to work together to restore the Fiscal Year 1987
funding level to the United States Coast Guard.
