A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING
FULL FUNDING OF A GRANT OF $600,000 FOR THE OUZINKIE HYDROELECTRIC POWER
GENERATOR PROJECT.
WHEREAS, hydroelectric Power
generation is a pollution free,
economical method of generating electrical energy which I. does not waste
natural resources and which may provide stable electric rates to the City of
�i Ouzinkie in future years, and
WHEREAS, a hydroelectric generator would increase the reliability
'I of the existing method of diesel generation by presenting an alternative
ii method of generating electrical energy with dissimiliar requirements of fuel,
i
speed governing systems, auxiliary support systems, maintenance specialists
I
and replacement parts, and
WHEREAS, the City of Ouzinkie has plans to install a hydroelectric
generating system with a maximum capacity of 100 kilowatts which would
provide all of the above mentioned beneficial features and would minimize the
economic risk of the City of Ouzinkie, and
WHEREAS, this Project has been on the Ouzinkie Capital Improvement
Project list for many years and still is on their list for the current year,
and
WHEREAS, the Alaska Power Authority has been unable to fund this
Project, and
WHEREAS, the City of Ouzinkis has requested a legislative grant of
$600,000 to fund this project, AND
WHEREAS, the grant will result in a cost saving to the State Power
Cost Equalization fund of $42,000 Per year and in an 11 year recovery of the
construction costs.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak'Island Borough
Assembly that the Alaska Legislature and Governor Bill Sheffield are urged to
fully fund this much needed project in the current legislativs session.

BE IT FURTHER RESOLVED that copies of this resolution be sent to
Governor Bill Sheffield, Senator Fred F. Zharoff, Representative David W.
Thompson, Senators Jan Faiks and John C. Sackett, Co -Chairmen of the Senate
Finance Committee, and Representative Albert P. Adams, Chairman of the House
Finance Committee.
