1985-70 Supporting The Federal Adoption Of The Bristol Bay Coastal Management Program.1 KODIAK ISLAND BOROUGH RESOLUTION NO. 85-70-R A RESOLUTION OF THE KODIAK ISLAND BOROUGH SUPPORTING THE FEDERAL ADOPTION OF THE BRISTOL BAY COASTAL MANAGEMENT PROGRAM. WHEREAS, the Bristol Bay Coastal Resource Service Area Board was organized in October, 1981 for the purpose of developing and adopting a coastal management program; and WHEREAS, the Bristol Bay Coastal Management Program (SBCMP) empha- sizes the importance of the region's fish and wildlife to the commercial and subsistence livelihoods of Bristol Bay residents; and WHEREAS, the program does not restrict any developmental activities as long as they can be done in a manner that will not significantly harm the fish and wildlife of the region; and WHEREAS, the Alaska Coastal Policy Council unanimously approved the SBCMP on February 6, 1985 and submitted it to the Federal Office of Ocean and Coastal Resource Management (OCRM) as routine implementation of the RCMP; and WHEREAS, unlike all previous local coastal management programs, the OCRM determined that the SBCMP was a significant amendment to the RCMP; and WHEREAS, the OCRM decision was not based upon any meaningful analysis of the program and appears to be an arbitrary attempt to delay the approval of the BBCMP as long as possible. iI NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly supports the federal adoption of the Bristol Bay Coastal Management Program and urges the Governor and the Alaska Congressional Delegation to do everything in their power to ensure that OCRM acts expeditiously on the SBCMP and approves it as submitted.
