RESOLUTION NO. 85-47-R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING
FULL FUNDING FOR THE LEGISLATIVE INFORMATION AND TELECONFERENCE OFFICES IN
ALASKA.
WHEREAS, the Legislative Information and Teleconference Offices
of the State of Alaska provide a vital communication link between constit-
uents and their Legislators, and
WHEREAS, the declining revenues from both the Federal and State
levels, as well as depressed fishing, timber and oil industries state-
wide, will interfere with the ability of constituents to keep informed of
legislative developments by commercial means and travel, and
WHEREAS, many state agencies actively solicit input to policy via
the Legislative Teleconference Network, the most advanced and innovative
system in use in the United States today, and
WHEREAS, the remote location of the State Capitol precludes
active participation by most Alaskans, even those in urban areas, without
the services of the Legislative Information and Teleconference Offices, and
WHEREAS, should the planned reduction in the Legislative Informa-
tion and Teleconference Offices' budget be instituted, 28 teleconference
sites, now manned by part-time staffers who provide services three to six -
hundred hours a year, would be reduced to operating by volunteers - a poor
alternative, and
WHEREAS, the Kodiak Island Borough Assembly, Borough staff and
citizens of the Kodiak Island Borough make frequent use of the local office
to remain informed and to communicate with Legislators, and
WHEREAS, a strong statewide network is needed to provide the
broad data range which the Information Network provides to all the citizens
of Alaska.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly urges the State Legislature to preserve the full -funding and
function of the Legislative Information and Teleconference Offices through-
out the State.
BE IT FURTHER RESOLVED that copies of this resolution be sent to
Governor Sheffield and to the chairmen of the appropriate committees.
