RESOLUTION NO. 85-45-R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING THAT
PHASE-IN OF DOMESTIC PROCESSING AND HARVESTING IN THE UNITED STATES FISHERY
CONSERVATION ZONE OFF ALASKA BE ADDRESSED.
WHEREAS, the Kodiak Community is primarily a fishing economy, and
WHEREAS, many of our merchants, seafood processors, fishermen, labor
force, and support industries depend heavily on the ability of our fishing
industry to harvest, process, and market the fishery resources of the U.S.
Fishery Conservation zone (FCZ) off Alaska, and
WHEREAS, the Fishery Conservation and Management Act (FCMA) was
established nine years ago by Congress, and
WHEREAS, Congress declared in the FCMA that "A national program for
the development of fisheries which are under utilized or not utilized by the
United States fishing industry, including bottomfish off Alaska, is necessary
to assure that our citizens benefit from the employment, food supply, and
revenue which could be generated thereby...", and
WHEREAS, foreign nations in 1985 were apportioned approximately one
million metric tons of Alaskan bottomfish for directed fishing and processing,
and
WHEREAS, foreign processors in 1985 were apportioned approximately
0,000 metric tons of Alaskan bottomfish for joint venture operations, and
WHEREAS, joint venture operations in the U.S. FCZ off Alaska have
rown from approximately 33,000 metric tons in 1983 to a projected 900,000
c tons in 1985, and
WHEREAS, the U.S. processed harvest of bottomfish in the U.S. FCZ
Alaska has grown from 46,000 metric tons in 1983 to only 141,617 metric
in 1984, and
WHEREAS, the U.S. and Alaskan economies should continue to increase
eir benefits from the use of whitefish stocks in the U.S. FCZ off Alaska,

WHEREAS, the Borough Assembly recognizes that it is not sound policy
permit any foreign fleet access to our fisheries without a corresponding
return to our economy, and
WHEREAS, the phasing in of U.S. processing, which requires surmount-
ing the problems of competing on the world market in the face of strong U.S.
collar, it behooves the U.S. Government to maximize every economic benefit to
coastal communities any way possible, and
WHEREAS, many foreign processors are not utilizing services offered
in coastal communities, but are resupplying themselves on the high seas with
ucts from their homeland or other foreign ports, and
WHEREAS, the Soviet Union's recent decision to reprovision and bunker
the high seas will result in an estimated loss of $100-$150 Thousand per
ssel to the shore -based suppliers of the state of Oregon, and
WHEREAS, similar losses can be expected in other West Coast communitiE
including Alaskan coastal towns if steps are not taken to alleviate this problem

WHEREAS, it is imperative that those agencies responsible for issuing
(permits to harvest fish within our 200 mile zone require that those companies
iving permits utilize available Alaskan provisions and/or services.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
the Magnuson Act be extended so the U.S. may continue control of its
sheries within the 200 mile zone.
BE IT FURTHER RESOLVED that the Kodiak Island Borough Assembly urges
t permitting agencies require a showing of economic benefit to the area beinc
shed prior to the issuance of any permit to fish within the 200 mile zone.
AND, BE IT RESOLVED by the Kodiak Island Borough Assembly that the
United States Congress should aggressively implement phase-in of U. S. partici-
(pation on co-operative endeavors, support services and shore -based processing.
AND, BE IT FURTHER RESOLVED that copies of this resolution be sent to
