RESOLUTION 140. 85-33-R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY OPPOSING COMMITTEE
FOR HOUSE BILL NO. 161 CONCERNING STUDENT LOANS.
WHEREAS, the young people of Alaska are the greatest resource in the
WHEREAS, participation in the higher education system will let these
g people maximize the benefit to the state from these young people, and
WHEREAS, the student loan program is an investment in the future
ich will yield large dividends, and
WHEREAS, the Committee Substitute for House Bill No. 161 proposes to
ncrease the interest rate on student loans from five (5) to eight (8) percent,
iminate the forgiveness provisions after 1990 and reduce the eligibility
portunity, and
WHEREAS, these changes will all make fewer students eligible or
pable of obtaining or paying for student loans, and
WHEREAS the forgiveness provision is a real incentive for these young
ople to return to Alaska upon completion of their education, and
WHEREAS, the small amount of funds saved by the state as a result of
hese changes is relatively small.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
t the Committee Substitute for House Bill No. 161 should fail to pass out of
committee since it works against the long term best interest of the State of
4laska, and
BE IT FURTHER RESOLVED that copies of this resolution shall be sent to
the following individuals:

The Honorable David W. Thompson, House of Representatives
The Honorable Niilo E. Koponen, Co -Chairman House HESS Committee
