RESOLUTION NO. 85-29-R
A RESOLUTION OF THE KODIAK ISLA14D BOROUGH ASSEMBLY OPPOSING ENACTMENT
F HOUSE BILL NUMBER 139.
WHEREAS, the Kodiak Island Borough Assembly has adopted a rigorous
nvestment ordinance which provides for careful investment of any and all
managed by the Kodiak Island Borough, and
laudit, and
WHEREAS, the Kodiak Island Borough Code requires an independent annual
WHEREAS, the Kodiak Island Borough annual audit has produced excell
audit management ratings reports for several year, and
WHEREAS, the Kodiak Island Borough has set the goal of achieving a
lCertificate of Conformance from the Government Finance Officers Association of
United States and Canada which is the highest standard of municipal finan-
ficial management and accountability in existence, and
WHEREAS, the Kodiak Island Borough is within a year or two of achievi
Certificate of Conformance, and
WHEREAS, House Bill 139 of the Fourteenth Alaska Legislature is
roposing a new set of regulations which would provide for procedures for the
nagement of state grants, and
WHEREAS, these regulations are not needed for responsible municipal
vernments in the State of Alaska such as the Kodiak Island Borough, and
WHEREAS, adopting such regulations would require additional unnecess
perwork for local municipalities and increase expenditure by the state
reaucracy to implement and enforce these regulations, and
WHEREAS, there is no need to spend the additional time and money
required by adoption of these regulations at a time when funding is falling
short, and
WHEREAS, these regulations would not add any real capability to the
State of Alaska to deal with irresponsible organizations that ignore existing
Istatutes.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assemb
his adamantly opposed to the passage of House Bill 139 and the addition of new
regulations on local municipality management of grant funds, and
BE IT FURTHER RESOLVED that copies of this resolution be sent to the
following individuals:

The Honorable Fred F. Zharoff, State Senate
The Honorable David W. Thompson, Representative, Kodiak District
The Honorable Ben F. Grussendorf, Speaker, House of Representatives

The Honorable Albert P. Adams, Chairman, House Finance Committee.
