RESOLUTION NO. 85-21-R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING FULL
FUNDING OF FISCAL YEAR 1986 MUNICIPAL ASSISTANCE REVENUES AND STATE REVENUE
SHARING.
WHEREAS, the Alaska State Legislature adopted a formula funding
program for the municipal assistance program which is thirty percent of the
previous years corporate income tax, and
WHEREAS, the amount for FY 86 is estimated to be $87.9 million, which
is $1.7 million more than the $86.2 million requested by Governor Sheffield in
his FY 86 budget request, and
WHEREAS, the Municipal Revenue Sharing funds requested by Governor
Sheffield in the amount of $61.4 million are also formulas based on specific
services, and
WHEREAS, the municpalities of Alaska base their planning on these
formulas and rely on these laws, and
WHEREAS, partial and irregular funding of the formula causes major
budgeting problems for municipalities because local budgets must be approved
before the state budget is adopted, and
WHEREAS, reduced funding for the Kodiak Island Borough will result in
either increased local property taxes or reduced local services.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembl,
respectfully requests the Alaska State Legislature to fully fund the Municipal
Assistance Program for FY 86 at the adopted statutory formula in the amount of
$87.9 million and the Municipal Revenue Sharing Program at the Governor's
requested level of $61.4 million.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to
