RESOLUTION NO. 85-11-R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY OBJECTING TO THE
PROPOSED POSTAL BOX RENTAL INCREASE.
WHEREAS, postal patrons in the community of Kodiak have for years
benefitted from rental of postal boxes within the Kodiak Post Office, and
WHEREAS, at this time, only one alternative to Post Office boxes is
currently available - that of neighborhood cluster boxes known as Neighborhood
Delivery and Collection Box Units - hereinafter referred to as NDCBU, and
WHEREAS, at the Public Hearings on the installation of the NDCBU
form of delivery, the Postal Officials indicated the maximum increase in Post
Office box rental would be double the current rate, and
WHEREAS, based upon the recent availability of the method known as
NDCBU, the Postal Service will no longer subsidize the rental of postal boxes
within the Post Office and proposes to increase the Post Office box rental
rates by approximately 400%, an amount we are told will match the rates paid
by Post Office box rental customers in the "lower 48" where postal customers
also have the alternate postal delivery system known as "home delivery", and
WHEREAS, the Kodiak Island Borough Assembly approved Resolution
No. 82-70-R requesting "home mail delivery", and
WHEREAS, the only delivery method currently available to local homes
and some businesses is the NDCBU, which is sometimes located more than a block
away across busy streets and can hardly be compared to the door-to-door deliver
of mail known as "home delivery", and
WHEREAS, an increasing number of NDCBU postal patrons are complaining
about damp mail in their NDCBU's, a problem not encountered by Post Office box
rental customers, and
WHEREAS, many NDCBU postal patrons are concerned about the access-
ibility of the NDCBU's with the coming of winter snow and ice, and
WHEREAS, an increase in postal box rental rates at this time based
solely upon the availability of the alternative known as the NDCBU is wrong
because it cannot be construed as "home delivery" of the type available in
the "lower 48", and
WHEREAS, Kodiak postal patrons not benefitting from "home delivery"
available to the "lower 48" should not have to pay the high rates paid by
"lower 48" postal patrons for box rental when, in Kodiak, it is becoming
apparent that Post Office box delivery is not only more desirable but also
less expensive to provide than NDCBU, the only available alternative.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly objects to the proposed significant rate increase which is based
solely on the alternate delivery method known as NDCBU, and that the Assembly
urges the Postal Service to allow those desiring to retain their Post Office
boxes to do so at a rate commensurate with present Post Office box rental
charges.
