2026-06-29 Regular MeetingKODIAK ISLAND BOROUGH Architectural and Engineering Review Board Regular Meeting June 29, 2026 Held at 5:30pm in Conference Room 121 of the Kodiak Island Borough Building. CALL TO ORDER ROLL CALL John Melin called the regular meeting to order at 5:31 p.m. Board Members present were Jon Melin, Scott Arndt, Dan Rohrer and Doug Mathers. Jerrol Friend, Ty Swanson, and Luke Smith were absent but excused. A quorum was established. Also, present were Kodiak Island Borough Manager Aimee Williams, Kodiak Island Borough Engineering Director Codi Allen, and Kodiak Island Borough Project Manager Patricia Valerio, Jensen Yorba Wall's Corey Wall. CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) NEW BUSINESS a. North Star Roof and Skylight Replacement 95% Design Staff presented the 95% design drawings for the North Star Facility roof and skylight replacement project. The primary change from the 65% design phase was the replacement of the previously proposed Kal-Wall skylight system with a structural roofing solution, based on prior ARB direction. The design retains the existing structural framework to avoid significant structural modifications and additional engineering costs. Discussion included long-standing leaking issues, concerns regarding flashing details, installation quality, and construction oversight, cost impacts of pursuing flat roof verses retaining the existing structural roof, consideration of sprinkler, electrical, and other infrastructure associated with changing to flat roof design. MATHERS MOVED to approve the 95% design. ARNDT seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. b. Community Pool Small -Scale Destructive Testing Project — 35% Design Staff and architect Corey Wall presented the 35% design for the small-scale destructive testing project within the lifeguard room at the community pool. The project is intended to assess the condition of the tile assembly, waterproofing system, concrete slab, drains, reinforcing material, and structural deck, determine whether a future large-scale pool deck and waterproofing repair project is feasible, and evaluate methods and costs associated with tile removal, waterproof membrane replacement, and restoration. Discussion among the board included corrosion and deterioration around floor drains, cracking observed in adjacent concrete surfaces, suspected absence of Kodiak Island Borough Architectural and Engineering Review Board June 29, 2026 Regular Meeting Minutes Page 1 of 3 dedicated waterproof membrane beneath tile system, water loss from the pool estimated at approximately 740-980 gallons per 24-hour period during testing, alternative repair approaches, including non -tile deck and pool surface systems, whether the lifeguard room remains the best location for testing verses a family restroom area, and the importance of exposing reinforcing steel or wire mesh and evaluating its condition. Board members agreed that the project would provide valuable information regarding future repairs and facility condition. ARNDT MOVED to approve the 35% design. MATHERS seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. c. PKIMC Automatic Transfer Switches (ATS) 35% Design Staff presented the Automatic Transfer Switch (ATS) upgrade project for Providence Kodiak Island Medical Center. The Borough assumed management of the project from Providence to better align the project with lease obligations and long-term facility planning. This project includes replacement and relocation of the existing ATS equipment, installation of new exterior ATS enclosure, future capacity to support other planned hospital improvements, and incorporation of a load bank for generator testing as previously requested by ARB. Discussion included adequacy of future expansion capacity within the new enclosure, coordination challenges among multiple hospital improvement projects, benefits of a permanently installed load bank versus a portable unit, generator testing requirements and long-term equipment reliability, and future electrical distribution needs and integration with previously approved projects. Staff acknowledged ongoing efforts to coordinate all hospital capital projects into unified planning approach. ROHRER MOVED to approve 35% and move toward 65% design. ARNDT seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. BOARD MEMBERS' COMMENTS Doug Mathers — Who's in charge for paying for what at PKIMC? There was a small discussion among the board regarding hospital lease responsibilities between Providence and the Borough, capital improvement funding and maintenance obligations, upcoming hospital lease negotiations, and coordination among ongoing hospital capital projects.
