REGULAR MEETING MINUTES

Call to Order: 5:30
Commissioners Present:, Billy Ecret-vice chair, Greg Egle-Chair, Dave Heuman-Secretary,
Jon Melin, Bill Roberts and Blake Strain. One vacant seat.
Public Present; Amy Williams, Caroline Roberts, Mike Milligan, Patrick Rauwolf. Scott Pillans.
Approval of amended agenda by unanimous vote.

Citizen Comments
1. CR; S Russ Ck Potholes major concern, traffic patterns are encroaching on row
2. MM; patches show variety of asphalt mixes, the asphalt is falling apart, the state gas
taxes are too low for sustainability.
3. AW; the State is planning to raise the bridges 18" on the highway which will impact the
Sgt Ck problem of flooding over the road whenever we get an inch of rain.
4. Patrick Rauwolf; Standing water and drainage issues are causing roadbed degradation
Contractor Report
1. Chris Nolan, Brechan.
a) Grading and pothole filling to commence.
b) Brechan has various mills, 2'. 4' and 7'6".
c) Estimates for road repair scenarios;
i) Remove old asphalt 51 k/1000'
ii) Remove/ add D1 surface 85k/1000'
iii) Cap w/ 2 layers asphalt. 270k/1000'
Chairman's Report:
1. Work Orders; potholes
2. Budget updates;
a) FD; Spent 44% of Budget to date.
b) RS; Spent 29% of Budget to date.
3. Correspondence;
a) Got 10 formal complaints via Engineering Facilities @ KIB from Residents
addressing the S Russian Ck Road mess.
Old Business:
1. Fire Dept
a) Stipends; TBD when next years Budget passes the KIB assembly
b) Blower w/ battery & ac power has been installed
2. Road Service
a) CIP List inclusion re:paving
i) Greg Egle will speak with KIB next week
New Business:
1. Fire Dept;
a) Moved to expend $5k for UL listing for equipment
2. Road Service;
a) Work list to be developed for maintenance items this summer.
i) Signs, potholes, grading and topping. ditching, paving..
Board Member Comments;
BR; S Russ Ck Rd degradation, asphalt removal vs replacement would be less
cost, dust control of gravel surface would be necessary.
DH; concerned that the flooding repair is languishing and risk of possible
