June 25, 2026
A special meeting of the Kodiak Island Borough Assembly was held on June 25, 2026, in the
Assembly Chambers. The meeting was called to order at 9:04 p.m. Staff present were Borough
Manager Williams and Borough Clerk Nova M. Javier.
ROLL CALL
Present were Mayor Griffin, Assembly Members Steven Ames, Jeremiah Gardner, Dave
Johnson, Scott Smiley, and Bo Whiteside.
CITIZENS COMMENTS — None.
CONSIDERATION OF MATTER(S) IN THE CALL FOR THE SPECIAL MEETING
A. Accepting The Resignation Of Assembly Member Dave Johnson And Declaring The
Assembly Seat Vacant
WHITESIDE moved to accept the resignation of Assembly member Dave Johnson,
declare the seat vacant, and direct the Clerk to advertise the vacant seat per Borough
code effective June 25, 2026.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Ames, Gardner,
Johnson, Smiley, Whiteside, and Woods.
B. Executive Session - Continuation Of The Borough Clerk's Performance Evaluation
WHITESIDE moved to convene into executive session to continue the Borough Clerk's
performance evaluation under the authority of KIBC 2.30.030 (F)(1)(C), the evaluation
is a subject that qualifies for executive session as a matter that may tend to prejudice a
character or reputation of any person.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Gardner, Johnson,
Smiley, Whiteside, Woods, and Ames.
WHITESIDE moved to invite the Mayor, Assembly members, and Manager into
executive session. Clerk Javier was invited later.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Griffin recessed the special meeting and convened the executive
session at 9:11 p.m.
Upon returning from the executive session, Mayor Griffin reconvened the special
meeting at 10:06 p.m. and announced that the Borough Clerk received a stellar job
performance evaluation and an increase will be applied as dictated by her contract.

WHITESIDE moved to adjourn at 10:07 p.m.
