Assembly Regular Meeting
June 4, 2026
A regular meeting of the Kodiak Island Borough Assembly was held on June 4, 2026, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough
Manager Aimee Williams, Borough Assessor Seema Garoutte, Community Development
Director Christopher French, Project Manager Patricia Valerio, Borough Clerk Nova M. Javier,
and Deputy Clerk Irene Arellano.
INVOCATION
Captain David Shatto of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Deputy Presiding Officer Whiteside led the Pledge of Allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10
tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this
day.
4. ROLL CALL
Present were Assembly Members Steve Ames, Jeremiah Gardner, Dave Johnson,
Caroline Roberts, Scott Smiley, Bo Whiteside, and Jeffery Woods.
5. APPROVAL OF AGENDA AND CONSENT AGENDA
SMILEY moved to approve the agenda and consent agenda.
Deputy Presiding Officer Whiteside requested that the Authorization For The
Reimbursement To Providence Kodiak Island Medical Center For Design Costs For
Their Air Handler Unit 1 be removed from the consent agenda. The item was removed
and placed on the regular agenda.
VOICE VOTE ON THE MOTION TO APPROVE THE AGENDA AND CONSENT
AGENDA CARRIED UNANIMOUSLY.

8. AWARDS AND PRESENTATIONS
A. Proclamation Declaring The Month Of June As Filipino American Heritage Month
In Kodiak
Deputy Presiding Officer Whiteside proclaimed the month of June As Filipino
American Heritage Month in Kodiak and urged all citizens to participate in the
festivities celebrating the rich heritage and traditions of the Philippine Islands.
Filipino -American Association President Mark Vizcocho received the
proclamation.
B. Proclamation Declaring The Month Of June As Men's Health Month
Deputy Presiding Officer Whiteside proclaimed the month of June as Men's
Health Month in Kodiak and encouraged all residents to pursue preventative
health practices and early detection efforts.
C. Proclamation Recognizing June As LGBTQIA+ Pride Month
Deputy Presiding Officer Whiteside proclaimed the month of June as LGBTQIA+
Pride Month in Kodiak. Dane Mitchell and Shawna Brekke received the
proclamation.
9. COMMITTEE REPORTS
• Assembly member Gardner provided an update on the recently held Southwest
Alaska Municipal Conference meeting.
• Assembly members Smiley and Ames reported on the recently held Solid Waste
Contract Committee meeting.
10. PUBLIC HEARING
A. State Of Alaska Alcohol And Marijuana Control Office Retail Marijuana Store
License Transfer Of Ownership From Dejavu Cannabis Company To
Wildflower's Smoky Hollow, License No. 19658
SMILEY moved to voice a non -protest to the transfer of ownership application
for the retail marijuana store license from Dejavu Cannabis Company to
Wildflower's Smoky Hollow, License No. 19658, and directed the Clerk to notify
AMCO of this decision.
Deputy Presiding Officer Whiteside opened the public hearing. Seeing and
hearing no comments, he closed the public hearing.

Gardner, Johnson, Roberts, Smiley, Whiteside, and Woods.
B. Ordinance No. FY2027-01, Adopting The Budget For Fiscal Year 2027 And
Appropriating From All Borough Funds

SMILEY moved to adopt Ordinance No. FY2027-01.
Deputy Presiding Officer Whiteside opened the public hearing. Seeing and
hearing none, he closed the public hearing.

C. Ordinance No. FY2027-02, Receiving The 2026 Certified Real And Personal
Property Tax Roll, Levying Ad Valorem Property Taxes For Tax Year 2026
Consisting Of An Areawide Tax, Womens Bay Fire Protection Area Tax, A
Womens Bay Road Service Area Tax, A Bay View Road Service Area Tax, A
Fire Protection Service Area No. 1, A Monashka Bay Road Service Area Tax, A

Deputy Presiding Officer Whiteside opened the public hearing. Seeing and
hearing none, he closed the public hearing.
GARDNER moved to amend to adopt Option D.

Manager Aimee Williams provided a manager's report, and it was included in the
meeting packet.

1. Contract No. FY2026-57, Approval Of Port Lions School Painting With Kolea
Painting Services
SMILEY moved to authorize the Manager to approve Contract No. FY2026-57,
Approval of Port Lions School Painting with Kolea Painting Services, in the
amount of $143,000.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Whiteside,
Woods, Ames, Gardner, Johnson, Roberts, and Smiley.
2. Contract No. FY2027-01, Authorizing The Manager To Enter Into A Lease
Agreement With Sun'aq Tribe of Kodiak For Space in the North Star Building
SMILEY moved to authorize the Manager to enter into Contract No. FY2027-01,
A Lease Agreement With Sun'aq Tribe of Kodiak For Space in the North Star
Building.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Woods,
Ames, Gardner, Johnson, Roberts, Smiley, and Whiteside.
14.B. RESOLUTIONS
1. *Resolution No. FY2027-02, Re -Establishing The Fees Of The Kodiak Island
Borough (Approved under consent agenda).
2. Resolution No. FY2026-16, Authorizing Land Sale Of A Portion Of USS 3465
Lot 1A-4 And Establishing Terms And Conditions
SMILEY moved to adopt Resolution No. FY2026-16.
WOODS moved to amend Resolution No. FY2026-16 lines 174-175 removing
the language "a period of five (5) years from the date of closing", and changing
it to "until a Certificate of Occupancy is received from the building department,
or the property becomes the owners primary residence and permanent place of
abode, not to exceed thirty-six (36) months after construction commences."

The Acceptance of Commercial Batteries And Commercial Oil At The Kodiak
Island Borough Landfill (Approved under consent agenda).

14.D. OTHER ITEMS
Authorization For The Reimbursement To Providence Kodiak Island Medical
Center For Design Costs For Their Air Handler Unit 1
SMILEY moved to authorize the Borough Manager to reimburse Providence
Kodiak Island Medical Center for design costs for their Air Handler Unit 1 with
HZA Engineering.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Johnson,
Roberts, Smiley, Whiteside, Woods, Ames, and Gardner.
15. CITIZENS' COMMENTS
Carlene McChesney spoke under citizens' comments.
16. ASSEMBLY MEMBERS' COMMENTS
• Assembly Member Woods expressed appreciation to staff for their hard work
and congratulated Patricia on her well-deserved promotion.
• Assembly Member Ames thanked everyone involved for their time and effort in
the budget process.
• Assembly Member Gardner congratulated Patricia on her promotion and
thanked the Clerks and Manager for their hard work. He also recognized
Borough Assessor Seema Garoutte for her recommendation on Resolution No.
FY2026-16.
• Assembly Member Whiteside congratulated Patricia on her promotion and
commended her for her outstanding work. He thanked Borough Assessor
Seema Garoutte for her recommendation on Resolution No. FY2026-16.
• The rest of the Assembly members had no comments.
17. EXECUTIVE SESSION
Borough Clerk's Performance Evaluation
SMILEY moved to convene into executive session under the authority of KIBC
2.30.030 (F)(1)(C) to discuss the Borough Clerk's performance evaluation, a
subject that qualifies for executive session as a matter that may tend to prejudice
a character or reputation of any person.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Roberts,
Smiley, Whiteside, Woods, Ames, Gardner, and Johnson.
SMILEY moved to invite the Mayor and Assembly members into executive
session. Clerk Javier is going to be invited in at a later time.

VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
After the vote, Deputy Presiding Officer Whiteside recessed the regular meeting
and convened the executive session at 8:01 p.m.
Upon returning from the executive session, Deputy Presiding Officer Whiteside
reconvened the regular meeting at 8:40 p.m. and announced that the Borough
Clerk had received an outstanding job performance evaluation.
18. ADJOURNMENT
SMILEY moved to adjourn at 8:41 p.m.
