2026-05-28 Special MeetingKODIAK ISLAND BOROUGH Assembly Special Meeting May 28, 2026 A special meeting of the Kodiak Island Borough Assembly was held on May 28, 2026, in the Assembly Chambers. The meeting was called to order at 8:46 p.m. Staff present were Borough Manager Williams and Borough Clerk Nova M. Javier. ROLL CALL Present were Mayor Griffin, Assembly Members Steven Ames, Jeremiah Gardner, Dave Johnson, Caroline Roberts, Scott Smiley, and Bo Whiteside. CITIZENS COMMENTS Oliver Wilson, Kodiak Community Health Center CEO spoke under citizen's comments CONSIDERATION OF MATTER(S) IN THE CALL FOR THE SPECIAL MEETING A. Ordinance For Introduction - Ordinance No. FY2027-01, Adopting The Budget For Fiscal Year 2027 And Appropriating From All Borough Funds WHITESIDE moved to advance Ordinance No. FY2027-01 to public hearing at the next regular meeting of the Assembly. SMILEY moved to amend Ordinance No. FY2027-01 by moving 75% of the interest earned from Fund 276 to RNR. SMILEY moved to amend the primary amendment by moving 75% of the interest earned from Fund 276 to Debt Service instead of RNR. ROLL CALL VOTE ON THE SECOND AMENDMENT CARRIED UNANIMOUSLY: Ames, Gardner, Johnson, Roberts, Smiley, Whiteside, and Woods. ROLL CALL VOTE ON THE FIRST AMENDMENT CARRIED UNANIMOUSLY: Gardner, Johnson, Roberts, Smiley, Whiteside, Woods, and Ames. ROLL CALL VOTE ON THE MAIN MOTION AS AMENDED CARRIED UNANIMOUSLY: Johnson, Roberts, Smiley, Whiteside, Woods, Ames, and Gardner. B. Ordinance For Introduction - Ordinance No. FY2027-02, Receiving The 2026 Certified Real And Personal Property Tax Roll, Levying Ad Valorem Property Taxes For Tax Year 2026 Consisting Of An Areawide Tax, Womens Bay Fire Protection Area Tax, A Womens Bay Road Service Area Tax, A Bay View Road Service Area Tax, A Fire Protection Service Area No. 1, A Monashka Bay Road Service Area Tax, A Tax In Service Area No. 1 Roads, A Woodland Acres Street Light Service Area, A Service Area No. 2 Tax, An Airport Fire Protection Service Area, A Trinity Islands Street Light Service Area Tax, And A Tax In The Mission Lake Tidegate Service Area; Levying A Non -Ad Valorem Commercial Aircraft Tax; Providing For The Collection Of Taxes Due In 2026; And Setting The Date When Taxes Become Delinquent Kodiak Island Borough Assembly Special Meeting Minutes May 28, 2026 Page 1 of 2 WHITESIDE moved to advance Ordinance No. FY2027-02 to public hearing at the next regular meeting of the Assembly. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Roberts, Smiley, Whiteside, Woods, Ames, Gardner, and Johnson. C. Executive Session - Discussion Of Notice Of Federal Interest (NFI) Pertaining To The Kodiak Community Health Center WHITESIDE moved to convene into executive session to discuss the Notice of Federal Interest pertaining to the Kodiak Community Health Center under the authority of KIBC 2.30.030 (F)(1)(B) which is a matter that the immediate public knowledge of which would tend to affect adversely the finances of the Borough. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Smiley, Whiteside, Woods, Ames, Gardner, Johnson, and Roberts. WHITESIDE moved invite the Mayor, Assembly, Manager, and Borough Clerk into executive session. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. After the vote, Mayor Griffin recessed the special meeting and convened the executive session at 9:10 p.m. Upon returning from the executive session, Mayor Griffin reconvened the special meeting at 9:15 p.m. and announced that direction was given to the Borough Manager on how to proceed with the negotiation process. ADJOURNMENT WHITESIDE moved to adjourn the meeting at 10:45 p.m. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
