2026-05-20 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting May 20, 2026 A regular meeting of the Kodiak Island Borough Planning and Zoning Commission was held on May 20, 2026, in the Borough Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Community Development Director Christopher French and Community Development Secretary III Hailee Wallace. CALL TO ORDER Meeting was called to order at 6:30p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present were Craig Dagen, Tracy Craig, Cort Neff, and Joseph Delgado. Dagen moved to excuse those who are absent. VOICE VOTE CARRIED UNANIMOUSLY 4/0 APPROVAL OF AGENDA Dagen moved to approve the May 20, 2026, Regular Meeting agenda VOICE VOTE CARRIED UNANIMOUSLY 4/0 APPROVAL OF MINUTES Craig moved to approve the April 15, 2026, Regular Meeting Minutes. VOICE VOTE CARRIED UNANIMOUSLY 4/0 CITIZENS' COMMENTS • There were none. PUBLIC HEARING S26-016 - Request a subdivision of U.S.S 4871 Block 1, TRACT C; creating U.S.S 4871 Block 1, Lot 2, TRACT C and an extension of G Street, a sixty (60) foot right-of- way. Staff recommends that the Commission approve the preliminary subdivision request based on the findings within the staff report and associated resolution, including the proposed conditions of approval. If the Commission agrees with the recommendation the following motion is also recommended: "I move to adopt Resolution FY2026-020, which includes findings in support and conditions of approval." Chair asked for staff report Chair opened public hearing Seeing and hearing no comments, Chair closed the public hearing. ROLL CALL VOTE CARRIED UNANIMOUSLY 4/0 26-017 - Request a Rezone of a portion of Ouzinkie TRACT C, Block 1 Remainder of U.S.S 4871 from R1 - Single -Family Residential District to PL - Public Use Lands District (Zoning will correspond lot created by Subdivision Case S26-016). Staff recommends that the Planning & Zoning Commission forward a recommendation of approval to the Assembly for this rezone request. If the Commission agrees with this recommendation, staff also recommends the following motion: "I move to adopt Resolution No. FY2026-021, which includes the findings in support." Dagen moved to adopt Resolution FY2026-021, which includes the findings in support. Chair asked for staff report Chris French delivered the staff report Chair opened public hearing.
