BOX 1227 Kodiak, AK 99615 friendsofbaranofparkPoutlook.com April 15, 2022 Kodiak Island Borough - Mayor Roberts and Members of the Assembly Re: Request for donation in the amount of $ 50,000.00 for improvements to the Baranof Park Recreation Center (Ice Rink) Dear Mayor Bill Roberts and Members of the Kodiak Island Borough Assembly, Thank you for the opportunity to request a donation and to explain the project to improve the recreation facility. As you know, Kodiak is a vibrant multi -cultural community. We have a large Filipino and Alaskan Native population. We are home to the nation's third largest fishing port and the nation's largest Coast Guard Base and Air Station. We are famous for our bears and outdoor life. Our youth are active in sports, bringing back state championships in swimming, cross country, basketball, hockey, track, and softball to name a few. Our girl's teams are as successful as the boys. It is important to point out that this facility serves citizens who live inside and outside of the city equally, folks from off road system, village residents, and Coast Guard personnel and families. This brings us to our need. Our ice rink is presently 18 years old and consists of a roof covering but walls are open to the weather for the first 12 feet. This makes hockey and skating difficult in 35 knot Northeasters which are common. The facility is also used for tennis, soccer, pickle ball, and basketball during late spring, summer and early fall. Our Hockey program is 7 years old and serves girls and boys ages 5 to 18. It has grown to 180 participants, and this year was the inaugural year for High School Co-ed Varsity/JV Hockey program. Each year at least one of our hockey teams has come home with a state or tournament championship. We need to improve the facility. The Baranof Park Improvements Project design includes an enclosed 3-lane indoor walking track, additional bathrooms for park users, and changing/locker rooms. It will create a place for our youth to practice sports and host out-of-town teams for baseball, football, track soccer, tennis, and hockey. We envision citizens of all ages will utilize Page 3 of 8 Discuss The Request From The Friends of Baranof AGENDA ITEM #2.a. the modernized facility. An upgraded ice rink and walking track will increase healthy options for staying active and will provide a warm and dry location for cardiovascular exercise. Friends of Baranof Park is the fundraising group of the Kodiak Hockey League. It consists of 12 citizens that are actively seeking donations and grants for the Baranof Park multi -use recreation center improvements. All members of Friends of Baranof Park have pledged or contributed to the project. Friends of Baranof Park is working closely with the City of Kodiak to make improvements to the Baranof Park multi -use recreation center. We have been working with the City of Kodiak for three years on this improvement project. The city is the present owner and will be the owner of the improved facility when completed. The city will continue to maintain the facility to the highest standards after the renovations are complete and for many years to come. At present the project is out to bid. The engineers' estimate is $3.8 million. We have presently raised $3.4 million and have around $400,000.00 to go. The City of Kodiak has allocated $800,000.00 towards the project and we have raised $2.6 million from private sources. Contributions have ranged from $10.00 given by many students to $550,000.00 by one very generous donor. Based on public input at City Council meetings, letters of support and local media coverage, there is wide community support for the improvements. We are aware of the financial constraints the Borough. As such, our hope is that our request be considered as a one-time $50,000.00 contribution to enhance the Borough's Park and Recreation powers, its Health powers, Education powers and Emergency services. It is subject to an official Memorandum of Understanding with the City of Kodiak and is separate from all KHL funds. Kodiak Island Borough School District 722 Mill Bay Road Kodiak, Alaska 99615 Office of the Superintendent (907)486-7550 April 27, 2022 Roxanne Murphy, Manager Kodiak Island Borough 710 Mill Bay Road Kodiak, AK 99615 Dear Ms. Murphy, The Kodiak Island Borough School District (KIBSD) School Board first reviewed their FY23 preliminary revenue and expenses on January 17, 2022. On March 24, 2022, KIBSD presented the preliminary FY23 budget to Kodiak Island Borough (KIB) Assembly members. On April 18, 2022, the School Board passed their budget of $49,133,114, an increase of $500,000 from what had been presented during the Joint Work Session on March 24, 2022. The School Board felt it was important to recognize the rising cost of utilities. The Board voted to increase KIBSD use of Fund Balance from $1.5 million to $2 million on the revenue side and increase Utility expenses by $500,000. In order to balance the FY23 budget, the Board has requested an increase in our local funding over last year's actual funding. The FY23 budget passed by the School Board on April 18, 2022, reflects a local funding request of $11,955,244. The Board and School District recognize this is a large increase over our FY22 Appropriation. Additional positions have not been added for FY23; in fact, the budget represents a cut of $291,413 in salaries and benefits, a total of four full-time positions. Challenges the District will face if not funded to the requested amount: • Delay hiring. This is dangerous in a time that we need to be competitive and timely in our hiring for teachers during a national shortage. • Any increase inside or outside the Base Student Allocation (BSA) will be needed to cover costs of inflation (-40% utilities and —8% for supplies). • Also, any increase from the State needs to help us reduce our use of fund balance to balance the budget. $2M use of fund balance is dangerous for future budgets. Concerns for FY24 and FY25: Failure to reduce our use of fund balance to balance our budget creates a steep cliff the following year. Annually salary (steps/columns) for current staffing levels is —$1.2 million. Bargaining with all four groups in FY23. Trying to stay competitive with other Districts in the State to attract quality teachers. KIBSD is self -insured and budgeted to cover the insurance liability. KIBSD has a good partnership with KIB. Over the past four years, when KIBSD had a large fund balance, KIBSD set aside funds to complete large school facility projects.
