2021-10-29 Special MeetingKODIAK ISLAND BOROUGH SPECIAL MEETING October 29, 2021 A Special meeting of the Kodiak Island Borough Planning and Zoning Commission was held on October 29, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 10:00 a.m. Present were Kent Cross, Matthew Novello, Andrew Kenneson, Sarah Harrington, and Paul VanDyke CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL APPROVAL OF AGENDA MINUTES OF PREVIOUS MEETINGS Planning and Zoning Regular Minutes Sept. 15, 2021. CITIZEN COMMENTS • Elizabeth Odell • Joseph Delgado • Jerrol Friend Items not scheduled for Public Hearing: Limited to three minutes per speaker. PUBLIC HEARINGS Limited to three minutes per speaker. Applicant Sun'aq Tribe Similar Use Determination, Case No. 22-004. A Similar Use Determination, per KIBC 17.15.090 A, finding daycare services are similar in character and impact to a permitted school/church use. Kenneson seconds the motion. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY 510 OLD BUSINESS NEW BUSINESS Applicant David Dahl Access/Utility Easement Vacation Case No. S21-008 Reconsideration Request to vacate utility and access easements located on the property known as Lake Shore Estates, Lot 4. Vice Chair Cross opened public hearing for citizen comments. Vice Chair Cross closed public hearing for citizen comments. Commission Discussion: None. ROLL CALL VOTE ON: Novello moved to approve the reconsideration request and approve the revised map to vacate the utility and access easement for Lot 4A, Lake Shore Estates, Case S21-008, with all findings of fact and conditions of the approval to be upheld from the original approval date of August 18, 2021. Kenneson seconds the motion. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY 510 Capitol Improvement Priority 22-005 FY 2022-2026 The Kodiak Island Borough Planning and Zoning Commission recommends the following Capitol Improvement Project, in order of priority, for adoption into Kodiak Island Borough FY 2022-2026 CIP list of Capitol Projects. Novello moved to approved amended Capitol Improvement Resolution FY 2022-011 with the following changes: Mission Road Safety Improvements to number 8, Chiniak Highway Paving will move to number 9, Anton Larson Bay Road Extension to number 10 and Waste to Energy Project at the KIB Landfill to number 11. STAFF COMMENTS Seema Garoutte reports the following: • 1986 proposal on R2 Zoning allows for daycare within this zone. • Update on Brechan's vacation/replat going before the Assembly. • Update on Dahl for the Assembly agenda. COMMISSIONER COMMENTS • Harrington asks about the process for vacancy seats on Commission. Thanks staff for their work. • Novello says his goodbye to the Commission. Thanks Commission, staff and public. • VanDyke was happy about the proceedings for the Special Meeting. • Cross thanks the public who showed up for the meeting to express their feelings. Inquires on the new Planner for Community Development.
