2026-05-21 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting May 21, 2026 A regular meeting of the Kodiak Island Borough Assembly was held on May 21, 2026, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough Manager Aimee Williams and Borough Clerk Nova M. Javier INVOCATION Captain Diane Shatto of the Salvation Army gave the invocation. 2. PLEDGE OF ALLEGIANCE Mayor Griffin led the pledge of allegiance. 3. STATEMENT OF LAND ACKNOWLEDGEMENT We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this day. 4. ROLL CALL Present were Mayor Griffin, Assembly Members Steve Ames, Jeremiah Gardner, Dave Johnson, Caroline Roberts, Scott Smiley, Bo Whiteside, and Jeffery Woods. 5. APPROVAL OF AGENDA AND CONSENT AGENDA WHITESIDE moved to approve the agenda and consent agenda. WHITESIDE moved to amend the agenda by removing Ordinances No. FY2027-01 and FY2027-02. ROLL CALL VOTE ON MOTION TO AMEND THE AGENDA CARRIED SIX TO ONE: Gardner, Johnson, Roberts, Smiley, Whiteside, and Woods (Ayes); Ames (NO). VOICE VOTE ON MOTION TO APPROVE THE AGENDA AND CONSENT AGENDA AS AMENDED CARRIED UNANIMOUSLY. 6. *APPROVAL OF MINUTES (Approved under consent agenda) A. Special Meeting Minutes of April 30, 2026; and Regular Meeting Minutes of May 7, 2026 7. AWARDS AND PRESENTATIONS — None. 9. COMMITTEE REPORTS Assembly member Garnder provided an update regarding the Solid Waste Advisory Board meeting. Assembly member Roberts reported on the recently held Kodiak College Advisory Board meeting. Assembly member Woods announced his attendance at the School District Budget Committee Meeting. 10. PUBLIC HEARING — None. 11. BOROUGH MANAGER'S REPORT Manager Aimee Williams provided a manager's report, and it was included in the meeting packet. 12. MESSAGES FROM THE BOROUGH MAYOR Mayor Griffin provided various updates regarding meetings he attended in his official capacity. Some of these meetings pertained to KIHA federal grant issues, the Lands Committee, homeporting an icebreaker here in Kodiak, and the proposed new Kodiak airport terminal. He also announced that a meeting is being arranged with the Coast and the Borough's federal lobbyist. Additionally, he met with state and federal candidates for the upcoming election. 13. CONSIDERATION OF CALENDAR - UNFINISHED BUSINESS — None. 14. CONSIDERATION OF CALENDAR - NEW BUSINESS 14.A. CONTRACTS 1. Contract No. FY2021-01, Authorizing Extension No. 6 Of The Recycling Services Contract With Threshold Services WHITESIDE moved to authorize the Borough Manager to execute Contract No. FY2021-01, Extension No. 6 with Threshold Services for Recycling Services Contract. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Gardner, Johnson, Roberts, Smiley, Whiteside, Woods, and Ames. 14.13. RESOLUTIONS 1. Resolution No. FY2027-01, Establishing The Amount Of Funds To Be Made Available From Local Sources For The Kodiak Island Borough School District For The Fiscal Year Beginning July 1, 2026, And Ending June 30, 2027 Kodiak Island Borough Assembly Regular Meeting Minutes May 21, 2026 Page 2 of 4 WHITESIDE moved to adopt Resolution No. FY2027-01. WHITESIDE moved to amend Resolution No. FY2027-01 for the amount to be made available to the Kodiak Island Borough School District from local sources for the fiscal year ending June 30, 2027, is set at $13,779,556 for both in-kind services and direct appropriation. ROLL VOTE ON THE MOTION TO AMEND CARRIED SIX TO ONE: Roberts, Smiley, Whiteside, Woods, Ames, and Gardner (Ayes); Johnson (NO). ROLL CALL VOTE ON THE MAIN MOTION AS AMENDED CARRIED SIX TO ONE: Smiley, Whiteside, Woods, Ames, Gardner, and Roberts (Ayes); Johnson (NO). 14.C. ORDINANCES FOR INTRODUCTION 14.D. OTHER ITEMS Abbreviated And Informal Hearing Of State Of Alaska Alcohol And Marijuana Control Office New Restaurant Or Eating Place License Application For Nuniaq, LLC, License No. 60432 WHITESIDE moved to withdraw the action "to protest subject to rescission" adopted on May 7, 2026, and direct the Clerk to notify AMCO and the licensee of a non -objection. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Whiteside, Woods, Ames, Gardner, Johnson, Roberts, and Smiley. 2. *Confirmation Of The Mayoral Appointment Of Ms. Marion Owen To The Solid Waste Advisory Board (Approved under consent agenda). 15. ASSEMBLY MEMBERS' COMMENTS • Assembly Member Gardner appreciated everyone who provided input regarding the budget. He noted that he would have preferred to see more budget cuts across the board. • Assembly Member Smiley noted that the school district represents Borough's largest expenditure. A great deal of work and effort goes into formulating the School District budget, and he encouraged everyone to remain respectful toward those involved in the process. Kodiak Island Borough May 21, 2026 Assembly Regular Meeting Minutes Page 3 of 4 • Assembly Member Ames stated he was glad to see a compromise reached regarding funding for the School District. • Assembly Member Whiteside thanked everyone who contributed to the discussion and expressed appreciation to the collaborative effort made this year. • Assembly Member Roberts thanked everyone for the hard work put into the school funding initiative and noted her appreciation for the creative problem - solving involved. • Assembly Member Woods expressed his deep respect for everyone who participated in the School District funding process. 17. EXECUTIVE SESSION Borough Manager's Performance Evaluation WHITESIDE moved to convene into executive session under the authority of KIBC 2.30.030 (F)(1)(C) to discuss the borough manager's performance evaluation, a subject that qualifies for executive session as a matter that may tend to prejudice a character or reputation of any person. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Woods, Ames, Gardner, Johnson, Roberts, Smiley, and Whiteside. WHITESIDE moved to invite the Mayor, Assembly members, and manager into executive session. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY: After the vote, Mayor Griffin recessed the regular meeting and convened the executive session at 8:30 p.m. Upon returning from the executive session, Mayor Griffin reconvened the regular meeting at 9:29 p.m. and announced that the Borough Manager had a satisfactory job performance and her salary should be increased as stated in her contract. 18.
