2025-10-13 Regular MeetingKODIAK ISLAND BOROUGH Borough Lands Committee October 13, 2025 A regular meeting of the Borough Lands Committee was held on October 13, 2025, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:31 p.m. Staff present were Borough Manager Aimee Williams and Deputy Clerk Lina Cruz. ROLL CALL Committee members present were Mayor Scott Arndt, Assembly Member Steve Ames, Assembly Member Scott Smiley, Planning and Zoning Commissioner Tracy Craig, Planning and Zoning Commissioner Sara Fraser, and ANCSA Representative Corey Gronn. APPROVAL OF MINUTES FRASER moved to approve the meeting minutes of February 3, 2025. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Arndt, Ames, Smiley, Fraser, Craig, and Gronn. CITIZENS' COMMENTS The following spoke under citizens' comments: • Brenda Friend • Jerrol Friend • Sandra West • Carlene McChesney AGENDA ITEMS a. Parcel Of Land Between Beaver Lake Loop And Von Scheele GRONN moved to recommend the parcel of land between Beaver Lake Loop and Von Scheele for Assembly consideration of surplus sale. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Ames, Smiley, Fraser, Craig, Gronn, and Arndt. b. Proposed Chiniak Subdivision Discussion GRONN moved to recommend the proposed Chiniak Subdivision 10 lots for Assembly consideration of surplus sale. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Smiley, Fraser, Craig, Gronn, Arndt, and Ames. Kodiak Island Borough Borough Lands Committee Minutes October 13, 2025 Page 1 of 2 The Committee Chair explained that the Borough should build the road necessary to create the 10 lots subdivision first, and the rest of the members agreed. c. Discussion Of Other Tracts Of Land For Future Disposal • Killarney Hills • Bells Flats • Possible Remote Parcels The committee discussed the Killarney Hills, Bells Flats, and remote parcels. Members recommended removing Killarney Hills from further discussion until direction is received from the Assembly due to the high cost of development, and to instead focus on the Bells Flats area and potential remote parcel tracts for future disposal. COMMITTEE MEMBERS' COMMENTS • Assembly Member Scott Smiley said he believes it's a good start to get the committee active again after not meeting since February. He noted that it's a positive step forward and that the committee has already done some good work. • Planning and Zoning Commissioner Tracy Craig expressed excitement about moving properties forward for young families, with the hope that more housing opportunities will become available. • Assembly Member Steve Ames stated he is glad to see more land moving to the Assembly, although he finds it somewhat discouraging how slow the process can be. He added that he is pleased to be making progress with potentially developable land. • Planning and Zoning Commissioner Sara Fraser had no comment. • ANCSA Representative Corey Gronn thanked Mayor Arndt for the time and effort put into preparing the parcel information for the community surplus process and expressed his appreciation for the Mayor's work.
