A regular meeting of the Borough Lands Committee was held on May 4, 2026, in the Borough
Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting
was called to order at noon. Staff present were Borough Manager Aimee Williams and Deputy
Clerk Lina Cruz.
ROLL CALL
Committee members present were Mayor Jared Griffin, Assembly Member Dave Johnson,
Assembly Member Bo Whiteside, Planning and Zoning Commissioner Sara Fraser, and
ANCSA Representative Corey Gronn.
APPROVAL OF MINUTES
GRONN moved to approve the meeting minutes of October 13, 2025.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
CITIZENS' COMMENTS
Linda Freed spoke under citizen's comments.
AGENDA ITEMS
a. Kodiak Electric Association Request For The Terror Lake Hydroelectric Four Parcels Of
Land
GRONN moved to recommend parcel number 18874 be surplused to Kodiak Electric
Association.

b. Borough Lands Disposal Principles and Screening Criteria
GRONN moved to adopt the borough lands disposal principles and screening criteria.
GRONN moved to strike step one from the suggested committee workflow.
GRONN moved to strike section H from principles and screening criteria document.

Johnson, Whiteside, Fraser, Gronn, and Griffin.
COMMITTEE MEMBERS' COMMENTS
• ANCSA Representative Corey Gronn thanked everyone for their time and requested
staff prepare a memo for the next meeting identifying lands that could support workforce
housing. He also requested staff identify parcels for committee consideration and
provide an update on the status of parcels previously approved for disposal.
• Planning and Zoning Commissioner Fraser reported that the Commission approved a
preliminary plat at its last regular meeting for the Kodiak Island Housing Authority
subdivision on Selief Lane near Safeway. She expressed appreciation for Kodiak Island
Housing Authority's efforts to help working class residents obtain reasonably priced
housing.
• Assembly Member Whiteside thanked committee members for volunteering their time
and stated he was encouraged by the more structured approach being developed for
identifying parcels for disposal. He also expressed hope that holding meetings in the
Assembly Chambers and livestreaming them on YouTube would encourage greater
public participation and input regarding housing development and land disposal.
• Assembly Member Johnson had no comments.
• Mayor Griffin thanked everyone for attending the meeting during lunch hour and
provided a brief update on properties previously approved for disposal. He noted that
terms of sale for the Island Lake properties and the parcel between Beaver Lake and
Selief had been developed and were awaiting attorney review, and that additional
updates and Assembly direction may be provided at the next Borough Lands Committee
meeting.

The Committee agreed to meet on June 1, 2026.
