2026-04-15 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting April 15, 2026 A regular meeting of the Kodiak Island Borough Planning and Zoning Commission was held on April 15, 2026, in the Borough Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Ex -Officio Seema Garoutte, Community Development Assistant Planner Bronwyn Currie. CALL TO ORDER Meeting was called to order at 6:33 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present were Sara Fraser, Craig Dagen, Tracy Craig, Athenas Williamson, and Joseph Delgado. APPROVAL OF AGENDA WILLIAMSON moved to approve the agenda. VOICE VOTE CARRIED UNANIMOUSLY. APPROVAL OF MINUTES DAGEN moved to approve the Regular Meeting minutes of March 18, 2026. VOICE VOTE CARRIED UNANIMOUSLY. CITIZENS' COMMENTS • No comments. PUBLIC HEARING S26-015 - Request a subdivision of Lots 2-5, Block 3, Lakeside Subdivision (Common Addresses 2166, 2234, 2310, and 2406 Selief Lane), creating Lots 1-25, Angayuk subdivision. Recommended motion: "I move to adopt Resolution FY2026-019 with included conditions of approval" DELGADO moved to adopt Resolution FY2026-019 with included conditions of approval. PLANNING AND ZONING CASE RESULTS LETTERS • 26-014 Approval Letter ABBREVIATED AND FINAL APPROVALS - SUBDIVISIONS • None. DIRECTORS' COMMENTS • Seema Garoutte delivered the director's report of April 15, 2026. CITIZENS' COMMENTS • Delgado Thanks staff, glad to see the new code enforcement officer. Appreciates more community involvement, encourages citizens to join local boards/commissions. • Williamson expressed excitement about the new subdivision. • Craig thanks everyone for their work. • Dagen Thanked staff, looks forward to the growth of the community. Expresses need to continue infrastructure growth. • Fraser encourages citizens to take plan 2045 survey, welcomed Casey. COMMISSIONERS' COMMENTS ANNOUNCEMENTS FROM THE CHAIR a. The next Work Session of the Planning and Zoning Commission is scheduled for Wednesday, May 13, at 6:30p.m., located in the Assembly Chambers at 710 Mill Bay Road. b. The next Regular Meeting of the Planning and Zoning Commission is scheduled for Wednesday, May 20, at 6:30p.m., located in the Assembly Chambers at 710 Mill Bay Road.
