REGULAR MEETING & BUDGET PUBLIC HEARING MINUTES
Date: Tuesday, March 3, 2026
Call to Order: 5:30
Commissioners Present: Billy Ecret-vice chair, Greg Egle-Chair, Dave Heuman-Secretary, Jon
Melin, Blake Strain and Bill Roberts. Dave Conrad, VFD Chief. One vacant seat.
Approval of amended agenda by unanimous vote.
Approval of minutes by unanimous vote for:
1 _ Regular Meeting of February 3, 2026 and Work Session of February 17, 2026.
Reg Mtng closed, Budget Public Hearing Opened
1. FD FY 27
a) Dave Conrad presented the packet, a short discussion followed with clarification that
the new budget contains an allowance for stipends and also looking forward towards
vehicle repairs and future purchase of replacements. Also note that 2 years ago the
FD Lowered the mill rate.
2. RS FY 27
a) Dave Heuman presented the packet, after a brief review, the hearing was closed.
Budget Public Hearing closed,.Regular meeting was re -opened.
Motion passed unanimously to approve the budgets and forward them to KIB assembly
for consideration and approval.
Chairman's Report:
1. Work Orders; Culvert outfall at Lk Orbin Dr pending weather
a) Feb Work was Wind Storm response and one snow plowing event.
2. Budget updates
a) FD; 40% spent of budget to date, 63% recv.
b) RS; 24% spent of budget to date, 113% recv.
3. Correspondence; none
Old Business:
1. Fire Dept
a) Garage door opener replacement; approx 44k expended
b) Stipends need more research for policy, Board heartily recommends.
c) AED update; 1 new one has been ordered
d) Blower w/ battery & ac power has been ordered
e) Hurst Technician assessed hydraulic rescue tools. Service date TBD
2. Road Service
a) CIP List inclusion re:paving
i) Greg Egle will speak with KIB next week
New Business:
1. Fire Dept;
a) Received a BFA Grant for 5k; Wild Land funds for PPE, 10% matching
b) Forestry AOP- Submitted Plans for Wild Land Response
c) Chief Conrad Explained why BFVFD did NOT respond to the Chiniak Fire 2.20.26
i) As the 1 hour distant remote community is not in our Service DistrictAND do not
have any type of agreement with us or any funding mechanism, we were unable
to respond.
2. Road Service
a) Asphalt repaving should be resubmitted for the KIB CIP list.
