Assembly Regular Meeting
March 5, 2026
A regular meeting of the Kodiak Island Borough Assembly was held on March 5, 2026, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Administrative Official Seema Garoutte, Borough Clerk Nova M. Javier, and Deputy Clerk Irene
Arellano.
INVOCATION
Captain David Shatto of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Deputy Presiding Officer Whiteside led the pledge of allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we
acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture
that enriches our community to this day.

Present were Assembly Members Steve Ames, Scott Smiley, Bo Whiteside, and Jeffery
Woods.
Clerk's note: Mayor Griffin participated electronically.
SMILEY moved to excuse Assembly Member Jeremiah Gardner who was out in
attendance of the Southwest Alaska Municipal Conference (SWAMC) in Anchorage.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.

SMILEY moved to approve the agenda and consent agenda.

SMILEY moved to adopt Ordinance No. FY2026-19.
Deputy Presiding Officer Whiteside opened the public hearing. Seeing and
hearing none, he closed the public hearing.

11. BOROUGH MANAGER'S REPORT
Administrative Official Seema Garoutte provided a manager's report, and it was
included in the meeting packet.

Borough Mayor Jared Griffin provided a report, and it was included in the meeting
packet.

1. Contract No. FY2025-43, Change Order #1, Multi -Facility Elevator
Modernization With TK Elevator Corp. For Authorization Of Payment Of Tariffs
In The Amount Of $4,302.51
SMILEY moved to authorize the Borough Manager to execute change order #1
to Contract No. FY2025-43 with TK Elevator Corp. for the additional payment of
tariff fees for shipping materials to Kodiak for the Elevator Modernization Project
in the amount of $4,302.51.

2. Contract No. FY2026-47, Kodiak Island Borough Cybersecurity Infrastructure
Project With Koniag Cyber Solutions In The Amount Of $219,453
SMILEY moved to authorize the Borough Manager to award Contract No.
FY2026-47 with Koniag Cyber Solutions for the Kodiak Island Borough
Cybersecurity Infrastructure Project in the amount of $219,453.

Woods, Ames, and Smiley.
3. Contract No. FY2026-48, Long Term Care Fuel Spill Site Investigation, Field
Work, And Reporting With NWFF
SMILEY moved to authorize the Borough Manager to execute Contract No.
FY2026-48 with NWFF for the Long -Term Care Fuel Spill Site Investigation,
Field Work, and Reporting in the amount of $110,992.

Ames, Smiley, and Whiteside.
4. Contract No. FY2026-49, Karluk School UST Fuel Spill Work Plan
Implementation By 3 -Tier Alaska
SMILEY moved to authorize the Borough Manager to execute Contract No.
FY2026-49 with 3 -Tier Alaska to Implement the work plan for Karluk School UST
Fuel Spill.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Ames,
Smiley, Whiteside, and Woods.
5. Contract No. FY2026-50, Baler Maintenance Part Purchase With Blankenship
Equipment
SMILEY moved to authorize the Borough Manager to execute Contract FY2026-
50 for the purchase of Baler rebuild parts from Blankenship Equipment in the
amount of $100,439.

• Seema Garoutte, Assessing Director
16. ASSEMBLY MEMBERS' COMMENTS
• Assembly Member Smiley thanked everyone for last night's joint work session
with the School Board, noting it went very well. He highlighted improved
coordination between the Engineering and Facilities staff and the School
District's maintenance team, and expressed hope that the School District, the
Borough, and the City of Kodiak will continue working closely together for the
benefit of the community.
• Assembly Member Ames echoed Assembly Member Smiley's comments, noting
improved cooperation between the Borough and the Kodiak Island Borough
School District Board of Education. He emphasized the importance of working
together given the overlapping KIB And KIBSD maintenance responsibilities.
• Assembly Member Woods expressed appreciation for the growing collaboration
among entities, noting improved teamwork among staff and better interactions
with the city. He stated this reflects a positive direction and supports a more
efficient way of doing business.
• Assembly Member Whiteside echoed comments on last night's work session
with the Kodiak Island Borough School District Board of Education. He provided
a solid waste planning update.
