Solid Waste Contract Committee Regular Meeting
November 19, 2025
The meeting was called to order at 3:02pm.
ROLL CALL
Board members present were Scott Smiley and Bo Whiteside. Steve Ames was
absent. A quorum was established. Also present were Kodiak Island Borough
Manager Aimee Williams and Kodiak Island Borough Projects Manager Codi Allen.
APPROVAL OF MINUTES
None.
CITIZENS COMMENTS
David Edwards — Alaska Waste
Scott Smiley — Calendar adjustment for holidays.
AGENDA ITEMS
a. Election of Chair & Vice Chair
Scott Smiley nominated Bo Whiteside as Chair.
Bo Whiteside nominated Scott Smiley as Vice Chair.
No objections were voiced.
VOICE VOTE PASS UNANIMOUSLY
b. Draft Ordinance for Code Changes
The board discussed the proposed changes. The changes made are to clean up the
code to provide separation of the code language and contract language. This provides
clarity of the responsibilities for the Borough and the Contractor. The consensus was
that the changes are needed, and the proposed changes are clear.
Patricia Valerio reviewed some of the more impactful changes that might need to be
discussed. The board provided direction to expand the definition of "uninhabitable"
and to do research on the Senior Citizen Discount. Staff will make updates and send
out an email for comments. Then will provide a clean version and redlined version for
the Assembly to review.
Items discussed to consider for the Request for Proposal for the Contract:
- Physical Office in Kodiak.
- ADF&G Involvement —Bears
Regulation Alignment with Department of Environment and Conservation
- Rental Fees for Containers — customer owned vs contractor owned.

BOARD MEMBERS COMMENTS
Scott Smiley — None.
Bo Whiteside — Great job. I believe we will be able to iron this out quickly and move on
to the contract. We can get more folks involved with the contract side. I will notify the
Assembly at tomorrow's meeting.
