2026-02-18 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting February 18, 2026 A regular meeting of the Kodiak Island Borough Planning and Zoning Commission was held on January 21, 2026, in the Borough Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Community Development Director Christopher French, Community Development Permit Technician Bronwyn Currie, and Secretary III Hailee Wallace. CALL TO ORDER Meeting was called to order at 6:30p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present were Sara Fraser, Cort Neff, Tracy Craig, Athenas Williamson, and Joseph Delgado. APPROVAL OF AGENDA WILLIAMSON moved to approve the agenda. VOICE VOTE CARRIED UNANIMOUSLY. APPROVAL OF MINUTES CRAIG moved to approve the January 21, 2026, regular meeting minutes. VOICE VOTE CARRIED UNANIMOUSLY. CITIZENS' COMMENTS Citizens' comments are limited to three minutes per speaker. Native Village of Ouzinkie requests a rezone of Ouzinkie Block 3, Lot 2 or commonly known as 2209 Second Street, from R1 - Single -Family Residential District to B -Business District. CRAIG moved to approved Resolution FY2026-15 Chair Fraser opened the public hearing. Hearing and seeing no comments, Chair Fraser closed the public hearing. ROLL CALL VOTE CARRIED UNANIMOUSLY: Fraser, Neff, Craig, Williamson, and Delgado. Case 26-012. Native Village of Ouzinkie requests a rezone of Ouzinkie Tract C, Block 1, Parcel 1, USS 4871 or commonly known as 648 G Street from R1 - Single -Family Kodiak Island Borough Planning and Zoning Commission Regular February 18, 2026 Meeting Minutes Residential District to PL - Public Use Lands District. providing a reliable source of long-term, renewable electricity for the residents of Old Harbor. WILLIAMSON moved to approve Resolution FY2026-16 Chair Fraser opened the public hearing. Hearing and seeing no comments, Chair Fraser closed the public hearing. ROLL CALL VOTE CARRIED UNANIMOUSLY: Fraser, Williamson, Craig, Neff, and Delgado. Case 26-013. Native Village of Ouzinkie requests a rezone of Ouzinkie Block 14, Lot 7 or commonly known as 3525 Third Street from R2 - Two -Family Residential District to PL - Public Use Lands District. CRAIG moved to approve Resolution FY2026-017 Chair Fraser opened the public hearing. Hearing and seeing no comments, Chair Fraser closed the public hearing.
