WHEREAS, A.LASKA STATUTES 29.33.090 empowers the
Bolough to enact a Zoning Ordinance and provlde for its
administration, enforcement and amendment, and
; WHEREAS, the Kodiak rsland Borough has pursuant thereto

adonted Chapter 5 of its Code of Ordinances and Resolutions,
,. which provS'ded for pranning and zoning provisions and procedures
and
WXEREAS, According to the Comprehensive planning and
Zoning Map adopted by the Kodiak Islancl tsorough, Lots 40 , 4L, 42,
43, 44' and 45, Block 2, Erskine subdivision and Lot 12, Block 1,
Kodiak Tor.rnsite, U. S. Survey 2537-8 has been zoned R_3 and,
*HEREAS, a petition has been received from FRED BRE.HAN,/
Lours rANr requesting same be rezoned from R-3 to coruncrcial for
further development of the area, and
WHEREAS, the petition was considered and approved
by the Planning and zoning commission on the 23rd day of February,
L974, afLer a pubric hearing was held thereon and concern hras
expressed regarding the height above Resanof , the builders
were agleeable to the stipulation that the buildlng above Rezanof
wourd be no more than one storyi and said body has recommended
the recrassification of said property to commericar and no other
objections were voiced at the public hearing; it havir:g been
determined that the public necessity, convenience and good
zoning practice reguire such reclassification,
, NOW, THEREFORE, BE IT ORDAfNED by the Borough Assembly

Mr. Fulp further mentioned that some Senior Citizens do not want to be
shoved out to the hospital. Mrs. Saupe stated that the extended care unit
is for people who have a physical condition who need professional care.
Mr. Murray explained the difference between an extended care unit and
a Pioneerrs home. sister Claire stated that within two years, they would
probably have the twenty bed unit filled. Mrs. strigga stated that she
feels there is a need for an extended care unit. Mr. Powelt ctosed
the public hearing and reconvened the regular meeting. Mrs. Holt stated
that she did not want to bid for the architect if they were not going to expend
money. Mrs. Wallin moved that her motion be withdrawn with concurrence
of the second. lt was noted that this project was started in 1972. The
question is expenditure of local funds along with the state. Mr. Schneider
stated that the building costs two years ago would be $220,000.00, just for the
