Dear Planning and ZoningCommission Members:
During discussions with Community Development Staffabout the ZnningCompliance permit for
Construction of the City of Kodiak's Composting Facility, we reviewed section KIB Code
17.105.060, Ite'nr F, Open Storage and the need for P&Zfencingreview. KIB Code 17.105.060
F, Open Storage, Section F roquires that any open storage be enclosed by a fence acceptable to
the commission.
The City requests the Commission to approve no additional fencing be required at the site for the
following reasons:
1. The driveway into the compost facility will have a sliding gate that has a 20 feet long
driveway opening,
2. On each side of the gate will be a minimum of 20 feet of 6 feet high chain link fence,3. The remainder of the property will retain the existing electric fence,4. The distance from the edge of the improved road to tho prop€rty line (location of fence) is
roughly 85 feet.
The outdoor storage that may exist at the compost site would be storage of finished compost,
which would most likely be covered to prevent saturation of the material during extcnded rainy
periods, and at times, a stock pile of wood chips which are used for mixing to create the
compost.

Staff recommends that the Commission find the proposed development plan incorporating the "no

STAFF ANATYISIS
The establishment and development of the composting project has been a collaborative effort between
the Kodiak lsland Borough, City of Kodiak, and private enterprise. This fencing review is the last
permitting step required before the applicant is allowed to commence Class A composting on the
project site.
The applicant has submitted a detailed development plan and an accompanying narrative that specifies
project development components and provides the rationale for the request to dispense with further
fencing requirements.
Access to the site will be controlled by existing perimeter electrical fencing and will be augmented by a
gated 24' entry that incorporates new 20'wings of 6' high chain link fencing.
According to the narrative "The outdoor storage that may exist at the compost site would be the
storage of finished compost, which would most likely be covered to prevent saturation of the material
during extended rainy periods, and at times, a stock pile of wood chips which are used for mixing to
create the compost".
Existing topography and retention of vegetation, along with the application of zoning district setback
requirements, will provide the public with additional protections from nuisances.

All permitted and conditional uses shall comply with the performance standards listed, where
applicable, in this section.
F. Open Storage. Any storage shall not be located closer than 25 feet to any street right-of-way. Any
storage shall be enclosed with a fence acceptable to the commission. Whenever lumber, coal or other
combustible material is stored, a roadway shall be provided, graded and maintained from the street to
the rear of the property to permit free access for fire trucks at any time.

!n response to COMMISSIONER PAINTER'S inquiry about approximately how many
sites are there when you were working with that, Director Pederson stated it's not a
proposal, it's just a paper exercise of some idea of what might be able to fit there if it's
done all as residential. There will be multiple options. That is showing sixty-eight lots
that meet the minimum dimension and area requirements for R2.

Maker stated this fencing review is for the lndustrialzoned Ci$ of Kodiak Compost site
adjacent to the Landfill. Covered finished compost material and a stockpile of wood
chips used in the composting process willbe stored outdoors on this site. Borough code
requires that any open storage in lndustrial zoning be enclosed by a fence that is
acceptable to the cornmission. The applicant is proposing a gated entry with 20 foot
sections of 6' high chain link fencing to each side, combined with the existing eleclric
fence as adequate fencing. Existing topography and retention of vegetation, along with
the application of setback requirements, wil! provide additional protections from
nuisances. Staff recommends approval of this proposed fencing plan.
