DISCUSSION:
On June 6, 2024, Assembly member Griffin presented an Agenda Item Request form aimed
at evaluating the investment strategy. Additionally, he sought a comprehensive overview of
investment balances, historical data, strategic approaches, and potential modifications.
On August 28, 2024, the manager provided an update regarding the borough's existing
banking services offered by Wells Fargo, along with a plan to issue a Request for Proposal in
September. Assembly member Sharratt requested that KIB did not move forward with issuing
the Request for Proposal until the Assembly had the opportunity to discuss banking services.
Kodiak Island Borough Finance Director, Dora Cross, will review the differences between KIB
operational and investment banking needs and provide updates on KIB's current investments.

Preparation of agenda items. ordinances, resolutions, or other proposed agenda items may be submitted to the clerk
by an assembly member, a committee of the assembly, the mayor, or the manager for placement on the agenda. An
assembly member may request an item placed on the assembly agenda by completing an agenda request form
provided by the borough clerk's office and providing a copy of the proposed item in a format that is ready to be

Investment Policy Guidelines

Purpose and Scope
KIBC 3.05.050, 3.10.010 & 3.10.090
These guidelines pertain to the short-term liquid asset portfolio of Kodiak Island
Borough. The primary purpose of this investment portfolio is for treasury management,
including investment and reinvestment of all revenues of the municipality from whatever
source, to include the school system. This policy is intended to provide guidance
regarding:
1) Investment goals and objectives
2) Guidelines for acceptable investing
3) General maturity parameters
4) Diversification parameters
5) Eligible securities
6) Investment authority and responsibility
7) Suitable dealer qualifications
8) Compliance and performance measurement
Goals and Objectives
KIBC 3.05.050, 3.10.030, 3.10.070
The primary goal of this portfolio is to maintain the principal in order that the funds will be
available for the operation of the Kodiak Island Borough and the Kodiak Island Borough
School District.
In order to meet and optimize this goal, the Company's short-term liquid asset portfolio
will be managed using the following investment objectives and definitions, in priority
order:
1) Safety:
o Protect and Preserve Principal — Minimize the probability of a loss of
principal value through adequate diversification of investments across a
variety of security offerings, maturities, and financial institutions.
o To monitor exposure to changes in interest rates that could adversely affect
the value of investments, the firm shall use final and weighted -average -
maturity limits to limit interest rate exposure.
2) Liquidity:
o Meet all reasonably anticipated liquidity needs in a timely manner — ensure
that available cash inflows and balances approximately match or exceed
expected cash outflows, that a portion of investments can be readily
converted to cash if necessary, and that the portfolio maintains an adequate
allocation of cash equivalent securities.

o Furthermore, since all possible cash demands cannot be anticipated, the
portfolio should consist largely of securities with active secondary or resale
markets.
3) Return on Investment:
o Obtain the best available return considering the objectives of safety, liquidity
and prevailing market conditions.
o Securities shall generally be held until maturity with the following
exceptions:
a. A security with declining credit may be sold early to minimize loss
of principal.
b. A security swap would improve the quality, yield, or target duration
in the portfolio.
C. Liquidity needs of the portfolio require that the security be sold.
Investment Guidelines and Prudence
The overarching investment guidance can be encapsulated in the "prudent person"
standard, which shall be applied in the context of managing the overall portfolio. The
standard states: "Investments shall be made with judgment and care, under
circumstances then prevailing, which persons of prudence, discretion and intelligence
exercise in the management of their own affairs, not for speculation, but for investment,
considering the probable safety of their capital as well as the expected income to be
derived."
Furthermore, employees acting in accordance with written procedures and this
investment policy, and exercising due diligence shall be relieved of personal responsibility
for an individual security's credit risk or market price change, provided deviations from
expectations are reported in a timely fashion in accordance with the terms of this policy.
Investment Portfolios
Kodiak Island Borough's cash and investments, excluding Kodiak Island Borough School
District Central Treasury funds, are grouped into three categories: Operating Cash, Core
Cash and strategic Cash.
General Maturity Parameters:
1) Operating Cash:
o Provides short-term liquidity for day-to-day operating needs. The maximum
maturity of any security shall not exceed 13 months and the weighted -
average portfolio maturity shall not exceed 90 days. The operating cash
portfolio will be sized at 120 percent of expected cash outflows over the next
60 days.

2) Core Cash:
o Provides a buffer of short-term liquid securities, readily convertible to cash.
The maximum maturity of any security shall not exceed 2 years and the
weighted -average portfolio maturity shall not exceed 1 year. The core cash
portfolio will be sized at 30 percent of expected cash outflows over the next
120 days.
3) Strategic Cash:
o A portfolio of highly liquid securities not expected to be used for short-term
operating purposes. The portfolio may include securities used to offset
medium -term operating or capital purposes. The maximum maturity of any
security shall not exceed 7 years and the weighted -average maturity of the
portfolio shall not exceed 3 years. The strategic cash portfolio will be the
remainder of cash not invested in either the operating or core cash buckets.
Diversification Parameters
KIBC 3.10.070
It is the policy of Generic Corp to maintain appropriate asset diversification. To adhere to
this policy the investments shall be diversified by:
1) Limiting investments to avoid overconcentration in securities from a specific issuer
or business sector (excluding U.S. Treasury securities).
2) Limiting investment in securities that have higher credit risk.
3) Investing in securities with varying maturities.
4) Continuously investing a portion of the portfolio in readily available funds to ensure
that appropriate liquidity is maintained in order to meet ongoing obligations.
Eligible Investments
KIBC 3.10.030
Following is a list of authorized security types. However, a particular investment being
listed as authorized is necessary but not sufficient criterion to make it an appropriate
investment. Each individual investment should be assessed within the context of the
current market environment to determine if it adheres to policy objectives:
1) Direct Treasury obligations of the US Government, and US Government Agency
obligations for which the full faith and credit of the US Government is pledged or
guaranteed.
2) Direct obligations of US Government Sponsored Enterprises.
3) Direct obligations of Supranational and Sovereign issuers.
4) Institutional money market funds that adhere to SEC rule 2a-7.
5) FDIC insured Certificates of Deposit within the current FDIC insurance limit.

Should any of the investments become out of variance based on the tolerance levels or
limits noted above, timely communication will be made to the Treasurer and Borough
Manager in order to resolve the discrepancy in a timely and prudent manner.
Delegation and Authorization
KIBC 3.10.020
Authority to manage Kodiak Island Borough's investment program is delegated to the
Borough Treasurer, who shall be responsible for all investment transactions and may
delegate trading authority to qualified Treasury staff. The titles of individuals currently
fulfilling the following positions are authorized to initiate transactions for this account on
behalf of Kodiak Island Borough:

Any employee involved in the investment process shall refrain from personal business
activity that could conflict with proper execution of the investment program, or that could
impair their ability to make impartial decisions. Employees shall disclose any material
interests in financial institutions with which they conduct business. Employees and
officers shall refrain from undertaking personal investment transactions with the same
individual with which business is conducted on behalf of the municipality.
Dealer Qualification
Authorized investment personnel are authorized to conduct transactions with investment
entities that have total capital in excess of $1 billion, are members of SIPC (Securities
Investor Protection Corporation), and are in compliance with the SEC's Rule 15C3-1
(uniform net capital rule). Dealers must be capable of providing proof of NASD
certification, proof of state registration, safekeeping services and comprehensive reporting
on (at least) a monthly basis.
Compliance and Monitoring
The Treasurer or the individuals designated by the Treasurer will provide semi-annual
investment reports to the Borough Manager and assembly.
The investment reports should include:

rate, current yield to maturity and realized/unrealized gains/losses for each
security.

On an annual basis, the Treasurer and Borough Manager and will review the following:
1. Allocation of assets
2. Current strategy given liquidity needs, general market conditions and risk
parameters, including credit quality and interest rate sensitivity.
3. In the event of any loss of principal or any issue that may cause a liquidity concern,
the Assembly shall be informed.
Policy Exceptions
All exceptions to this investment policy will be reviewed by the Treasurer and Borough
Manager. Exceptions may include the following instances:
i. A security whose rating falls below the minimum rating criteria specified in the
investment policy will be reviewed within a reasonable time period to determine
the appropriate course of action.
2. Security and portfolio allocation limits will be determined at the time of purchase.
If an asset class surpasses the appropriate allocation limit due to changes in
portfolio composition the Treasurer and Borough Manager shall be notified and
will review the portfolio to determine what action, if any, should be taken.
Investment Policy Review
This investment policy will be reviewed by the Treasurer, Borough Manager and Assembly
on an annual basis, and may be reviewed more frequently in the event that a material
change is required.

SUBJECT: Discuss Draft Ordinance Modifying KIBC 10.10.010 Adding Language To
Support Accountability For Abandoned Vehicles

DISCUSSION:
Assembly member Ryan Sharratt has put forward a proposal to modify KIBC 10.10.010,
aiming to enhance accountability for abandoned vehicles. This section of the code addresses
issues related to junk or abandoned vehicles.
Below is the current code for KIBC Sections 10.10.010, 10.10.020, 10.10.040, and 10.10.060:
10.10.010 Junk or abandoned vehicles.
A. It is unlawful for a person to store or abandon junk or a vehicle on a street or
highway within the borough.
B. It is unlawful for a person to store or abandon junk or a vehicle on public property
not set aside by law as a refuse disposal site open for the disposal of junk or vehicles.
C. It is unlawful for a person, without the consent of the property owner or person in
possession or control of property, to store or abandon junk or a vehicle on said
property unless such property is licensed as a junkyard and is open for disposal, or
unless all necessary fees for removal and storage have been paid and all other
requirements of disposal have been met. [Ord. FY2020-09 §11, 2020; Ord. 82-4-0,
1982].
10.10.020 Disposition of junk or abandoned vehicles.
A. Abandoned vehicles or junk maybe impounded.
B. Adequate notice of impoundment and procedures for redemption of junk or a
vehicle shall be given to registered owners of vehicles and other persons known to
have a legal interest in them. Adequate notice shall consist of a certified letter or
personal service, when the persons involved are known, or publication at least once in
a newspaper of general circulation, if such persons are not known. The notice shall
contain:
1. A description of the junk or vehicle and any property therein;
2. The date, time and place of removal;
3. An indication of the place of impoundment;
4. An itemized statement of amounts due the borough for towing and storage
and stating that such fees must be paid prior to redemption of the junk or vehicle;
and
5. A statement that unless the right to possession is established to the
satisfaction of the mayor and the junk or vehicle reclaimed within 20 days from the

date of mailing or publication of the notice, or unless arrangements are made for
the storage of the junk or vehicle within that time, the junk or vehicle and its
contents may be sold at public auction or, at the mayor's discretion, if the junk or
vehicle is determined to be inoperable or worth less than $200.00, disposed of by
crushing or other means of destruction.
C. If the abandoned junk or vehicle impounded pursuant to the above provisions is
not redeemed within the 20-day period set forth above, the mayor may publish in a
newspaper of general circulation a notice of public auction. The notice shall contain a
description of the junk or vehicle, the name of the owner if known, and a provision
stating that the junk or vehicle described will be sold to the highest responsible bidder,
and a certificate of sale will be issued for the junk or vehicle sold. Such auction may
be held 10 days or more following the date of advertisement. The impounded junk or
vehicle may also be crushed or otherwise destroyed as provided in subsection B of
this section without further notice at the expiration of the 20-day redemption period. If
a vehicle is destroyed, the mayor shall notify the State of Alaska Department of Public
Safety as provided by AS 28.10.440.
D. The borough shall keep a record of all junk and vehicles impounded, containing
the date, time and place of impounding, description of the junk or vehicle and contents
therein, estimated retail value of the junk or vehicle, its operating condition, cause for
which impounded, place of impoundment, date of redemption if redeemed, amount
paid upon redemption, date of notice to owner and means of notice, notice of sale,
record of sale, price paid, and name of purchaser, or record of other means of
disposal.
E. Abandoned junk or vehicles may be removed from private property if the owner or
person in lawful possession or control of the property makes a written request prior to
removal. [Ord. 84-61-0 §10, 1984; Ord. 82-4-0, 1982].
10.10.040 Disposition of junk vehicles.
A. Upon observation of what appears to be a junk vehicle or other junk, the manager
shall give written notice by personal service or certified mail to any or all offenders
described in KIBC 10.10.010 as well as notice affixed to the vehicle or junk. Notice
affixed to the vehicle or junk shall suffice for subsequent action if none of the
offenders described in KIBC 10.10.010 can be located and served within the five-day
period. The notice shall contain:
1. The street address and other information sufficient to identify the location of
the vehicle or junk;
2. A statement that the vehicle or junk constitutes a public nuisance and a copy
or summary of the relevant sections;
3. A statement that if the vehicle or junk is not removed from the public view
within five days from issuance of the notice, the borough shall impound and sell or
destroy the vehicle or junk at the offender's expense; and
4. A statement that if the offender can show ability and willingness to make the
repairs necessary to convert the junk vehicle into an operable vehicle, application

may be made at any time before the five days have expired for a 30-day waiver to
make the necessary repairs.
B. Upon expiration of the five-day, or 30-day period where relevant, the manager
may impound a junk vehicle or other junk and sell it at public auction pursuant to the
notice provisions of KIBC 10.10.020(C) or may have the vehicle privately sold, crushed
or otherwise destroyed without further notice in accordance with the provisions of
KIBC 10.10.020(C). If a vehicle is destroyed, the manager shall notify the State of
Alaska Department of Public Safety pursuant to AS 28.10.351. [Ord. 98-18 §2, 1998;

10.10.060Recovery costs.
The costs of impounding, storing, selling and destroying junk or abandoned vehicles
may be charged or assessed by the borough against the vehicle, the registered owner
of the vehicle, any person who has acquired legal title to the vehicle from or through
the registered owner and any person who has violated KIBC 10.10.010 or
10.10.030(A). [Ord. 82-4-0, 1982].

D. A person who abandons a vehicle in a place specified in (a), (b), or (c) of this section is
considered responsible for the abandonment of the junk or vehicle and is liable for the cost
of its removal and disposition.
E. A peace officer or an employee authorized by the Kodiak Island Borough may remove or
have removed to a place for storage junk or a vehicle abandoned on a highway, on a
vehicular way or area, or on private property.
F. Removal of junk or an abandoned vehicle from private property shall be upon the written
request of the owner or person in lawful possession or control of the property and on a
form prescribed by the department.
G. A written report of the removal shall be made by the peace officer or employee who
removes or has removed junk or a vehicle under this section. The report shall be sent
immediately to the Kodiak Island Borough, and a copy of the report shall be given to the
person who stores the property. The report must describe either the junk or the vehicle, the
date, time, and place of removal, the grounds for removal, and the place of impoundment
of the vehicle.
H. The person or company who stores an abandoned vehicle at the direction of a peace
officer or an employee under AS 28.11.030 shall within 30 days give notice, in the manner
prescribed for the giving of notice by the Kodiak Island Borough under AS 28.05.121, to the
vehicle owner of record and lienholders of record, stating the grounds for removal and the
location of the place of impoundment of the vehicle. If the vehicle is not registered in the
state or the name and address of the registered or legal owner or lienholder cannot be
ascertained, notice shall be given by publication in the manner prescribed in the rules of
the court for service of process by publication.
I. Upon satisfaction of the notice and reporting requirements prescribed in this
chapter, the junk orvehicle may be disposed of by removal to a scrap processingyard or
auto wrecker for disposal or by public auction 20 days after notice of the auction is
published in a newspaper of general circulation in the area or municipality in which the
vehicle was found and presumed abandoned. The notice of auction must describe the junk
or vehicle and specify the place, date, and time at which it will be sold. A copy of the
auction notice shall be conveyed to the Kodiak Island Borough.
J. A vehicle disposed of under this section by public auction must be titled under AS 28.10
and may only be subsequently sold with a certificate of title issued by the department.

K. Notwithstanding the provisions of this section, the Kodiak Island Borough may initiate

This proposal, initiated by Assembly Members Dave Johnson and Larry LeDoux, requests
staff to draft a resolution that mandates all short-term rentals (STRs) operating in the Kodiak
Island Borough to register and obtain a license with the Borough by July 1, 2025. Additionally,
no new STRs will be authorized after that date until a licensing system and limit are
established by resolution. Following the adoption of this resolution, Assembly Member
Johnson requests staff assistance in drafting an ordinance to establish the necessary
enforcement mechanisms to ensure the resolution is effectively implemented.

SUBJECT: Review Of Amicus Request From Fairbanks North Star Borough

RECOMMENDATION:
DISCUSSION:
FNSB has petitioned the Supreme Court to review a Superior Court case, Fairbanks
North Star Borough v. Victory Ministries of Alaska, Inc. and Camp Li Wa, Inc., in
which the Superior Court issued a finding similar to the Kodiak Island Borough case of
KIB v. Woman's American Baptist Home Mission Society. In this decision, the superior
court remanded our case back and said that AS 29.45.200 gives the appellant the
option of either appealing to the Board of Equalization or directly to court, and a
municipality cannot require the appeal to go directly to court.
Fairbanks North Star Borough has requested that Kodiak Island Borough support their
petition with an amicus brief that would support them by saying that KIB does not
agree with the interpretation of AS 29.45.200. If KIB decides to support FNSB, there is
only one scenario in which the brief would be needed.
FNSB filed the petition for review but have not yet received word from the court if the
petition is accepted. The Supreme Court may: 1) reject the petition, in which case
there is no occasion for amicus; 2) accept the petition and decide it based on the
application for petition for review and any opposition, which also means no amicus; or
3) order briefing on the petition. The amicus participation would arise under this third
scenario, and the court has not yet ruled on the petition, so it might not arise at all.

Information about the amicus brief request, as provided by the KIB Assessor.
FNSB went to Superior Court with Victory Ministries of Alaska, Inc, and Camp Li-Wa
Inc. in 2024. The Superior Court decision was similar to the decision rendered in the
WABHMS v KIB decision, where the superior court remanded back and said that AS
29.45.200 gives the appellant the option of either appealing to the BOE or directly to
court, and a municipality cannot require the appeal to go directly to court.
FNSB is similar to Kodiak in that their ordinance in effect at the time required exemption
appeals to go directly to court and did not offer the option to appeal to the BOE.
FNSB has since, like KIB, amended their ordinance to have exemption appeals go to
the BOE. For additional background, the Municipal codes in Anchorage, Juneau, and
Kenai require appeals to the superior court. Mat-su and the Ketchikan Gateway
Borough state "may" but appeals are generally only to court, and their codes do not
identify an exemption appeal to the BOE.
FNSB has petitioned the Supreme Court to review the case, which differs from an
appeal in that it is prior to a final decision on a case. They filed the petition for review
but have not yet received word from the court if the petition is accepted. The Supreme
Court may, 1) reject the petition, in which case there is no occasion for amicus; 2)
accept the petition and decide it based on the application for petition for review and any
opposition, which also means no amicus; or 3) order briefing on the petition. The amicus
participation would arise under this third scenario, and the court has not yet ruled on the
petition, so it might not arise at all.
Apart from KIB assisting a fellow municipality, the underlying issue is the correct
interpretation of AS 29.45.200 and whether a municipality must provide a BOE appeal
option for exemption appeals. The KIB chose to amend its code and provide an appeal
to the Assembly sitting as the BOE in order to comply with the superior court
interpretation of AS 29.45.200 in the WABHMS case. If the FNSB petition for review is
successful, then the Borough would have the option to revert to a method where
exemption appeals are required to go directly from the Assessor to the court, and a
BOE option could be eliminated. If there is no interest in doing that in the future, then
there is little reason for the KIB to participate. However, the municipalities which
currently require all appeals to go to the superior court (Kenai, Anchorage Juneau) may
have a stronger interest.
The estimated cost to KIB is between $2,500.00-$5,000.00.

City and Borough of Juneau Code 15.05.041 - Challenges of tax status. "The owner
of a property placed on the assessment roll may request the assessor remove such
property from the roll if the owner believes the property is exempt. The assessor may
require the owner to provide affidavits relating to the use of the property and other
information relevant to the determination of tax status of the property. The procedure
and period for challenging the tax status of a property shall be the same as for
challenging the assessed value except that the appeal from the assessor's final
decision shall be directly to superior court.";
Matanuska Susitna Borough Code 3.15.030(E): "(E) A person may appeal the
assessor's denial of an application for the exemption of property from taxation. The
appeal shall be filed with the assessor, in writing, setting forth with specificity the
explanation in support of the reason for the appeal, within 15 days of the assessor's
determination to deny the exemption application. The assessor's decision on the
appeal may be filed as an administrative appeal to the superior court, which
appeal shall be on the record in which the assessor based the decision.";
Fairbanks North Star Borough Code 8.16.040 (current text) "Claims based on the tax
exempt status of property. A taxpayer who claims that property is not taxable under law
may appeal a determination of the Assessor that property is taxable directly to the
superior court as provided by rules of court applicable to appeals from the decisions of
administrative agencies, or the taxpayer may first appeal to the Board of Equalization as
provided by law."
Kenai Peninsula Borough Code 5.12.045. - Tax exemption appeal procedure. "All
appeals, for relief from a determination by the borough assessor that the property is
taxable under law, must be taken by an owner or agent or assign of the property owner,
and must be taken directly to the superior court in the Kenai venue district, under
the rules of appellate procedure governing appeals from administrative agency
decisions."
Ketchikan Gateway Borough Code 4.45.250(c): "(c) Notwithstanding other provisions
in this section, a determination of the assessor as to whether property is taxable under
law may be appealed directly to the superior court."
Anchorage: AMC 12.15.015(G). Judicial appeal of denial of exemption.

Manager's Department
Kodiak Island Borough School District —
The district has decided to close North Star Elementary for the 2025-2026 school year.
The first discussion of the impacts of this closure decision by the Kodiak Island Borough
Assembly will be scheduled for the work session on February 13, 2025.
Russian Riverbank Stabilization —
We met with the Alaska Division of the US Army Corps of Engineers to learn about the
cost share and the five to ten-year timeline required to complete a Corps project. Our
residents who are affected by the changing river channel cannot wait to act.
KIB submitted a letter and documentation to a different US Army Corps of Engineers
program, the Flood Plain Management Services Program. If accepted, this is a fast -
acting program that has the potential to help with some short-term mitigation help. We
have received confirmation back from the Chief of the Civils Works Project,
Management Branch and they said they will review our project and get back to us with
next steps.
Airport Parking Improvements —
The new airport parking rules begin on February 1, 2025. Any vehicles that are left for
more than fourteen days will be ticketed and subject to removal.
FY26 Budget —
Finance Director and Manager have met with Clerks, E&F, CDD, and Assessing to
review their Level I Budgets. The last of the department budget reviews is scheduled
for tomorrow. The Level I budget will be presented to the Assembly on February 20tn
Dates to review the department budgets will be determined at the next agenda setting.

Severance Tax and Transient Accommodations Tax Reporting/Payment Deadline
The reporting and payment deadline for activity occurring October 1 st through December
31st is January 31st. Even those who have no activity during the reporting period must
submit a report in order to avoid a No Filing Penalty.
2024 Foreclosure Process —
Friday, January 31 st (tomorrow) is the payment deadline for removing properties from
the annual 4-week publication of the Foreclosure List. Properties with delinquent
balances on February 1st will be assessed additional fees and interest and will be
published in the local newspaper for 4 consecutive weeks beginning mid -February.
Please contact the finance department to get an updated payoff amount.
Property Assessment and Taxation Implementation Project —
Staff is back to regularly scheduled meetings with the Tyler Implementation team. Main
focus is still with the Assessing department and the project is currently 21 % complete.
Go -live date is still expected to be June 25, 2025.
Community Development
Multi -Jurisdiction Multi -Hazard Mitigation Plan Update
The Planning Team met on January 21, 2025, to review the latest draft of the plan
document. Additional comments were received, and the plan document was updated by
Community Development staff. The next step in the plan process is scheduling a review
by the Assembly in February.

Senior Citizen / Disable Veteran exemptions —
A total of 33 Seniors and 4 Disabled Veterans did not file for 2025. Of those, we have
received 5 Senior Citizens have provided us with late file applications. We had one
Disabled Veteran new file that filed a late application.
Village travel dates for SC/DV exemptions:
Assessing and KANA will be presenting to the Assembly on February 27cn
Values -
Assessing has not seen a leveling or decrease in values for properties. Sales continue
to increase compared to assessed values. Notice of Values will be mailed on February
26, 2025. Appeal period begins February 27, 2025, and runs through March 28, 2025.
Position Opportunities —
Chris Glade, our new Appraiser Tech started his on January 21, 2025, and came back
for another week!
Tyler Conversion —
• Assessing continues to run queries for cleanup and is preparing for file transfer
as well as verifying the data in the new system. Assessing has also been tasked
with coordinating both Tyler IT and KIB IT for information on where the
information lives in our PACS system and where Tyler needs to pull from.
• The Apex sketch test is scheduled for the end of January.
• Several issues with the Harris software have popped up during our cleanup.
Engineering and Facilities
Budget FY26 —
• Director met with manager and finance director to review Level I of the FY2026
budget.
• Staff is participating in prioritization for project and vehicle/machinery requests.
• Evaluating the need to increase staff numbers due for to anticipated expansion of
workload.
KIB in the Spotlight —
Dave Conrad and Jena Hassinger will be presenting at the Alaska Forum for the
Environment about the history and operation of the Kodiak Island Borough Landfill.
There is a focus on Class I landfills. (Class I means large volume into landfill)

Borough Building -
• Borough building abatement associated with the roof drain piping has been
ordered. Roof drain will be repaired by plumbers and staff after clearance.
• The new heat pump/AC has been installed for the Information Technology
spaces. Unfortunately, there is a controller does not properly function. A
replacement has been ordered for the completion and start up for the new unit.
The old rooftop AC unit will be turned off and secured until spring for removal and
repair of the roof structure and membrane.
Borough Building Boiler Installation —
Project continues with the pipe insulation being completed. KIB continues to have
difficulty in communicating with the contractor. Luckily, the heat has been consistent
and adequate to date throughout the facility.
Mental Health Buildings —
• Contractor had delayed proposed start date into March and plans to perform
abatement and limited demolition in both facilities in a single mobilization effort.
• All non -asbestos material will be removed for salvage or disposal at the KIB
Landfill.
• ACS / GCI to be contacted regarding communication lines associated and
transiting the property for identification or removal.
• KIB staff to remove small vegetation on the exterior of the facilities prior to
abatement beginning.
KFRC —
• GSA meeting held. 1017 Financial Submittals were discussed and will be
reviewed.
• KIB E&F staff and the manager met with NOAA leadership to discuss the status
of the sea water system and repair.
• A proposal was requested from Long Technologies for the verification and
possible installation of existing gauges, monitors, and flow meters to improve
remote monitoring.
• The replacement of the existing ozone decontamination system will be advertised
soon. Staff has discussed with the manager and are reviewing the package with
the engineering consultant prior to advertising to ensure completeness.
No movement on these GSA items:
• Awaiting GSA revised contract amount for required water testing. No
return contact has been received. The due date for sampling and receipt
of data will be extended to reflect the delay.
o Staff continues to wait for a request for additional electrical circuits have
been priced for GSA consideration to accommodate additional chillers for
NOAA. Project to be funded on the next fiscal year's budget.

KFRC Elevator Maintenance Contract —
The single bid for the elevator maintenance will be presented tonight in packet review.
Bid opening was held on 1/22/2025. TK Elevator is the single bidder. (Previously
thyssenkrupp Elevator)
Landfill —
• Baler building tipping floor requires caulk be applied in the relief cuts. Product
has been delayed.
• Structural analysis of the baler floor structure will result in the restriction of certain
vehicles being used simultaneously or in specific location on the floor. A change
to past practices will be put in place to avoid potential facility structural issues.
• Staff is continuing to investigate the Compliance Order by Consent (COBC)
associated with the storm water violations. A well installation RFP was drafted to
gather data to inform the cause of the storm water violations. Unfortunately, there
were no bidders for the project.
Leachate Treatment Plant —
• Leachate lagoon continues to intermittently overflow due to recent rain events.
Discharges are being documented and reported to the ADEC as required by the
permits.
• Staff has been meeting with vendors to perform testing for possible changes in
flocculant. Jar testing looks promising.
• Additional testing and review of constituents is being performed to determine if
chemical injection and added aeration would result in metal being dropped out in
the pretreatment portion of the process.
• New ZEE _WEED filters are being installed in the cassettes. This will improve the
overall throughput of the plant.
KIBSD —
Peterson School Roof — (no change)
KIB staff is awaiting a final determination for the final repair of the flashing that
failed. Anticipate the warranty work will not be completed until spring. Roof has
not had any additional leaks reported.
Chiniak School —
Electrical step-down transformer has been installed and the facility well has been
reestablished.
School Closure -
KIBSD announcement regarding the closing of North Star Elementary has
stimulated conversations regarding the prioritization of repairs required at the
facility. Focus on the exterior envelope is imperative.

A meeting has been held with representatives of the four road service areas specific to
the upcoming new service area contracts. This initial meeting was the first to ensure
consistent involvement and participation of the elected members. Follow up meetings

Mr. Mayor and Assembly Members,
Earlier today, Deputy Presiding Officer Griffin had the following questions about the
investment policy discussion we will be having tonight. Our Finance Director's
answers are in red.
1. How did we land at 91 % of portfolio in GSEs?
US Government Agencies and US Treasuries are what I am allowed to invest
in. Why 91 % agency vs 6% CD/Pool? Most CDs are 1 year or less for maturity
dates and Agencies can have maturity dates 1-20+ years. I do not need a
larger percentage of investments in highly liquid CD's and pools, I need more
long-range maturities.
2. What liquidity concerns do you have? Are we in good shape compared to other
boroughs? How liquid are we currently?
I do not have any liquidity concerns because I have my 1-3-year cashflow
requirements met with laddered investments. Are we in good shape compared
to other boroughs? Since all governments have different powers, revenue
sources, cashflow needs and missions, you really cannot compare them to
each other. How liquid are we currently? 27% of the portfolio is available in
less than a year and 18% of the 27% is available in less than 90 days.
3. What would be the impact to us if GSEs' credit were downgraded (due to the
political policy instability right now)?
Because the main goal of governmental investing is preservation of principal,
governmental investments are by nature, risk adverse. Even through COVID,
the credit ratings for these investments did not decrease. Market instability
does contribute to interest rate risk, which means depending on the rate

environment we could either sell our bonds for a premium (and pay more for
replacement investments) or need to pay someone extra to get rid of them
(and buy replacements at a reduced return). Since we do not engage in
speculation but hold bonds to maturity, our interest rate risk only occurs when
the bond matures naturally and needs to be reinvested.
4. Are there legal or policy restrictions keeping us from investing in more high-
grade corporate bonds?
Our current code does not allow high-grade corporate bond purchases, which
is what the new investment policy I am suggesting contains.
5. How do you feel about AMLIP?
I have no problem with AMLIP. Last time I spoke with them, their mission was
to be highly liquid so they could respond to stakeholder's requests for their
money when they needed it. At that time, I believe the maximum maturity
target was 2 years.
6. How quickly do you think we could shift to a more diversified portfolio?
Tomorrow, depending on what issuers have available for investments.
