Basement Renovation and Expansion. The project will transform the Alutiiq Center basement into a collection vault and laboratory. Currently, the basement has five storage rooms and electrical and mechanical systems. The basement renovation will reconfigure the existing space and expand the floor by 1548 SF. The 6548 SF will include 2527 SF ofspace for a large collection vault, 2636 SF for an artifact processing and community research lab, and office space, and l2E5 SF for new mechanical systems and museum storage. The basement will undergo additional foundation waterproofing to protect collections from potortial flooding, and a new waterless fire suppression system will be installed. The mechanical system will be upgraded to provide energy-eft'icient climate control that is less expensive to operate and environmentally cleaner. The old elevator will also be replaced with a safe, larger model that can move crates and large cultural objects between floors. First Floor Expansion and Renovation ofPublic SpacesThe project will transform the entire first floor of the Alutiiq Center into public space by renovating 5000 SF of existing space and adding I 548 SF. The result will 6548 SF of community accessible space. Moving the current repository to the basernent will add I 145 SF to the gallery, nearly doubling the space available for exhibits. The first-floor renovation will also create a dedicated space for a museum store (690 SF) where Alaska Native artists can sell their creations. Moreover, it will provide AMAR with a2044 SF arts and Traditional Ecological Knowledge classroom and a small Living Culture Gallery for rotating community displays (475 SF). The classroom will include sinks and a kitchenette and seat up to 100 visitors. lt will be suitable for hosting everything from a can'ing workshop to a lecture or community potluck. AMAR's entry lobby will be expanded as well (to 794 SF), creating space tbr recqrtions and community events. Application of Zoning Code 17.175.020: Off-street parking - Core area exemption. The core area of downtown Kodiak that is exempted from off-street parking requirements is bounded by Rezanof Drive West, Center Avenue, Marine Way East, and Marine Way West. The boundaries are defined in the 1972 Urban Renewal Plan and have been carried forward to the current zoning code. The purpose of the exemption refer back to the 1972 Plan and the stated goals of the redeveloping the downtown area of Kodiak through the best use of land, cohesive design of the urban core, and the achievement of climate supportive of commercial development, among others. The project site is located approximately L/2" blocks from the core area. The use of the site is similar to other sites and associated buildings within and around the core area and compatible with language in the original 1972 Plan regarding uses within the core area. Refer to Exhibit A showing the project site located in relation to the core area outlined; sites with similar uses are noted as well. Request for a variance, according to KIBC Chapter 17.66 to allow a conversion of land use and structure on Lot l, Block 3, New Kodiak Subdivision &om a conforming automobile dealership and repair center @ a 240 occupant meeting and banquet facility requiring at least sixty (60) off-street parking spaces (including loading berth and accessible spaces) where only thirteen (13) off-street parking spaces (including loading berth and accessible spaces) are proposed on the site, a total variance of forty- seven (47) off-street parking spaces. Dear Mr. Johnson The Kodiak Island Borough Planning and Zoning Commission at their meeting on March 19, 2008 granted the variance request cited above. THIS APPROVAL DOES NOT ALLOW ANY CONSTRUCTION TO BEGIN. Zoning compliance and/or a building permit must first be obtained. Failure to utilize an approved variance within twelve (12) months after its effective date shall cause its cancellation. Please contact this office for further details. An appeal of this decision may be initiated by; I ) the applicant, or 2) any person who was sent a written notice or submitted timely written comments or gave oral testimony at the public hearing before the Commission, by filing a written notice of appeal with the Borough Clerk within ten ( l0) working days of the date of the Commission's decision. The notice of appeal must state the specific grounds for the appeal and the relief sought by the appellant, and be accompanied by the appropriate appeal fee. Therefore, the Commission's decision will not be final and effective until ten (10) working days following the decision. This letter shall constitute the variance. Please bring it when you come to our office to obtain zoning compliance for any construction on the property. O + a o The Commission adopted the following findings of fact in support of their decision: FTNDTNGS OF FACT 17.66.050 A.l.Exceptional phvsical circumstances or conditions applicable to the property or intended use of development, which generally do not apply to othsr prqperties in the same land use district. Revisiting the parking code has been a discussion at several meetings and our case load has kept us from addressing the issue. Across the street this parking requirement would not be an issue as it would fall into the core parking area. 17.66.050 A.2.Strict application of the zoning ordinances would result ln practical difficufu or unnecessary hardships. There is a large quantity of parking around the downtown area that can readily absorb the needed spaces. 17 .66.050 A.3.The srantins of the variance w not result in material damases or Dreiudice to other properties in the vicinity nor be detrimental to the public's health. safetv. and welfare. Cranting the variance would enhance the number of people using the downtown as a destination and enhance properties in the area. 17.66.050 A.4.The srantins of the variance will not be contrary to the objectives of the Plan Granting the variance is consistent with the Comprehensive Plan. 17.66.050 A.S.That actions of the applicant did not cause special conditions or financial hardship from which relief is beine soueht by the variance. This variance would be for the property used as a convention center only. 17.66.050 A.6.That the erantins of the variance will not permit a prohibited land use in the district involved. This is a limited use facility and will be used intermittently and the parking requirement would be intermittent use as well. The granting of this variance will not permit a prohibited land use in this district.
