Assembly Special Meeting
September 11, 2025
A special meeting of the Kodiak Island Borough Assembly was held on September 11, 2025, in
the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Assessing Director Seema Garoutte, Borough Manager Aimee Williams, Borough Clerk Nova M.
Javier, and Assistant Clerk Irene Arellano.
ROLL CALL
Present were Mayor Scott Arndt, Assembly Members Steve Ames, Jared Griffin, Dave
Johnson, Larry LeDoux via electronic participation, Scott Smiley, and Bo Whiteside.

CONSIDERATION OF MATTER(S) IN THE CALL FOR THE SPECIAL MEETING
A. Abbreviated And Informal Hearing Of The State Of Alaska Alcohol And Marijuana
Control Office (AMCO) General Wholesale License (GWL) Renewal Application For
Southern Glazer's Wine And Spirits Of Alaska, LLC DBA Southern Glazer's Of AK
(License #4860)
Steven Becker was given an opportunity to speak during the informal hearing to defend
the renewal application, however, he did not attend the hearing.
No motion was presented to withdraw the protest to the State of Alaska Alcohol and
Marijuana Control Office (AMCO) General Wholesale License (GWL) renewal
application for Southern Glazer's Wine and Spirits of Alaska, LLC DBA Southern
Glazer's Of AK (License #4860).
B. Mayoral Veto On Contract No. FY2026-06, Kodiak Island Borough Facilities Contract
With MK Enterprise, LLC
Griffin moved to override the mayoral veto on Contract No. FY2026-06, Kodiak Island
Borough Facilities Contract With MK Enterprise, LLC.
ROLL CALL VOTE ON THE MOTION FAILED THREE TO THREE: Johnson, LeDoux,
and Whiteside (AYES); Ames, Griffin, and Smiley (NOES).
C. EXECUTIVE SESSION - Discussion Of Pending Appeal Of The Alutiiq Heritage
Foundation Property Tax To The Superior Court

Clerk's Note: Assembly Member LeDoux did not participate in the executive session.
GRIFFIN moved to convene into executive session under the authority of KIBC.
2.30.030 (F)(1)(a) to discuss pending litigation of the Alutiiq Heritage Foundation
property tax to the Superior Court to which the Borough is a party and to provide
direction to the Borough Manager regarding that litigation.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Griffin, Johnson,
Smiley, Whiteside, and Ames.
GRIFFIN moved to invite the Mayor, Assembly, Manager, Assessor, and Clerk into
executive session.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Arndt recessed the special meeting and convened the executive
session at 7:14 p.m.
Upon returning from the executive session, Mayor Arndt reconvened the special
meeting at 7:45 p.m. and announced that direction was given to the Borough Manager
on how to proceed with litigation.
ADJOURNMENT
GRIFFIN moved to adjourn the meeting at 7:46 p.m.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
