BETWEEN THE
KODIAK ISLAND BOROUGH
AND THE
WOMAN'S BAY COMMUNITY COUNCIL
The Kodiak Island Borough and the Woman's Bay Community Council wish to
establish a coordinated procedure for the maintenance of Panamarof Creek Park
and Sargent Creek Park. This Memorandum of Agreement sets out the procedures
for this maintenance.
In the past there has been little direct maintenance for these parks by the
Borough although park maintenance has been performed by volunteers from the
local community. The purpose of this memorandum is to formalize the
maintenance of Panamarof Creek Park and Sargent Creek Park by volunteers under
the direction of the Woman's Bay Community Council.
OBJECTIVES
1. To ensure regular maintenance of Borough Parks in the Woman's Bay
Community.
2. To ensure participation of local residents in the maintenance and
development of the parks in the Woman's Bay Community.
3. To provide the most efficient and effective maintenance program for
Borough Parks in the Woman's Bay Community.
POINTS OF AGREEMENT
1. The Kodiak Island Borough will delegate maintenance authority for
Panamarof Creek Park and Sargent Creek Park to the Woman's Bay Community
Council.
2. The Kodiak Island Borough will provide the equipment and supplies (e.g.,
grass seed, garbage bags) necessary for parks maintenance to the Woman's
Bay Community Council.
3. The Woman's Bay Community Council will maintain Panamarof Creek Park and
Sargent Creek Park, including but not limited to: garbage and trash
collection and disposal, landscaping and park equipment maintenance.
4. The Woman's Bay Community Council will maintain and keep in good working
order the equipment provided by the Borough for park maintenance.
5. The Kodiak Island Borough will remunerate the Woman's Bay Community
Council $1,900.00 per year (see attachment) for the maintenance of
Borough parks in the Woman's Bay Community.

PARK MAINTENANCE COSTS
Panamarof Creek Park and Sargent Creek Park
April -October $200.00 per month = $1,400.00
November -March $100.00 per month = $ 500.00
$1,900.00 TOTAL
Costs: April -October (each park)
$ 10.00 garbage haul ($2.50 per haul x 4 trips)
$ 20.00 mileage to dump ($.2959 x 15 miles x 4 trips = $17.72)
$ 70.00 labor (10 hours x $7.00/hour)
$100.00 x 2 parks = $200.00 TOTAL
Costs: November -March (each park)
$ 5.00 garbage haul ($2.50 per haul x 2 trips)
$ 10.00 mileage to dump ($.2959 x 15 miles x 2 trips)
$ 35.00 labor (5 hours x $7.00/hour)
$ 50.00 x 2 parks = $100.00 TOTAL
