In this regard, this month I have met with The Governor's Chief of Staff, Mr. Pat Ryan, The Governor's Duector of the Office of Management and Budget, Mr. Shelby Stastny, The Commissioner of The Department of Treaeportatlon and Public Facilities, Mr. Bruce Campbell, The Deputy Commisaloner of The Department of Commundty and Regloaal Affairs, Mr. Bruce Geraghty, the new Director of the Alaaka Energy Authority, Mr. Don Narris, and the Senate Ma)orlty Leader and Chairman of the Senate Judiciary Committee, Senator Roble Taylor. I have opened up direct and continuous communications with the above mentioned administrative and legislative leaders regarding our interests is the upcoming budgetary sad legislative process. One of the subjects that hen come up is ell of the meetings mentioned is the discrepancy between Iast years projected oil price for this year sad the actual current prices. There is great concern of the impact of this oa this yearn operating and capital budgets. We watt have to be more aggressive and dlligeat than ever LWa year to aeaure our needs and ooncerne are met. I will be meeting with other Commissioner and Directors involved in the process this fall. I have spoken with the Goveraar's office several times to monitor the bill signing and veto process, which 1s about all going on here this month. To date, the .following bills of importance W The Kodiak Island Borough have been signed. -The 94 On ra inQ R ~~o }• The Governor signed this legislation without a single veto. This bodes well for Kodiak. Thia means that the jail contract will stay Intact without arty reductions, as was feared with the original cut requests. This also means that the Kodiak recorders office will remain intact and open for business with the obvious benefits to the local users of this office. The many other ramifications of the Operating Budget are fairly well known to the people and offices effected by it. If you have any specific questions about what is in it don't hesitate to ast. -The "Fish t.An~t„e r•. ~ .._:_~_., •• The Governor signed this one last week. I don t think I have to eiplain what 1t dces. We are all too familiar with the bill after the intensive lobbying we all did in the final hours of the Legislative Session here in Juneau in May, In shat, this is a good piece of Legislation that levels the playing fteld just a little for the "on shore" processora. There Is a lot of optimism about the potential far this increasing the recognition and demand for our products. Although the Governor has signed many other bills these are probably of the most interest to The Kodiak Island Borough. The one obvious bill that has not been addressed yet is the all important Capital Budget Bill, The 20 day limit on vetos after transmission is coming up in early July, so we should see some action on this soon. I am still hopeful we will be left alone. However, I should tell you I have heard some rumblings from the 3rd floor about their being extremely upset about Sen. Zharoff voting against the Fish Landing Tag Bill. 1sWen though the City and Borough lobbied strongly in support of it, against your own Senator, the fact is that he is on record voting against it after the Governor let it be known, in no uncertain terms, this was a very important piece of Legislation to him. I am not sure how much, if any, this will impact the red pen. As soon as the veto process starts !will monitor it closely and keep you iNormed of any action affecting us one way or the other. With the many folks down here from the island and the session gearing up for the race to adjournment. I arranged several meetings for Chief Jack McIlonald who was here For the Police Standards Task Force meetings earlier this month. One of the thrusts of our meetings wan to assist the Department oi' Public Safety in reinstating funds that were proposed to be cut from their onuact jail budget. Some ;190, 000 was earmarked to be deleted from their budget. We met with The Chairman of the Senate Judiciary Committee and Senate Majority Leader, Mr. Robin Taylor and the House Judkiary Chairman Mr. Brian Porter. Our timing couldn't have been better and we basically help negotiate a settlement between the House and Senate. We were suoce;dui In getting =120,000. put back in the budget which should minimize nay negative impact on the Kodiak Jail. After receiving several calls in regards to the local reorders office being cut from the budget I spent two busy days rounding up support to put those funds back in the operating budget. Because Senator Taylor, Sen. Jacko and Sen. Adams also had positions on the chopping block I alerted them to the consequences of losing their only recorders office In their communities. As a result they met with the Senate Finance Committee and requested that the Conference Committee on the Operating Budget accept the House numbers for these positions. There is still no consensus, even at this late date, in regards to a school eonstruetion spending bill for this year. There is a wide difference between the House and Senate proposals. This could be one of the major obstacles to an early adjournment. There will be a joint session of the House and Senate tomorrow to confirm the Governor's appointees to 4 commissioners posts and close to 100 spots on various boards and commissions. I think we had a constructive set of meetings while you were here last week. ]n particular the meeting 1 arranged with the new Commissioner of The Department of Transportation and Public Facilities, Mr. Bruce Campbell. As you heard we have a strong supporter and someone eztremely familiar with Kodiak at the helm at D.O.T. new, i have met with him twice since you returned home and our relationship just keeps getting better. 1 am very optimistic about the nezt couple of years of his leadership. P. 03 We were successful in getting S.B. 132 by Senator Jacko passed that estabilshes a ~, revolving loan fund to buy I,F.Q.'s. This will help with one of the big concerns of this new program, which is the selling of the quotas to outside interests. The House has shut down all of their committees except the Finance and Rules Committees. This is a sure sign that adjournment is rapidly approaching. Although they are saying they would like to be out of Juneau by the 1st of May, my guess is they might be able Lv "sine die" on about the 3rd. (Joe L_ Hayes, President), agrees to represent the Kodiak Island Boroutfh from January 1, 1992 until December sl. 1992. Legislative Consultants, Inc_ (LCI) will represent the Kodiak Island Borough before the Alaska State Legislature and State Administration. LCI's i representation will be focused towards the various projects the Borough will have before the 1992 legislature. Borough representatives will assist with testimony as appropriate on legislative issues. LCI will report directly to the Mayor of the Kodiak Island Borough. Joe L. Hayes will travel to Kodiak to meet with the Mayor and Assembly twice during the term of the contract at a mutually agreeable time. LCI will provide the Borough Mayor and Assembly with updates by phone every week to ten days regarding the progress of the Borough's Projects during the term of this contract. Joe L. Hayes will be available to the Borough Mayor and Borough Assembly by telephone, FAX, memorandum, and in person in Juneau as appropriate_ Kodiak Island Borough Priorities far this a4reement are the following seven items: 1_ Contruction funds for the Kodiak Island Hospital, -als,ooo,ooo 2. High School construction funds for life, health, safety repairs at Kodiak High School -$1,200,000 3. Construction funds for replacement of the Main Elementary School roof -51,000,000 a. Full funding at the FY91 level for revenue sharing, municipal assistance, school foundation, and debt service funding. 5.
