LEASE NUMBER (Short Form) LAK06559 PART I - SOLICITATIONWESCRIPTION OF REQUIREMENTS (To be completed by Government) A. REQUIREMENTS The Government of the United States of America is seeking to lease approximately 885 rentable square feet of office and related space located in Kodiak, Alaska for occupancy not later than March 1. 2003 for up to fifteen vears and seven months Years starting March 1, 2003, through September 30 2018 with four five-year options to renew, to correspond to GSA Lease LAK06090. INITIAL OFFERS ARE DUE ON OR BEFORE CLOSE OF BUSINESS March 24. 2003. B. STANDARD CONDITIONS AND REQUIREMENTS The following standard conditions and requirements shall appy to any premises offered for lease to the UNITED STATES OF AMERICA (hereinafter called the GOVERNMENT): The Lessor shall provide a valid Occupancy Permit for the intended use of the Government and shall operate the building in conformance with local codes and ordinances. as well as Level I Hazardous Condition Survey, and the Government shall not be held liable for any pre-existing adverse environmental conditions on the site. The Building and the leased space shall be =008sible to the handicapped in accordance with the Uniform Federal Accessibility Standards (41 CFR 101-19.6, App. A). Not applicable for warehouse space but one restroom must meat ADA requirements for the handicapped. The leased spats shall be free of all asbestos -containing materials, except undamaged vinyl asbestos flooring in the space or undamaged boiler or pipe insulation outside the space, In which case an asbestos operations and management program conforming to Environmental Protection Agency guidance shall be implemented. Services, utilities, and maintenance will be provided daily, extending from 7_00 a.m. to 600 p.m. except Saturday, Sunday, and Federal holidays. This lease is for a small amount of office space originally leased to the Natlonal Park Service In 1986. It is now needed to provide additional office space for the lead agency in the Near Island Research Facility, the National Marine Fisheries Laboratory of the National Oceanic and Atmospheric Administration, NOAA. This short form lease is being used to add this space under a separate lease rather than amending the master lease, LAK06090, as that lease was used as the justification for the financing of the property and it is not considered appropriate to amend that document Where there is any conflict between the attachments to this lease and those to the master lease the master lease terms shall apply, except that the yearly escalation of the rent thru the CPI Increases of the operating costs, will not be applied to the space in this lease as the annual rent here escalates each year to provide stepped rents each year. The renewal options will be at the same per square foot rate of the escalated operating costs used in the master lease as the leases will have paid for the amortization of the bonds to construct the faeillty by that time.
