FY2016-12 <br /> lI <br /> 12 AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND <br /> 13 BOROUGH AMENDING TITLE 15 BUILDINGS AND CONSTRUCTION <br /> 14 CHAPTER 15.10 BUILDING CODES TO READOPT THE 1997 <br /> 15 UNIFORM BUILDING CODE FOR ONE AND TWO-FAMILY <br /> 16 DWELLINGS; AND TO ADD A LOCAL EXCEPTION TO ELIMINATE <br /> 17 THE REQUIREMENT FOR ENGINEERING FOR CERTAIN <br /> 18 RESIDENTIAL CONSTRUCTION IN THE BOROUGH <br /> 19 <br /> 20 WHEREAS, as a second class Borough, the Kodiak Island Borough has adopted KIBC <br /> 21 Title 15 (Buildings and Construction) to regulate erection, construction, enlargement, <br /> 22 alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, <br /> 23 height, area, and maintenance of buildings or structures in the borough; and <br /> 24 <br /> 25 WHEREAS, in accordance with Chapter 15.10 KIBC, the Kodiak Island Borough <br /> 26 adopted by reference the 2012 International Residential Code (IRC) for One- and Two- <br /> 27 Family Dwellings (Ordinance FY 2013-09); and <br /> 28 <br /> 29 WHEREAS, the IRC requires engineering certification for structures that are not <br /> 30 designed to meet the prescriptive standards of the building code; and <br /> 31 <br /> 32 WHEREAS, chapter 15.10 KIBC includes a number of local exemptions, exceptions, and <br /> 33 amendments to the standard building code requirements to reflect local conditons and <br /> 34 building practices; and <br /> 35 <br /> 36 WHEREAS, in discussions related to the high cost of home construction in Kodiak, the <br /> 37 additional expense of engineering for certain new construction, additions, or remodeling <br /> 38 projects has been noted as a significant expense; and <br /> 39 <br /> 40 WHEREAS, there are very few licensed practicing engineers in Kodiak, further adding to <br /> 41 the cost of complying with applicable engineering requirements for construction; and <br /> 42 <br /> Kodiak Island Borough, Alaska Ordinance No. FY2016-12 <br /> Page 1 of 5 <br />
