09/25/2012 Regular Meeting it ;; JAN 1 0 2012 KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTE r , �. ; t i: -, i .i CF HGL MINUTES • September 25, 2012 Regular Meeting 7 p.m. in the KIB Sch•ol District Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the September 25, 2012 Parks & Recreation Committee meeting at 7:08 p.m. ROLL CALL Hans Tschersich and Rick Lindholm requested excusal. Committee members present were Jeff Huntley, Patrick Saltonstall, Andy Schroeder, Sandra West, and Michael Marion. Excused was Hans Tschersich. Pam Foreman and Rick Lindholm (minutes amended at the October 9, 2012 regular meeting to reflect Rick Lindholm and Pam Foreman as excused). Ex- officio members absent were Jack Ransom, Ian Fulp, Chris Lynch, Steve Doerksen, and Brent Watkins (alternate). A quorum was established. Community Development Department staff present was Duane Dvorak and Sheila Smith. COMMITTEE MEMBER SCHROEDER MOVED to excuse Hans Tschersich. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA CHAIR SALTONSTALL requested to add to Old Business D- Shoonaq /Coast Guard /Buskin Land Deal. COMMITTEE MEMBER SCHROEDER MOVED to the agenda as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS There were no minutes provided. AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Trail Data Presentation by Maya Daurio(GIS) Daurio gave a PowerPoint presentation and supplied spreadsheet data to support the trail maps she prepared. She explained the trail segments and what she has done. She called them A for area 1 - 13. She showed surface type and grade but the real information is in the spreadsheets. She reviewed the information with the committee. Discussion of the metadata and maps. The committee suggested pie charts and the city watershed regulations. The committee requested staff email them blank TMO's and the pie charts. Daurio said if you feel you're not getting the information you need and you have specific ideas then let her know. The committee requested a 2 foot contour, the lines small -1 pixel, and maybe 50% or 30% transparency. There was consensus that the committee's homework is to read the info provided, take a blank TMO and do A -1 - 5 TMO's and the committee can email them to staff and staff can email them out to the committee. B) Leisnoi Land Trade Dvorak stated Bob Scholze came back from leave on Monday; he talked to him and invited him to the meeting. Scholze said there isn't anything to report, they just made contact before he left on leave. There's nothing to report right now. Dvorak could ask him if there's any projected timeframe by which we might have something. C) Bike Path & Lighting COMMITTEE MEMBER WEST said the State DOT proposal is on the City Manager's desk, she has questions and concerns about it which is the paved non - motorized pathway that we asked for through the city and we went to Juneau which Cassidy helped put together the packet and we got money for it but there has to be an agreement. It's 1.1 mile and over $3 million. Just give her permission to clear it and make it a mountain bike trail. A couple of her concerns were the agreement says that DOWL says it's going to cost this much and DOT says it's going to cost more and so will the city sign off on coming up with the 10% match of the more. We already have the 10% of the first estimate but it keeps growing. We've already got the 10% from the legislature. COMMITTEE MEMBER WEST mowed a strip when you come out of the Buskin between the airport driveway and Maritime Helicopter's driveway so Rob Greene and Maritime Helicopters can walk it to see if it's usable. Rob Greene is working on pavement on both ends of the bridge, walk the other trail, and then at the end of the runway they changed the fence. COMMITTEE MEMBER WEST said she's done nothing regarding the bike path lighting. D) Shoonaq /Coast Guard /Buskin River Land Deal Dvorak didn't have anything to report. CHAIR SALTONSTALL said he's going to be doing archeology for Shoonaq. It looks like they're going to try to get all the land so they can clean it up because they will get money that the Coast Guard can't. If they get the Buskin River Valley then they can do whatever they want. The Coast Guard is working on giving it to them. There will be a citizen advisory thing if they get this land. CHAIR SALTONSTALL will be going in surveying reporting what he finds archeologically. NEW BUSINESS A) Trail User Guide Map Advisory Statement CHAIR SALTONSTALL emailed Tschersich which the email is in the packet but he doesn't think he brought anything useful back to us, and he never heard from Sirofchuck or Studebaker, but they're in the Grand Canyon right now. Dvorak said he seen an email saying they were going out of town and to refer to Tschersich. CHAIR SALTONSTALL said Tschersich wants a lot more than just something stapled to the outside. COMMITTEE MEMBER MARION suggested the label should say The trail use designated on this map is a general classification used by the National Forest Service and does not reflect the trails authorized use. The committee was in consensus to wait until Tschersich returns and run this by Mike Sirofchuck and Stacy Studebaker to see if this is what they've been talking about since they have a list of obvious mistakes. B) Kodiak Launch Complex Dvorak stated you have a list of web addresses that you were going to read up on it and come back with an advisory or recommended statement. People need to do a little more research on this. Committee members confessed they didn't do their homework and they'd like on the next agenda. They will do their homework and email their comments in to staff to send out to all committee members. C) Airport EIS COMMITTEE MEMBER WEST said she talked to Rob Greene about it and he was talking about how the airport is moving their fences so she asked if they will still be able to get down that trail to get off the main road an who's doing this and that. Greene said that whole extension of runways, they admitted they put the cart before the horse in their process. If we are going to be an FAA approved airport for jets they wanted to go out into the Buskin but there was something about doing their EIS, maybe putting too much into it, and they were asking Rob Greene what he wanted to do. Greene told them they are to tell him what he has to do. They are going back to the drawing board; one option is that it's not reasonable to do. Brief discussion. The committee decided to take this agenda item off until there is more to report. COMMUNICATIONS There were no communications.
