KODIAK ISLAND BOROUGH•GOALS 78 The Kodiak Island Borough was created as a regional government to serve the public by 79 financing and administering the primary functions of Education, Assessment and 80 Collection of Taxes, Land Use through Planning and Zoning, Mental and Physical 81 Health, and General Administration. Other services include Solid Waste Collection and 82 Disposal, Parks and Recreation, Economic Development, Animal Control, and Fire 83 Protection and First Responder Emergency Medical Services, and other services that 84 will be provided when adopted by service areas. It is our overall goal to provide these 85 services in an efficient and cost effective manner, taking into consideration a staffing and 86 funding plan that strives for public satisfaction. The following strategies are designed to 87 accomplish these goals and are modified annually to be used as a foundation for the 88 design and implementation of the Kodiak Island Borough's annual budget. 89 • 90 V. KODIAK ISLAND BOROUGH'S CORE STRATEGIES 91 Overall strategic theme: To build and maintain credibility, trust, and accountability to the 92 public. We must continually work to improve our services and allocate our resources 93 wisely. We must listen carefully to our citizens and to fully and effectively inform them of 94 how our actions are addressing their needs and concerns. Continue to improve on our positive and cooperative working relationship and with 136 the KIBSD to maximize efficiency and positive outcomes. 137 a. Maintain an ongoing and open dialogue between the Borough and KIBSD 138 including quarterly joint work sessions and as early as practicable a preliminary 139 specification of the Borough's contribution amount. 140 b. Annually review with KIBSD all facilities and generate a comprehensive needs 145 and condition survey for incorporation into Item A.2.b. which documents a short 146 (one -year) and long (six -year) plan to address funding, staffing, and projects to 147 address any deficiencies for each facility. 148 d. Encourage the KIBSD to fully fund annual maintenance needs of facilities. 149 e. Create a long -term fiscal plan for budget purposes that deals with the 150 contribution cap and the fiscal shortfalls projected that minimizes negative 151 impacts on school district operations and ensures solid educational programs 152 and adequate maintenance and operations of school facilities. 153 f. Seek cooperative solutions to educational needs that are balanced, sustainable, 154 and effective. 155 156 3. Continue with the current momentum towards addressing the physical condition and 157 safety needs of educational facilities to ensure safe, healthy, sustainable, and well - 158 maintained facilities that are conducive to a positive learning environment. 159 a. Develop and proceed with the planning, design, and construction of school and 160 related capital improvements within adopted budgets and as approved by the 161 voters. 162 b. Continue to seek funding for student safety projects including safe student 163 access to school facilities. 164 c. Build partnerships with other entities and seek additional funding for capital 165 improvements. 166 d. In conjunction with the school district, develop program plans that will improve 167 facility maintenance, renewal, replacement, and guide facility planning into the 168 future. 169 e. Create,a fiscal plan that,incorporates KIBSD funding and maintenance costs for all 179 Borough`, operations including enterprise funds to produce a reliable and 180 comprehensive reflecting assumptions and fiscal projections under the current 181 fiscal and political environment. 182 a. Create an annual "review of potential financial resources for income of the Kodiak 183 Island Borough budget including but not limited to fisheries, logging, tourism, 184 Alaska Aerospace Corporation, fisheries and oceanic research, and potential 185 federal and state funds. 186 187 2. Continue to provide reliable and competent accounting services to all Borough 188 departments and outside agencies. 189 a. Timely reconciliation of all accounts. 190 b. Prompt payment of all bills. 191 c. Preparation of a comprehensive annual financial report that meets the standards 192 of the Government Finance Officers Association. Ensure safety of Borough data and records through standardization, 250 documentation and backups. 251 c. Evaluate new software and hardware for use by the Borough. 252 253 8. Maintain and expand our internet presence. 254 a. The web site should allow public access to ,meeting schedules, agendas, 255 packets, minutes, employment opportunities, requests for bids and 256 proposals, and review items. 257 b. The web site should allow public access to all Borough records that are not of a 258 confidential nature. 259 c. The web site should include access to a fully functional Geographic Information 260 System that can be manipulated by layers to show, trails, wetlands, land 261 ownership, evacuation plans, and additional links to other public resources. 262 d. Use technology to increase communication between Kodiak Island communities. 263 e. Maintain and expand our comprehensive Geographic Information System (GIS). 267 a. Continue extending the base map layer in the geo database beyond the road 268 system to include the entire borough. 269 b. Synchronize the GIS map with the property records inrthe assessing department 270 database; enabling the generation of maps,displaying-ahy given selection of legal 271 or physical, property characteristics. 272 c. Set up a, web server, to which the database will be copied nightly, giving the 273 public continuous access to up -to -date property records and user - defined maps. 274 d. Continue to audit the Borough's map 'layers and parcel information in the GIS 275 and PACS,database 276 � 277 10. Collect all Borough receivables in a timely manner. 278 a. Prepare and collect property taxes in an accurate and prompt manner. 279 i. ` Maintain a low inventory of tax - foreclosed property through regular sales that 280 minimizes negative community impacts. 281 ii. Provide a training program for Commissioners that addresses their need to 402 understand the legal and community responsibilities of the position as well as 403 promoting the talent and expertise needed at this level. 404 b. Develop a Transportation System that is multi -modal and coordinated in order to 412 create a system that makes it easy to travel throughout the Kodiak Island Borough, 413 including remote communities and areas. 414 a. Build on the recommendations of the Island Wide Transportation Plan that 415 encourages development of transportation of passengers and freight around the 416 island on a regular basis. 417 b. Review new subdivision development to determine the impact of traffic 418 generation on existing roads, and incorporation of bike trails, and public 419 transportation opportunities. 420 c. Incorporate pedestrian (bike and walking) trails where possible into existing roads 421 and incorporate into new road construction. 422 423 7. Oil and Gas Programs 424 a. Review and modify if necessary the "Tri- Borough Position Paper" on oil and gas 425 / drilling in the Shelikof Straits and lower Cook Inlet. 426 b. Lobby to reinstate the State of Alaska Coastal Management Program that allows 427 for meaningful enforceable policies that reflect local concerns and which allow 428 \ \ borough residents a greater opportunity to interact with state and federal 429 agencies during \the coordinated review of development projects within the 430 Borough's coastal zone. 431 c. Encourage a rewrite of the State's Coastal Management Program and the 432 Borough's Coastal Management Plan to give the Borough the maximum authority 433 possible to. govern its own coastal zone and resources and to have a seat at the 434 table orNa &ger /resource development issues that recognizes the local use 435 (commercial; subsistence, and sport caught fish and game) resources. 436 d. Support the sharing of Federal offshore oil and gas revenue with coastal 437 communities in order to provide for planning and implementation of measures to 438 address coastal impacts due to oil and gas development. 439 440 8. Continue to work towards the delivery of high quality services with reasonable 441 staffing levels by encouraging the efficient use of assets and by vigorously pursuing 442 state /federal planning grants. 443 a. Seek out and utilize other State and Federal planning programs and integrate 444 them with existing Borough planning needs and local goals to maximize 445 resources. Improve code enforcement throughout the community by continually educating 447 residents on the zoning issues and the proper way to handle garbage and junk 448 vehicles. 449 c. Monitor and review the Building Inspection Program to ensure an efficient and cost 453 effective program for the community. 454 455 10. Help educate residents throughout the Borough (including rural communities) on 456 planning programs that affect them such as zoning, subdivision and the Coastal 457 Management Program and how it may affect their community and development in 458 subsistence areas adjacent to the city or village. 459 460 11. Encourage the ability to locally grow produce with minimal government regulation 461 through the installation of hoop houses that extends the growing season. 462 463 E. Emergency Services Planning – Community Development 464 1. Continue to work with the communities around the island (City of Kodiak and rural 465 communities) as well as other emergency responders to maintain an up -to -date 466 emergency response plan for each geographic area. 467 a. Continue to seek out and implement grant programs to aid in funding the update 468 of emergency operation plans (EOP), responder's equipment purchases, and 469 training opportunities. 470 b. Provide opportunities to ensure that all emergency personnel and Incident 471 Command'ge ren al staff are fully trained to perform their tasks in the case of y / - 472 emergenc\ 473 c. COMMENTS: We should get out of healthcare altogether, sell the hospital. Thanks for providing this opportunity for input. Animal control or lack of it is a major issue in the borough. A designated dog park is sorely needed and will result in less conflict among user groups. Same thing for user conflicts like snowmobiles /atv's on lakes and ice skaters. By designating specific use for certain areas it results in less user conflict at minimal cost. Seeing if studies can be done within the community so the funding is retained in the community would be a big one. Investigate whether some smaller projects can be accomplished with community group partnerships. Give residents an opportunity to participate in ownership of these projects and saving money along the way. I.e. setting aside a lot for Christmas tree recycling and funding a wood chipper for community organizations to mulch that can be used by trails or parks or residents. Take the time to ask how things can be done the most cost effectively and efficiently and not necessarily the fastest or easy fix. Push button crosswalks at schools activated by key or timer would cost effectively solve a huge crossing guard issue. Cabling for flashing lights is already in place to reduce costs. I feel it's extremely important to reinstate the animal control services in the borough. I believe funding education fully should be the most important thing our borough does and as a taxpayer I'm willing to pay for it. Animal control needs to be reinstated, this is for both safety of people and pets. I believe many of the accidents this year could have been avoided with there being animal control in the borough. Before asking for more taxes, a balanced budget is the most important thing for me to see. Without extravagant spending on unnecessary upgrades while basic services may be underfunded. Unfortunately this is the model provided to all state and local governments by the federal government but if we as individuals are advised against such a financial plan, then the government should be held to the same standard. Ask me for more money when all the "fat" has been trimmed and the basic services truly need it. Until the economy is in a better place, individuals, families and even the government need to be tightening their belts instead of spending more on credit and living beyond their means. I would rather be a part of a community that has functional infrastructure, superior services and a balanced budget than a community that spends extravagant amounts on artistic buildings and unnecessary upgrades and is always begging for more money from the tax payers. I pay a lot in land taxes and would like to see it used better. I am tired of listening to my neighbor's dog bark all night and not having anything done about it because we have no animal control. Also we don't get much support from the troopers for that. The snow removal around our area all the way to North Star is really bad! I have previously complained but our road View Crest is still not plowed or sanded until late and that's if we are lucky. And of it is done we end up with only one lane on a road that has a blind corner almost. Or it is extremely icy coming down the hill and no sand. Also the roads going to North Stat are never plowed until the afternoon and then they do it at school release time causing lots of traffic issues. I know many other companies that are up early when it snows and getting it done. I would just like to see those plow and sanding trucks going before 8am. I hear and see them getting started usually around that time due to the fact that my house is near their yard and usually nothing is done around the neighborhood. The Borough just voted nonunion employees a pay raise with extra benefits (retirement etc.) yet no way to pay for them. No cuts, no negotiating anything. Not saying non union workers don't deserve benefits. But we need to know how we are going to pay for them without threatening to raise taxes. Generally, I think KIB does a very good job providing services. I enjoy living in a community where the borough has adopted multiple powers and works to provide a good quality of life for residents. Above all else, I think it is important for the borough to fund education in Kodiak to the maximum allowable level. Additional incentives for recycling, or steps to facilitate community recycling (more drop -off locations, greater investment in Threshold as a service - provider) would be good. Quit raising taxes and building permit prices. Please reinstate animal control services in the borough. I have a friend whose dog was attacked by loose dogs and who was bitten, and there was nothing she could do, even though Troopers were called. I know of many other incidents involving loose animals or problem animals that have occurred since the service was dropped. It is something we really need. Too much wasted $ at schools ex: each teacher gets a newspaper (just one of many examples). Too many gov employees and waste, really, do I need to list for you? We should do away with the borough. We must get bear resistant garbage roll carts and install bear resistant dumpsters in yellow and red areas. We must also ticket and fine people that do not properly dispose of garbage. Where is the ordinance that was promised!? Why is Alaska waste allowed to shuffle a few bear resistant dumpsters around to "fix" the problem yet I still have FLIMSY roll cart. I just read about some very neglected horses. There is no help for them; there is no one to speak up for them! Humans need to be champions for animals. Please reinstate the funding needed to help any animal that needs our aid! I believe it would be a great benefit to resume animal control services. Due to the fact that I am not a builder, I have not commented on the building codes proposed. I would like to see more encouragement for experimenting with alternative building materials and allowance for effective means to be added. Health and safety for families is important but affordable living possibilities affect health as much as a safe building while encouraging citizens who want to remain in Kodiak. This survey doesn't allow for input regarding the strategic plan document, and should contain questions regarding the document and whether the borough is meeting the goals outlined in it. Under P &Z, "recognizes the value of residential neighborhoods" is not being met or addressed adequately. #3 under P &Z: "continue a viable enforcement presence in the community, one that educates the public as well as protects neighborhoods from conflicting uses" is not being met by a long shot; and should be struck unless the borough intends to actually enforce code. #6 Solid Waste Management Collection and Disposal Goals only addresses doing it in a "cost - effective and efficient manner" without addressing the need for oversight, safety, and protection of health to nearby residential neighborhoods. The schools need some serious budget cuts, too much of our tax money is being funneled into the schools with nothing to show for it. Street lighting needs to be established on the unlighted portion of Selief Lane. Invasive weed control is necessary on borough lands, especially those used for roads and trails but also parks to protect the integrity of our environment. This effort should be part of responsibly executing the "adopted powers" of parks and recreation and road maintenance & construction. Strategic plan should include some goals for housing and land development to address the housing shortage in Kodiak. I have three main issues concerning the neighborhood that I live in. I live off of Island Lake Road and there has been a considerable more amount of vehicle, foot and animal (both domestic and wild) traffic on this road in the last 4 -5 years. This road is HORRIBLE and is in great need of a total make over; new pavement, a sidewalk, street lights, etc. When my family and I walk it, we are always having to play chicken with vehicles that are dodging potholes or the ditch, that we find ourselves walking sideways in the ditch or running to get onto Mill Bay where there is a sidewalk. It would be nice one day to let my kids walk to and from their school, East Elementary, but not until this road gets fixed with a sidewalk. We also have roaming dogs frequently, and have been witness to loose dogs chase kids or other animals, and even one chasing and killing a neighbor's cat. Not knowing where these dogs live, it's difficult to find the owner. Lastly, there is a rundown, dangerous park near Island Lake that is in major need of repair. There are many families that live in this area, Balika, Neva, Lilly Drive, etc. that would benefit from a park that kids can go play at that is close to home. Move the Waste Management dumpster else as well, like towards Wal -Mart. Will city water be provided for Monashka residents if their private wells become contaminated? There are beginning to be packs of dogs running free, there are too many reported instances of animal abuse wherein the state troopers just say "shoot them ". I find this attitude unacceptable and irresponsible. I would strongly encourage the borough to reestablish animal control in the borough. There is now evidence of packing dogs in the flats and there is little to no response from AK Troopers to complaints of abuse / neglect or behavior - related. 2. Would like to see efforts made to add a small boat launch on the north end of the island to meet the needs of those traveling to /from Ouzinkie, Port Lions, Afognak, etc. 3. Encourage the borough to implement a transfer station at the dump and other locations and to provide a re -use area at the dump so that items can be claimed and not added to the landfill. "Another person's trash is another's treasure." We need to open MORE LAND for home /apts. We need to cut upper salaries and fund infrastructure, as with the school they tell us "it's for the kids" but classes get cut and platinum salaries with platinum benefits keep rolling along #1 -I think any new (or resumed) service should have user fees to help off -set the cost of the service. For example, animal control could easily be reinstated and self -paid if we simply raise impound fees, fines, and pet licensing. I think if the Borough were to raise fees /fines it could greatly help clean up the rampant problem of irresponsible pet owners, and there are PLENTY of them! #2 -I don't think we can increase property taxes any more than we already have. Cost of housing is already out of control. Only place I can see levying new taxes would be in user fees and increase taxes levied on natural resource development (timber ?). Maybe land use permits such as the native corp's do, parking fees at the high school to help offset the cost of snow removal at least? #3 -The school district MUST make eliminating waste a top priority. We are expected to shell out close to a $100 million for the new high school, somebody better be doing audits of how inventory /supply /and payroll is being handled to eliminate every ounce of possible waste to create savings to offset the building cost. #4 -1 AM ABSOLUTELY AGAINST any new major project or new service that cannot pay for itself. Example: Walking/Bicycle trail along the highway. This is a ridiculous waste of money, even if the majority of funding comes from the state. The simple fact is that it will NEVER pay for itself and any money spent by the Borough will never be recouped, especially when it comes to maintaining it. The solid waste question is the wrong question. The correct question is are we as a community providing for waste in a cost effective answer. If that question was the question I would say no. The service we receive is great but way to expensive. Over twice what comparable communities in Alaska charge. Animal Control! ASAP! I fully support the increase that was recently made to the sales tax in Kodiak. I think that it makes complete sense that taxes come from purchases made, rather than living essentials - one thing that desperately needs to be addressed in this community is the cost of living, i.e., rent/mortgage payments. It is out of control and setting families up for failure or relocation. Part of this is reflected by misguided youth, whose parents are too busy working to instill solid values in these children. This creates a culture of disrespect and unkindness in our community. If families want to strap down, buy less, and save their money, go for it. I say bump the sales tax even more to try and decrease some of the burden in the area of property taxes. The borough needs to be transparent in ALL business transactions and private contracts regardless of cost. NO MORE ROLL CARTS FOR TRASH! BEAR PROOF DUMPSTERS PLEASE! The Borough should extend services such as sewer and water to at least the Monashka Bay service area. This is an issue of public health and safety. Also, the more people that pay for services, the more services the Borough should be able to provide. we need term limits so more people won't feel intimidated to serve. You might have noticed it isn't working and the people are not happy more transparency is needed stop putting residential and industrial together, other places don't do that, why do you? I say I don't think property tax assessment is fair because it raising taxes so much makes it hard to live here. We live in a crappy run down falling apart house and we are charges $2500. We only make $4000 per month. Are you saying "get out, you don't make enough money to live here ?" because that is what I'm getting from it. Thank you for the improved road service in the flats and please don't renew the Brechan contract again. That was clearly not the intent when residential building was encouraged in the area. The park out here is totally run down with a rusted, fallen in quonset hut in it and the other park is between a river and the new dumpster area you put in. Clearly you have ruined both areas for our children and they have no where to go since town is far. The Brechan pit needs to become the park you have promised for 4 decades. Certainly the status quo needs to be •evaluated, as is standard practice. But m addition to a strictly "no action" alternative, the Nortli'P,acific Council could also consider direct management actions to reduce and control bycatch that do not involve the sweeping and potentially irrevocable changes usually associated with catch share programs. If a catch share program for target fisheries is to be considered, it should be recognized that such a program does not, in and of itself, control bycatch. It is with the addition of an array of associated bycatch limitations that control of bycatch can be achieved. A possible alternative to a broad and complex catch share program might be one that focuses directly upon prohibited species catch (PSC) such as Pacific halibut, Chinook salmon, and Tanner crab. Additional elements, such as fishery cooperatives or fishery- specific allocation of PSC, could be added to such a "bycatch quota" program to address the potential race -for- target - species- catch. With regard to any type of catch share program, whether for multiple target species or for bycatch species only, there will need to be careful consideration given to issues surrounding ownership and control of the quota shares. Initial granting of the quota shares to harvesters with catch history has been the standard model used thus far, but evaluation of community - ownership will also be needed in order to assess what will best accomplish the goals that we've outlined. It is through a meaningful evaluation of an array of alternatives that comnn pities in the central Gulf of Alaska can be assured that any final action will be fully informed. COMMENTS: We should get out of healthcare altogether, sell the hospital. Thanks for providing this opportunity for input. Animal control or lack of it is a major issue in the borough. A designated dog park is sorely needed and will result in less conflict among user groups. Same thing for user conflicts like smowmobiles /atv's on lakes and ice skaters. By designating specific use for certain areas it results in less user conflict at minimal cost. Seeing if studies can be done within the community so the funding is retained in the community would be a big one. Investigate whether some smaller projects can be accomplished with community group partnerships. Give residents an opportunity to participate in ownership of these projects and saving money along the way. i.e. setting aside a lot for Christmas tree recycling and funding a wood chipper for community organizations to mulch that can be used by trails or parks or residents. Take the time to ask how things can be done the most cost effectively and efficiently and not necessarily the fastest or easy fix. Push button crosswalks at schools activated by key or timer would cost effectivly solve a huge crossing guard issue. Cableing for flashing lights is already in place to reduce costs. I feel it's extremely important to reinstate the animal control services in the borough. I believe funding education fully should be the most important thing our borough does and as a taxpayer I'm willing to pay for it. Animal control needs to be reinstated, this is for both safety of people and pets. I believe many of the accidents this year could have been avoided with there being animal control in the borough. Before asking for more taxes, a balanced budget is the most important thing for me to see. Without extravagent spending on unnecessary upgrades while basic services may be underfunded. Unfortunately this is the model provided to all state and local governments by the federal government but if we as individuals are advised against such a financial plan, then the government should be held to the same standard. Ask me for more money when all the "fat" has been trimmed and the basic services truly need it. Until the economy is in a better place, individuals, families and even the government need to be tightening their belts instead of spending more on credit and living beyond their means. I would rather be a part of a community that has functional infrastructure, superior services and a balanced budget than a community that spends extravagent amounts on artistic buildings and unnecessary upgrades and is always begging for more money from the tax payers. I pay a lot in land taxes and would like to see it used better. I am tired of listening to my neighbor's dog bark all night and not having anything done about it because we have no animal control. Also we don't get much support from the troopers for that. The snow removal around our area all the way to North Star is really bad! I have previously complained but our road View Crest is still not plowed or sanded until late and that's if we are lucky. And of it is done we end up with only one lane on a road that has a blind corner almost. Or it is extremely icy coming down the hill and no sand. Also the roads roads going to North Stat are never plowed until the afternoon and then they do it at school release time causing lots of traffic issues. I know many other companies that are up early when it snows and getting it done. I would just like to see those plow and sanding trucks going before 8am. I hear and see them getting started usually around that time due to the fact that my house is near their yard and usually nothing is done around the neighborhood. I personally want to see stricter laws and rules regarding animal control. I think every cat or dog should be accounted for and taxed. Let the people pay for our own animal control. We should pay for what we throw away. I also think that all residential neighborhoods need better lighting and hidden cameras. The Borough just voted non union employees a pay raise with extra benefits (retirement etc) yet no way to pay for them. No cuts, no negotiating any thing. Not saying non union workers don't Deserve benefits. But we need to know how we are going to pay for them without threatening to raise taxes. Generally, I think KIB does a very good job providing services. I enjoy living in a community where the borough has adopted multiple powers and works to provide a good quality of life for residents. Above all else, I think it is important for the borough to fund education in Kodiak to the maximum allowable level. Additional incentives for recycling, or steps to facilitate community recycling (more drop -off locations, greater investment in Threshold as a service - provider) would be good. Quit raising taxes and building permit prices. Please reinstate animal control services in the borough. I have a friend whose dog was attacked by loose dogs and who was bitten, and there was nothing she could do, even though Troopers were called. I know of many other incidents involving loose animals or problem animals that have occurred since the service was dropped. It is something we really need. too much wasted $ at schools ex: each teacher gets a newspaper (just one of many examples). Too many gov employees and waste, really, do I need to list for you? We should do away with the borough. We must get bear resistant garbage roll carts and install bear resistant dumpsters in yellow and red areas. We must also ticket and fine people that do not properly dispose of garbage. Where is the ordinance that was promised!? Why is alaska waste allowed to shuffle a few bear resistant dumpsters around to "fix" the problem yet I still have FLIMSY roll cart. I just read about some very neglected horses. There is no help for them; there is no one to speak up for them! Humans need to be champions for animals. Please reinstate the funding needed to help any animal that needs our aid! I believe it would be a great benefit to resume animal control services. Due to the fact that I am not a builder, I have not commented on the building codes proposed. I would like to see more encouragement for experimenting with alternative building materials and allowance for effective means to be added. Health and safety for families is important but affordable living possiblities affect health as much as a safe building while encouraging citizens who want to remain in Kodiak. This survey doesn't allow for input regarding the strategic plan document, and should contain questions regarding the document and whether the borough is meeting the goals outlined in it. Under P &Z, "recognizes the value of residential neighborhoods" is not being met or addressed adequately. #3 under P &Z: "continue a viable enforcement presence in the community, one that educates the public as well as protects neighborhoods from conflicting uses" is not being met by a long shot; and should be struck unless the borough intends to actually enforce code. #6 Solid Waste Management Collection and Disposal Goals only addresses doing it in a "cost - effective and efficient manner" without addressing the need for oversight, safety, and protection of health to nearby residential neighborhoods. The schools need some serious budget cuts, too much of our tax money is being funneled into the schools with nothing to show for it. Street lighting needs to be esablished on the unlighted portion of Selief Lane. Invasive weed control is necessary on borough lands, especially those used for roads and trails but also parks to protect the integrity of our environment. This effort should be part of responsibly executing the "adopted powers" of parks and recreation and road maintenance & construction. Strategic plan should include some goals for housing and land development to address the housing shortage in kodiak. I have three main issues concerning the neighborhood that I live in. I live off of Island Lake Road and there has been a considerable more amount of vehicle, foot and animal (both domestic and wild) traffic on this road in the last 4 -5 years. This road is HORRIBLE and is in great need of a total make over; new pavement, a sidewalk, street lights, etc. When my family and I walk it, we are always having to play chicken with vehicles that are dodging potholes or the ditch, that we find ourselves walking sideways in the ditch or running to get onto Mill Bay where there is a sidewalk. It would be nice one day to let my kids walk to and from their school, East Elementary, but not until this road gets fixed with a sidewalk. We also have roaming dogs frequently, and have been witness to loose dogs chase kids or other animals, and even one chasing and killing a neighbors cat. Not knowing where these dogs live, it's difficult to find the owner. Lastly, there is a run down, dangerous park near Island Lake that is in major need of repair. There are many families that live in this area, Balika, Neva, Lilly Drive, etc that would benifit from a park that kids can go play at that is close to home. Move the Waste Management dumpster else as well, like towards Walmart. Will city water be provided for Monashka residents if their private wells become contaminated? The garbage situation is still an issue. More cans overturned and garbage on the streets now than ever before. Dumpsters removed or overflowing. Recycling - where ? ? ?? The Recycling Depot only takes the very basic carboard, cans and paper. What about glass? Etc. People are fed up and just throwing everything away. Please reinstate animal control. It is the responsibility of our local government, and dropping it neglects the service required. This needs to be part of the public record, as these are taxpayers and voters that are responding. Hold the owners responsible for their pets! Absolutely animal control services should be reinstated within the whole borough area. There are beginning to be packs of dogs running free, there are too many reported instances of animal abuse wherein the state troopers just say "shoot them ". I find this attitude unacceptable and irresponsible. I would strongly encourage the borough to reestablish animal control in the borough. There is now evidence of packing dogs in the flats and there is little to no response from AK Troopers to complaints of abuse / neglect or behavior - related. 2. Would like to see efforts made to add a small boat launch on the north end of the island to meet the needs of those traveling to /from Ouzinkie, Port Lions, Afognak, etc. 3. Encourage the borough to implement a transfer station at the dump and other locations and to provide a re -use area at the dump so that items can be claimed and not added to the landfill. "Another persons trash is another's treasure." We need to open MORE LAND for home /apts. We need to cut upper salaries and fund infrastructure, As with the school they tell us " its for the kids" but classes get cut and platinum salaries with platinum benefits keep rolling along #1-I think any new (or resumed) service should have user fees to help off -set the cost of the service. For example, animal control could easily be reinstated and self -paid if we simply raised impound fees, fines, and pet licensing. I think if the Borough were to raise fees /fines it could greatly help clean up the rampant problem of irresponsible pet owners, and there are PLENTY of them! #2 -I don't think we can increase property taxes anymore than we already have. Cost of housing is already out of control. Only place I can see levying new taxes would be in user fees and increase taxes levied on natural resource development(timber ?). Maybe land use permits such as the native corp's do, parking fees at the high school to help offset the cost of snow removal at least? #3 -The school district MUST make eliminating waste a top priority. We are expected to shell out close to a $100 million for the new high school, somebody better be doing audits of how inventory /supply /and payroll is being handled to eliminate every ounce of possible waste to create savings to offset the building cost. #4 -I AM ABSOLUTELY AGAINST any new major project or new service that cannot pay for itself. Example: Walking/Bicycle trail along the highway. This is a ridiculous waste of money, even if the majority of funding comes from the state. The simple fact is that it will NEVER pay for itself and any money spent by the Borough will never be recouped, especially when it comes to maintaining it. The solid waste question is the wrong question. The correct question is are we as a community providing for waste in a cost effective answer. If that question was the question I would say no. The service we receive is great but way to expensive. Over twice what comparable communities in Alaska charge. This is a good first step engaging taxpayers, with a long way to go in fixing the unrest created by govt gone wild Not building friendly because of high taxes. Solid waste? A fiasco from improper, lack of planning. More trails and sidewalks for better health and safety, as well as adapting to a future of high gas prices. Lack of borough animal control has let to shocking cases of animal abuse, this dereliction of duty is unacceptable to this community. Community developement: where is it? Industrial mixed with residential is community developement on acid. I don't believe property tax increases are legitimate. I heard one of the members of that equalization board say "you can't look at the house that's there, but what could be there." How misguided people have become. Seniors and struggling families expected to "move out of the way" for a more well off occupant. You guys are dreaming. This was always a fishing community, and it will continue to decline. The boom is gone, and WE are the residents you are stuck with. Plan our community for US. Street lighting shouldn't be so bright. I sort of appreciate it about twice a year when I'm drunk downtown but usually I'm amazed at the energy waste on a sleeping community. It's called light pollution and towns are starting to ban it. Also, we are behind in the health issue of public smoking. Can you tell me why you would spend all that money on a new school but leave downtown full of garbage,and zero landscaping to be found? We live within the Borough off of Spruce Cape road and the road draining "system" that was engineered on Eli Waselie circle does not work, in fact it creates PROBLEMS. This issue has been emailed and called in several times, even in person.. we need this problem solved because ourselves and our neighbors pay the taxes and just want this problem solved. Animal Control! ASAP! I fully support the increase that was recently made to the sales tax in Kodiak. I think that it makes complete sense that taxes come from purchases made, rather than living essentials - one thing that desperately needs to be addressed in this community is the cost of living, i.e., rent/mortgage payments. It is out of control and setting families up for failure or relocation. Part of this is reflected by misguided youth, whose parents are too busy working to instill solid values in these children. This creates a culture of disrespect and unkindness in our community. If families want to strap down, buy less, and save their money, go for it. I say bump the sales tax even more to try and decrease some of the burden in the area of property taxes. The borough needs to be transparent in ALL business transactions and private contracts regardless of cost. NO MORE ROLL CARTS FOR TRASH! BEAR PROOF DUMPSTERS PLEASE! The Borough should extend services such as sewer and water to at least the Monashka Bay service area. This is an issue of public health and safety. Also, the more people that pay for services, the more services the Borough should be able to provide. we need term limits so more people wont feel intimidated to serve. We don't need career service people. You might have noticed it isn't working and the people are not happy more transparency is needed stop putting residential and industrial together, other places don't do that, why do you? I say I don't think property tax assessment is fair because it raising taxes so much makes it hard to live here. We live in a crappy run down falling apart house and we are charges $2500. We only make $4000 per month. Are you saying "get out, you don't make enough money to live here ?" because that is what I'm getting from it. Thank you for the improved road service in the flats and please don't renew the Brechan contract again. That was clearly not the intent when residential building was encouraged in the area. The park out here is totally run down with a rusted, fallen in quonset hut in it and the other park is between a river and the new dumpster area you put in. Clearly you have ruined both areas for our children and they have no where to go since town is far. The Brechan pit needs to become the park you have promised for 4 decades. The money is gone from this town and it's getting hard to make it here. Please consolidate the two local governments to save money. Some people laugh at the idea of trails, but I for one am sick of being overweight and I think it could help us be healthier. Also, fuel is never going to be cheaper. Its double that price in a lot of other countries and we will need to be better prepared for that day I don't support the Chamber of Commerce now that it has picked a political side. We need more land for supporting local apiculture. Please make more land available, preferably out towards Chiniak where the land is so nice looking. Can we just backtrack a little. We don't need a new high school. That won't attract people to the island or pump out kids with a better education. Revitalizing downtown and millions of other things could be done that would benefit all of Kodiak. Stop spending so much money that only benefits a few people, then expect us all to pay for it. That is not an acceptable way to run Kodiak The borough is not operated in a fiscally responsible manner because you allow everyone to vote on issues that only raise taxes on property owners. That is not fair, is it. We need animal control. I've needed to call them many times, but they just aren't there. People I've talked to think it is a service people expect. Also, more humane society support is needed. The Coast Guard abandons a lot of pets and they just can't find enough homes in our community. please find a way to spread the tax burden out more fairly. Just because someone has a house in their name, it doesn't matter, we all pay rent or mortgage. We all use the services equally and should pay equally. Why do senior citizens have to pay property taxes. It's not fair to expect them to leave their homes because they can't afford the taxes. They are at the end of their life and can't contribute that money. Stop descriminating against seniors. I really would like to see animal control back in the borough. I have seen many problems out in the flats, including neighbor disputes, animals killed due to owner neglect, and animals chased by stray dogs. It is not as safe as it was when animal control was coming out regularly. would like a more equitable tax so it isnt always property owners who pay for everything Overall pleased with KIB staff and services. I continue to be skeptical of merging city and borough. I have lived here since 1955 and have seen many changes.We continue to grow with people and needs and sometimes KIB cannot do everything at once. Watch the expenses as some of us cannot keep up with the cost. Marian Johnson Regarding solid waste management, I recommend the KIB get back to the basics to goals of several years ago to reduce the amount of material ending up at the landfill and to REQUIRE residents to recycle and thereby provide several ways for people to recycle. Additionally, the KIB should, in general, work on outreach through press releases, Facebook, flyers, radio and so on to keep residents better informed. I am only willing to see local taxes increase when everyone is paying their fair share. A person should prove that they are in need and that a sales tax exemption or property tax exemption is needed. A person could prove that by providing their personal tax return. Why do we not charge the Feds sales tax? I find the green cart trash system awful. I notice more trash flying around and more bear activity due to these free meals on wheels. Why can't we have 1 dumpster location to serve us? I am very upset with the conflict of interest regarding contracts and Ms. Lynch. I am very upset that as a fishing town we are not friendly to the off island fisher man or woman. Kodiak is a wonderful place to live. I believe that the borough should cooperate with the City of Kodiak to reinstate borough animal control services. Many problems exist with animal cruelty and neglect as well as free roaming animals that can cause problems with livestock, wild game and domestic fowl. There is no recourse when a citizen of the borough has a complaint or a problem occurs. This is a serious situation that can be easily remedied by the reinstatemane of Borough Animal Control and eventually the updating of codes to support acceptable standards for this community and appropriate expectations for modern times. Also, it concerns me that volunteers work so hard to make sure that the Road Service Districts are adequately maintained. I believe it is the boroughs responsiblility to employ someone to do this job. The borough is very fortunate that volunteers do such an outstanding job and take the safety of travelers in cars and school buses seriously. This is a difficult task at best and relying on volunteers doesn't seem appropriate. Raising taxes isn't the answer. Get rid of the KIB overpaid old folks that should have retired years ago. Open up more land, more commercial land. Get rid of the service district contracts, create a KIB public works section, sell the hospital to a private enterprise, turn the landfill into an energy creator instead of an energy sucker. Possibly sell or contract the landfill to a private enterprise. Animal control in the borough is a public safety responsibility that should never had been eliminated by the borough. It has created problems between neighbors and potentially dangerous situations that cannot be remedied with current state or city resources. It is in borough code, and it is borough negligence that has led to the current situation. While the borough commitment to education is noted, there is a huge disconnect between what the assembly is told and what is going on. In my opinion the school district administration is mismanaging the funds available to them, making an extremely administration heavy program while failing to support the teachers and ultimately the students. The administration is hostile to any teachers who ask even the most simple of questions towards them and the assembly should focus on addressing the real problem of a poorly managed district. Major school maintenance projects are put off until the roof leaks, mold grows, and conditions are unsafe and /or unhealthy. Whatever happened to preventative maintenance. It saves you money in the long run. The question regarding a "building- friendly environment" is not a good one. The question should be - Does the borough provide a "living- friendly environment "? I would have to say the P &Z is overly focused on the bottom line now, and does not consider the negative impacts over time their decisions, such as smaller and smaller lot sizes, reducing green space, etc. will have on the community. We live in Alaska to enjoy the outdoors when the weather allows and current P &Z decisions have made that more diffcult for me to do without driving out of town to state or native /USCG property. For pete's sake, don't extend water and sewer services in the borough (that end up in the city sewage treatment) when there isn't even a good permanent option for the city to put the waste! I was born here and after college have chosen to return. There are many like me. Kodiak is a wonderful place to live and raise a family. I just hope it stays that way, but with some of the issues going on now 1 have doubts. Something needs to be done about sidewalks. This is not a walker friendly town when there is rain, snow or ice. Store owners do not keep their sections clear, water drainage is poor all along Mill Bay, etc.. Other cities maintain their sidewalks. As someone who works directly with young people in this community, I think the Borough must immediately adopt a comprehensive, 10 -year Economic Development strategy that directly engages this cross - cutting demographic category. There are too few opportunities for young people (18 -40 yrs old) who want to remain in this community to achieve financial independence. I see this issue tied to the Borough's lack of leadership in adopting a Living Wage Act, in supporting local small businesses and in addressing the need for affordable housing for everyone. Specifically the Borough needs to develop a capacity - building program for people who are not eligible for federally- funded services. Affordable housing remains the #1 impediment to living here. I witness many people working two and three jobs in this Borough because they cannot simultaneously pay their mortgage /rent and feed their families. I myself am caught in this cycle. I am a young, college- educated person working 40+ hours a week and I barely have any savings to speak of. Though we are eager to try to lead successful lives here, the Borough's citizens are overwhelmed with tremendous bills for basic necessities. We work tirelessly to make this community what it is, but what physical rewards do we receive for our efforts? How are the community leaders giving back through policies and programs that directly address this issue? We demand support or inevitably, we will leave this community behind and seek out other communities and other opportunities for success. Second, I think the Borough must step up and address its pattern of poor decisions in the area of Solid Waste Collection and Disposal. Specifically, I am speaking of the great lack of leadership in managing the toxic sludge that continues to develop in the dump. Of all the services that the Borough offers, access to a safe place to dispose of waste is essential for this community. If population indicators are correct, we are expected to witness an increase in community growth. The condition of the dump is an issue that will continue to plague us all. Borough leaders knew about this issue for over a decade and failed to act appropriately. Where did all the money go that was reserved to address this issue? The Borough's incredible failure in adopting a clear plan to tackle this issue as witnessed in its last -hour temporary solution is both deceitful and shameful. Borough leaders who were representatives of the community during this struggle should be held fiscally accountable for their lack of action. Community faith could be partially restored by having leaders pay back a percentage of their yearly earnings to the Borough, something to the tune of 5 -10 %. Finally, I would like to comment on the final inquiry about the state of local taxation. Rather than increasing local taxes, further encouraging the community to look outside for goods and services that are often provided by local businesses and non - profit programs, the Borough should work to develop more robust civic engagement incentive programs. The Borough should work to provide tax breaks for citizens and local non - profits /businesses that produce valuable goods and services that remain within a 500 - mile radius. This includes public garden and fishing programs, drug and substance abuse programs, public arts and crafts programs, environmental and recycling programs, and in supporting local businesses that engage in similar practices. Thank you for your time and consideration. We will be expecting concrete and comprehensive results. do your best people what more can we ask. I don't feel that we need to extend animal control outside city limits. First off where would the money come from? I don't want my taxes going up just to pay for someone to drive all the way out to chiniak to pick up my dog if I'm out camping. Then I have to drive all the way back in and pay the fine and go back out. I'm sorry but some people move to Alaska to get away from all the stupid rules and laws of the lower 48 and there is no sense trying to make this beautiful area like the lower 48. Also, who should I contact to get the dumpster put back at the bottom of my road, Cliffside road, since the bears are now hibernating? I think a lot of people would like their local dumpsters back. Trails and the long -term care facility should be priorities Road services had to be contacted about services that should have been address years ago but are now working on fixing the issues. I feel that the human waste composting should be done at the landfill or land next to the landfill since this area is already contaminated. I feel that the borough should be transparent with all of it's papers to the community if requested by any member of the community. I feel that the community can not support more taxes for trails or other services. Kodiak just went through a 1% tax incease. If indivduals want to step forward to fund and or produce trails between shcools and other areas in Kodiak they can do so. The quaility of the doctors here is poor in general. Way t00000 many folks end up in anchorage do to misdiagnosis and the use of drugs to cover the lack of proper diagniosis. It is very common for this to happen. It may not be a Borough problem perse, but it is a dngerous problem none the less. If the trail folks want a new trail, let them pay for it and maintain it without any helpfrom the public funds!! forget the animal control!! it is out of hand in the CITY and it doesn't need to go into the Borough to cause the same grief there. Now that the solid waste collection contract is ready to be awarded, we would like to refer to the Board the following items for discussions. Public Outreach and Education 1. Responsible handling of waste 2. Diversion efforts a. New system, rules, options, and fees a. Reduce - facts - methods b. How to avoid bear issues b. Reuse - construction debris, bulking c. Define and instruct how to dispose of: agent for compost, etc., etc. i. Furniture /appliances c. Recycle - the last resort - cost in ii. Yard waste Kodiak iii. Bulky items iv. Household and commercial hazardous waste v. Electronics /batteries, etc. vi. Commercial waste vii. Construction debris The above mentioned are short- term /immediate tasks for the Board. If you have any other topics that you would like to embark upon, you need to come to an Assembly work session and request that the task be added to the work scope. The Assembly will consider whether the task is within the scope of the Board and if it is an immediate priority. Staff time is very limited right now and the Assembly is directing staff to not use time for any tasks that do not appear on the above list. At this time, the landfill expansion is under contract with an engineering firm that is negotiating what can be done with the EPA and DEC. These regulatory agencies will dictate what must be done. When we have the plans to review, we can then determine the available options. Until then, there is no value in spending time on this matter. Similarly, the site /locations of the transfer station(s) will be in the hands of the Planning and Zoning Commission and the design of the actual stations is an Architectural Review Board matter. We can provide input at their meetings but these items do not need SWAB meeting time right now. We continue to count on your partnership in making positive and practical changes on matters affecting solid waste handling in the Kodiak community.
