A regular meeting of the Joint Building Code Review Committee was held on Thursday, August23;-
2012, in the Conference Room of the Kodiak Island Borough Building, 7:10 ) ICE
meeting was called to order at 4 p.m.
Present were committee members Scott Arndt, Scott Bonney, John Butler, and Gregg Hacker. Staff
members present were Building Official Doug Mathers, Ted Hansen, and Borough Deputy Clerk
Marylynn McFarland.
Absent was committee member Ed Mahoney and ex- officio members Jerrol Friend and Randy
Bishop.
A. APPROVAL OF AGENDA
ARNDT moved to approve the agenda.
Motion carried unanimously.
B. APPROVAL OF MINUTES — July 12, 2012
ARNDT moved to approve the meeting minutes of July 12, 2012.
Motion carried unanimously.
C. UNFINISHED BUSINESS
1. Review of the 2012 Structural Requirements.
Work exempt from permits are as follows and applicable to single story buildings only:
• 10 to 15% footprint of existing house , one time exemption of building permit;
• Existing building built on pilings - addition can be built on pilings;
• roof pitch 5/12 or less;
• Includes 120 ft. up to 150 ft. detached accessory building;
• Prescriptive brace wall requirements per 97 UBC'
• Built as a D2 seismic and under 110 mph design;
• B and C exposures only; and
• Applicable to permitted construction before the passage of City and Borough code.

Mr. Bonney asked that a draft be written up and sent out to the members of the proposed exemptions
and requirements.
2. Adoption of the 2012 International Residential Code.
Mr. Mathers handed out proposed wording changes for the City and Borough building code
changes.

D. NEW BUSINESS
None.
E. BOARD MEMBER COMMENTS
Mr. Arndt had concerns for the homeowners and the need to work with them with the changes in
building codes.
Mr. Butler discussed modular boilers in commercial buildings and the need to address it in the
mechanical section.

The next meeting was scheduled for Thursday, September 13, 2012 at 4 p.m.
