A regular meeting of the Joint Building Code Review Committee was held on Thursday, October 18,
2012, in the Borough Assembly Conference Room of the Kodiak Island Borough`_ Building; 7.10'4Mill ?f; "ic'
Bay Road. The meeting was called to order at 4 p.m.
Present were committee members Scott Bonney, John Butler, and Gregg Hacker. Staff members
present were Building Official Doug Mathers, Ted Hansen, and Borough Deputy Clerk Marylynn
McFarland.
Absent were committee members Scott Arndt and Ed Mahoney, and ex- officio members Jerrol Friend
and Randy Bishop.
A. APPROVAL OF AGENDA
HACKER moved to approve the agenda.
Motion carried unanimously.
B. APPROVAL OF MINUTES — October 11, 2012
BUTLER moved to approve the meeting minutes of October 11, 2012.
Motion carried unanimously.
C. UNFINISHED BUSINESS
1. Adoption of the 2012 International Residential Code.
BONNEY moved to delete Chapter 11 Energy Efficiency from the 2012 International Residential
Code.
Motion carried unanimously.
BONNEY moved to adopt the 2012 International Residential Code with amendments as approved in
Title 14 of the City of Kodiak Code and Chapter 15 of the Kodiak Island Borough code.
Board members felt that more information was needed from Alaska Housing Finance Corporation
and the communities that were being affected by the Alaska specific amendments. Board members
stated that they would prefer more board members present to vote for adoption of the 2012 IRC.
Motion failed unanimously.

E. BOARD MEMBER COMMENTS
Board member Hacker asked that staff work with Alaska Housing Finance Corporation and find out
what other communities /locales have adopted the Alaska- Specific Amendments to the IRC 2009
single family dwelling code.
Board member Bonney requested that revised packets be sent to board members before meeting to
review.
NEXT MEETING
The next meeting was scheduled for Tuesday, October 30, 2012 in the Borough Conference Room.
ADJOURNMENT
BONNEY moved to adjourn the meeting.
Motion carried unanimously.
The meeting was adjourned at 4:50 p.m.
