11/01/2012 Regular Meeting KODIAK ISLAND BOROUGH Assembly Regular Meeting November 1, 2012 A regular meeting of the Kodiak Island Borough Assembly was held on Thursday, November 1, 2012, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Major John Quinn of the Salvation Army. Mayor Selby led the Pledge of Allegiance. Present were Mayor Jerome Selby, Assembly members Carol Austen Tuck Bonney, Aaron Griffin, Dave Kaplan, Chris Lynch, Mel Stephens, and Louise Stutes. Staff members present were Administrative Official Bud Cassidy, Clerk Nova Javier, and Assistant Clerk Jessica Kilborn. APPROVAL OF AGENDA AND CONSENT AGENDA BONNEY moved to approve the agenda and consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES A. Regular Meeting Minutes of September 20, 2012 were approved under the consent agenda. AWARDS AND PRESENTATIONS Mayor Selby presented the Student of the Month Awards for October 2012 to Cheyenne Cagle, a junior at the Learning Center and Alyssa Chichenoff, a senior at Ouzinkie School. CITIZENS' COMMENTS Toby Sullivan, Executive Director of Kodiak Maritime Museum (KMM), thanked the Assembly for the non - profit funding for KMM and gave an update on the Thelma C project. Ken Rienke, Director of Threshold Services, reported on the recycling outreach campaign which began the last week of September. COMMITTEE REPORTS Assembly member Stutes noted that the Kodiak Fisheries Advisory Committee would meet on November 9, 2012, 9 a.m. to 12 p.m. at the Kodiak College. PUBLIC HEARING 1. Ordinance No. FY2013 -07 Approving a Rezone for Lot 3, Block 4, Port Lions Subdivision 3 Addition From R1- Single Family Residential To PL- Public Use Zoning District (Case 13 -010). BONNEY moved to adopt Ordinance No. FY2013 -07. The rezone was initiated by the Planning and Zoning Commission to address the construction of a public facility (water treatment plant) on a R1- Single Family zoned residential lot. This action addressed a citizen complaint. The site was adjacent to existing Public Lands (PL) zoned lot. Public hearing notices were sent out on October 22, 2012. Seeing and hearing none, Mayor Selby closed the public hearing. • ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Austerman, Bonney, Griffin, Kaplan, Lynch, Stephens, and Stutes. 2. Ordinance No. FY2013 -08 Amending Title 2 Administration and Personnel Chapter 2.'125 Architectural /Engineering Review Board Section 2.125.030 Qualifications. KAPLAN moved to adopt Ordinance No. FY2013 -08. This ordinance was requested by Mayor Selby. The Board was currently served by six members and an Assembly member representative. This change would make the board consistent with all the other Assembly boards in which Assembly members appointed serve in an ex- officio capacity. Also, adding another seat to this board would open up opportunities for the public to serve on the board. Mayor Selby opened the public hearing. Seeing and hearing none, Mayor Selby closed the public hearing. ROLL CALL VOTE ON MOTION CARRIED: Bonney, Griffin, Kaplan, Lynch, Stephens, Stutes, and Austerman. BOROUGH MANAGER'S REPORT (Administrative Official Cassidy) Administrative Official Cassidy reported on the following: • The Projects Office was moving forward on its workload. The excavation work at the landfill scheduled for Phase III (Water Treatment Plant) would be included within Phase II to be more cost effective as a contractor was presently at the landfill doing other excavation work. • The Borough would hold possible negotiations for the Project Manager recruitment during the week of November 5. • The Project Management Request for Proposals opening was held during the week of October 29; the next steps were to score the proposals for interviews and potentially enter into a contract in December 2012. • Borough Lobbyist Mark Hickey requested Wednesday, March 13, 2013, as the potential date for the Community Reception in Juneau. - MESSAGES FROM THE BOROUGH MAYOR Mayor Selby noted a power point presentation regarding what happens at the local government level in regards to Sequestration was received from the National Association of Counties. The information would be made available to the Assembly. UNFINISHED BUSINESS None. NEW BUSINESS Reorganization of the Kodiak Island Borough Assembly • 1. Election of Deputy Presiding Officer. Mayor Selby opened the nominations. BONNEY moved to nominate Louise Stutes as deputy presiding officer. AUSTERMAN moved to nominate Chris Lynch as deputy presiding officer. Clerk Javier announced the results of the election; Assembly member Lynch was elected to serve as Deputy Presiding Officer. Contracts None. Resolutions None. Ordinances for Introduction None. ASSEMBLY MEMBER COMMENTS Assembly members Kaplan and Stutes commended Threshold Recycling on the outreach campaign radio advertisements. Assembly member Austerman congratulated Assembly member Lynch on her election as Deputy Presiding Officer. Announcements The Assembly and School District Board would meet in a Joint Work Session on Thursday, November 8 at 6 :30 p.m. in the School District Conference Room. Immediately following the Joint Work Session the Assembly would hold a Work Session in the Borough Conference Room. The Assembly regular meeting of Thursday, November 15 was canceled. The next work session was scheduled on Thursday, November 29 at 7:30 p.m. in the Borough Conference Room. The next regular meeting was scheduled on Thursday, December 6 at 7:30 p.m. in the Borough Assembly Chambers. The Borough offices would be closed on Monday, November 12 in observance of Veteran's Day. The Borough Clerk's Office would be closed November 12, 13, and 14, and would reopen for business on Thursday, November 15 at 8 a.m. The Mayor and members of the Assembly would be traveling November 12 -16 to attend the Alaska Municipal League Conference in Anchorage.
