After reviewing the scope of your project, I find that it is not regulated under EPA's asbestos NESHAP program. Renovations of residential buildings with 5 or more dwelling units are sometimes regulated under this program. This comes up when at least 160 square feet of asbestos is disturbed. However, the addition of siding over existing wood siding is not a regulated activity. The replacement of 12 windows, with an average size of 3 X 4 ft is too small to be regulated, even if one were to assume the surface area of the glass counted as asbestos material. In summary, you can move forward with the building upgrades without notification or other interaction with EPA. This property is located at 111 I Baranoff, Kodiak, AK The anticipated debris from this are the existing windows. In our conversation you informed me that with a project this size and the only debris being the existing windows, that a compliance with EPA standards would be possible. This will protect your building and its interior from the elements, particularly from sunlight, precipitation, and wind, and reduce energy consumption and optimize energy efficiency. This will help lower heating costs; protect interior electrical, plumbing and heating. It will also increase the property value. A complete 4" wrap of unit (2"x4" frame, 3 ' / 2" foam insulation, '/2" plywood and house wrap) will increase the R -value of insulation by 18 achieving an R value of R -29. To achieve this increase in R -value we propose constructing and attaching 4" frame to unit to accommodate installation of 3 %2 Styrofoam insulation, installation of /2" plywood and Tyvek house wrap. All framing will be attached to existing structure with Simpson clips. All comers, windows frames, and doors frames will have Ice & Water Shield which offers leak protection to trouble -prone spots. This will also help seal any penetrations by nails or staples used in plywood and siding installation. Removal and replacement of all windows and doors in unit with vinyl clad window and doors.
