07/12/2012 Regular Meeting JOINT BUILDING CODE REVIEW COMMITTEE r fs p/1 i Regular Meeting C � J V July 12, 2012 H Ii II, AUG 232012 2j' A regular meeting of the Joint Building Code Review Committee was held on Thursday, July 12i 2012, in the Conference Room of the Kodiak Island Borough Building, 710 �Mil� Ba,y� Road. rT meeting was called to order at 4 p.m. —. — Present were Committee members Scott Arndt, Scott Bonney, John Butler, Gregg Hacker, and ex officio member Jerrol Friend. Staff members present were Building Official Doug Mathers and Borough Deputy Clerk Marylynn McFarland. Absent was ex officio member Randy Bishop. A. APPROVAL OF AGENDA ARNDT moved to approve the agenda. Motion carried unanimously. B. APPROVAL OF MINUTES – May 31, 2012 ARNDT moved to approve the meeting minutes of May 31, 2012. Motion carried unanimously. C. UNFINISHED BUSINESS 1. Explanations of Emergency Escape and Rescue Openings. Mr. Mathers explained that the exception for the grade floor opening of the 5 ft. square required opening could not be more than 44 inches above the ground for escape /rescue purposes, referring to Page 56 of the International Residential Code. 2. Follow -up on Sprinkler Systems in the Fire Marshall Amendments. The sprinkler system incentive addressed in the Fire Marshall Amendments, Appendix 0, Page 29 was reviewed by Mr. Mathers. It was decided that it was an option to look at once the code was adopted. 3. Comments on International Mechanical Code (IMC) versus International Residential Code (IRC) Mechanical Sections. It was suggested that the International Residential Code should mirror the International Mechanical Code. BUTLER moved to strike out the words "and hot water" in the IRC, Chapter 20, Boilers and Water Heater, M2002.5. Motion carried unanimously. 4. Adoption of the 2012 International Residential Code. The final proposed changes were made to the Kodiak Island Borough Code Chapter 15.10 Building Codes, 15.10.010 (B) and City of Kodiak Code Chapter 14.04 Building Codes 14.04.010 (b) 489-7 2012 Uniform Building Codo International Residential Building Code for one- and two- family Joint Building Code Review Committee Meeting Minutes July 12, 2012 Page 1 dwellings and residential accessory buildings. • - - e • e e • _ _ _ _ _ _ _ -•-e _ , The group discussed proposed changes of the rise and run for new construction and additions. ARNDT moved to amend the 2012 IRC R3117.5.1 Riser height. The maximum riser height shall be 8 inches (203 mm). The riser shall be measured vertically between leading edges of the adjacent treads. The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch (9.5 mm). Risers shall be vertical or sloped with the underside of the nosing of the tread above at an angle not more than 30 degrees (0.51 rad) from the vertical. Open risers are permitted provided that the opening between treads does not permit the passage of a 4- inch - diameter (102 mm) sphere. Motion carried unanimously. FRIEND moved to recess at 4:45 p.m. and the meeting was reconvened at 4:50 p.m. D. NEW BUSINESS 1. Review of the 2012 Sprinkler and Structural Requirements. ARNDT moved to amend the IRC, page 62, Section R313.1 and R313.2 Automatic Fire Systems by changing the word shall to may. Roll call vote on motion carried unanimously: Bonney, Hacker, Butler, and Arndt. At the request of Mr. Bonney, consensus was given to postpone reviewing structural requirements until the next scheduled meeting. Mr. Mathers summarized the reasons for the adoption of the 2012 International Residential Code for One and Two - Family Dwellings. 2. Discuss Hoop Houses on Smaller City Lots. The Borough's code on hoops houses was suggested to be adopted by the City with indicated changes. ARNDT moved to adopt the Borough's code section 15.10.180 with the following changes for the City of Kodiak code Title 14 Hoop Houses. 45.10.80 TBD with city section numbering system. Hoop houses. A "hoop house" or "high tunnel," used exclusively for the production or storage of live plants, shall be exempt from the permit requirements of the Kodiak Icland Borough City of Kodiak building code if it meets the following criteria: A. There is no permanent anchoring system or foundation; B. There is no storage, temporary or otherwise, of solvents, gases, or other chemicals or flammable materials; C. The structure is no wider than 3-1- 24 feet and no greater length than 150 32 feet; D. The covering of the structure is of a flexible polyethylene material no greater than 10 mils in thickness; E. The support structure of the hoop house is made of non - combustible materials, e.g., metal, and hoop house must be purchased as a kit per the USDA high tunnel program. Installation is per manufacturer's recommendations; F. The structure is not utilized for retail sales; Joint Building Code Review Committee Meeting Minutes July 12, 2012 Page 2 G. The structure is located no closer than two 5 feet from all property lines and cannot redirect the existing drainage. {Ord. FY2012 10 §2, 2012]. Roll call vote on motion carried unanimously: Butler, Hacker, Arndt, and Bonney. E. BOARD MEMBER COMMENTS Board member Arndt spoke to the progression of codes since the mid to late 70's on construction. Mr. Arndt's goal being on the Board was to guard against being over - regulated and was pleased with what the Board and Building Official were doing. Board member Bonney spoke of the necessity and frequency of buying the different regulatory books and the possibility of the information being available in PDF format for the future. NEXT MEETING The next meeting was scheduled for Thursday, August 23, 2012. ADJOURNMENT ARNDT moved to adjourn the meeting. Motion carried unanimously.
