08/16/2012 Regular Meeting KODIAK ISLAND BOROUGH Assembly Regular Meeting August 16, 2012 A regular meeting of the Kodiak Island Borough Assembly was held on Thursday, August 16, 2012, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Major John Quinn of the Salvation Army. Mayor Selby led the Pledge of Allegiance. Present were Mayor Jerome Selby, Assembly members Carol Austerman, Tuck Bonney, Jerrol Friend, Dave Kaplan, Chris Lynch, Mel Stephens, and Louise Stutes. Staff members present were Finance Director Karl Short, Human Resource Officer Lauri Whiddon, Clerk Nova Javier, and Assistant Clerk Jessica Kilborn. APPROVAL OF AGENDA KAPLAN moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES None. AWARDS AND PRESENTATIONS None. CITIZENS' COMMENTS None. COMMITTEE REPORTS None. PUBLIC HEARING 1. Ordinance No. FY2012 -01C Amending Ordinance No. FY2012 -01 Fiscal Year 2012 Budget By Amending Budgets to Account for Various Revenues and Expenditure Estimates. The motion before the Assembly was to adopt Ordinance No. FY2012 -01C. The budget amendment would adjust the salary line item in 100 - 140 - 410 -110 which was underfunded due to: • Termination of the Coastal Management Program grant program; • Increased salaries of Community Development Department staff due to approval of union contract; and • Underestimation of department salaries. Kodiak Island Borough Assembly Minutes August 16, 2012 Page 1084 There were several projects that had been completed and these capital projects were shown on the amended spreadsheet. A substituted copy of the ordinance was provided to the Assembly and public. The Alaska Clean Water Fund approved an amendment to the Borough's loan #505041 in the amount of $6,033,000 and the ordinance amendment reflected that the Borough agreed to borrow that amount. It was estimated that it would cost $40,000 to repair the "cottages" to build a conference room and these funds were available in the Borough Building Department. The ordinance also restored funding for the Village Metals which was reduced in the original ordinance. The Borough Manager, Borough Clerk, Community Development Department, Building Official, and General Administration departments were over budget, the L.E.P.C. grant was $3,114 less than budgeted, the High School Gym Seismic and New World System projects were complete, and the new Swimming Pool Project budget could be reduced by $25,182, and $4,261,195 could be moved from Fund 420 General Obligation Bond Projects. AUSTERMAN moved to adopt Ordinance No. FY2012 -01 C by substitution. Mayor Selby opened the public hearing. Seeing and hearing none, Mayor Selby closed the public hearing. ROLL CALL VOTE ON MOTION CARRIED FIVE TO TWO: Austerman, Bonney, Friend, Kaplan, and Lynch (Ayes); Stephens and Stutes (Noes). BOROUGH MANAGER'S REPORT (Finance Director Short) Finance Director Short announced that the preliminary June 30, 2012 Short Report had been prepared and commented on various aspects of the report. MESSAGES FROM THE BOROUGH MAYOR None. UNFINISHED BUSINESS None. NEW BUSINESS Contracts None. Resolutions None. Ordinances for Introduction None. Other Items 1. Confirmation of Assembly Appointment to the Personnel Advisory Board. LYNCH moved to confirm the Assembly Appointment of Ms. Lindsey Howell to the Personnel Advisory Board for a term to expire December 2014. Kodiak Island Borough Assembly Minutes August 16, 2012 Page 1085 There was currently one vacant seat on the Personnel Advisory Board to expire December 2014. The Clerk's office received an application from Ms. Lindsey Howell on July 9, 2012. Per Section 203 of the Personnel Manual, in appointing members to the Personnel Board, the Borough Assembly took into consideration the recommendations made by Borough employees, the Borough Manager, any resident of the Borough, and their own recommendations, ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Bonney, Friend, Kaplan, Lynch, Stephens, Stutes, and Austerman. CITIZENS' COMMENTS None. EXECUTIVE SESSION 1. Evaluation of Applicants for the Borough Manager's Position. AUSTERMAN moved to convene into executive session to discuss the evaluation of applicants for the Borough Manager's position which qualifies for executive session as a matter which would tend to defame or prejudice the character or reputation of any person. Mayor Selby invited the Borough Assembly, Finance Director, Human Resource Officer, and Clerk's Office Staff into executive session. ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: Kaplan, Lynch, Austerman, and Bonney (Ayes); Friend, Stephens, and Stutes (Noes). Mayor Selby recessed the regular meeting at 7:55 p.m. and convened the executive session. Upon returning from the executive session, Mayor Selby reconvened the regular meeting at 8:43 p.m. and announced no action was to be taken as a result of the executive session ASSEMBLY MEMBER COMMENTS Assembly member Stephens thanked Finance Director Short for the memo on bank qualifying bonds. Assembly member Austerman addressed the Kodiak Daily Mirror article regarding the Kodiak Island Borough School District receiving low ratings for its schools by the State of Alaska. Assembly members Austerman and Stutes thanked Finance Director Short for the budget information. Announcements The next Assembly work session would be held on Thursday, August 30 at 7:30 p.m. in the Borough Conference Room. The next regular meeting was scheduled on Thursday, September 6 at 7:30 p.m. in the Borough Assembly Chambers. The Borough Offices would be closed on Monday, September 3 in observance of the Labor Day Holiday.
