05/22/2012 Regular Meeting KODIAK ISLAND BOROUGH r - SZO 2 AU 1 PARKS & RECREATION COMMITTEE ', - - ---i I MINUTES BOROUGH CLERK'S OFFICE May 22, 2012 RM 7 p.m. in the KW School District Conference Room CALL TO ORDER VICE CHAIR HUNTLEY called to order the May 22, 2012 Parks & Recreation regular meeting at 7:05 p.m. ROLL CALL Requested excusal was Patrick Saltonstall. Roll call was taken and committee members present were Pam Foreman, Hans Tschersich, Jeff Huntley, Rick Lindholm, Sandra West (arrived 7:08 pm), and Michael Marion. Excused members were Patrick Saltonstall and Andy Schroeder. Ex- officio members present were Steve Doerksen and Casey Janz. Absent ex- officio members were Jack Ransom, Ian Fulp, Chris Lynch, and Brent Watkins (alternate for P &Z). A quorum was established Community Development Department staff present was Martin Lydick and Sheila Smith. Smith stated that Andy Schroeder requested to be excused also. COMMITTEE MEMBER FOREMAN MOVED to excuse Patrick Saltonstall and Andy Schroeder as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER FOREMAN MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER WEST MOVED to approve the May 8, 2012 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Leisnoi Land Trade B) Bike Path & Lighting COMMITTEE MEMBER WEST stated she doesn't have anything new on the lighting. The Lion's Club may or may not have money by the time we figure out what we want. WEST talked about the pedestrian sidewalk on the bridge across the Buskin River and the lack of continuity of pavement that is sort of a gravel pit. Rob Greene told her that it could probably shovel it out over the summer. Greene was also going to check on if the committee could start to clear another area and the last section is actually the State Right -Of -Way which is right before the Coast Guard gate. She thinks the path all the way to the Coast Guard Base. Island Trails Network looks like they will be clearing from Pier 2 to Boy Scout Lake. We still need an agreement with Alaska DOT and the City of Kodiak stating P &R Minutes Page 1 of 3 May 22, 2012 if the project goes over $3.1 million that the city agrees to pitch in their 9.03% match of the overflow. Lydick asked COMMITTEE MEMBER TSCHERSICH about last meetings minutes where he said he talked to KEA and they were changing out all the lights to LED. COMMITTEE MEMBER TSCHERSICH said that's what he heard. NEW BUSINESS A) Trail Comments Discussion regarding the Burton comment, dealing with issues of the user guide map, and an advisory statement to accompany the user guide map. B) June P &Z Agenda Lydick gave a brief report on the upcoming P &Z cases, and recommended the committee weigh in on Case 12 -038. C) Capital Improvement Projects During discussion the committee recommended doing PSA's, a display ad, and an email to everyone on the Trails Plan distribution email list. It was also recommended to put this as a new business item on the June agenda for discussion to allow the committee to review projects that have been completed and think about the process. COMMUNICATIONS A) Approved FY2012 Legislative Projects Discussion of the approved projects. COMMITTEE MEMBER FOREMAN MOVED to accept communications. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY REPORTS Meeting Schedule: • June 12, 2012 Parks & Recreation Committee meeting at 7:00 p.m. in the KIB School District Conference Room • June 26, 2012 Parks & Recreation Committee meeting at 7:00 p.m. in the KIB School District Conference Room. (Cancelled due to summer schedule change). COMMITTEE MEMBER FOREMAN MOVED to change the summer meeting schedule to meet on the 2nd Tuesdays of June, July, and August. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMITTEE MEMBER WEST MOVED to accept reports. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS There were none. COMMITTEE MEMBER'S COMMENTS Rick Lindholm stated Jeff Huntley did a good job tonight in the absence of Patrick Saltonstall. Casey Janz stated as she was driving past the Lash dock with the logging trucks there and they were cautioning motorcycle drivers, and she was thinking about riding bicycles when a truck pulls out P &R Minutes Page 2 of 3 May 22, 2012 without slowing down. She expressed concern with the area being very dangerous. Hans Tschersich stated he will talk to the people who called him to criticize the user guide to invite them to a meeting. Mike Marion asked when we are going to talk about TMO's for the Master Trails Plan. We talked about doing TMO's and now we've went to one meeting a month, and he just doesn't have a grasp on what our goal was for getting these TMO's for Russian Ridge. It should be addressed at the next meeting. Sandra West stated that not only are there logging trucks to look out for, there was a rock slide at the slide area. She could hear it and then she got a flat tire so she ended up stopping a couple of cars. Pam Foreman said to be clear for the next meeting on June 12th we're going to be coming up with the advisory comment for the map, bring our ideas for the CIP and hopefully have public input, and maybe what we should do it to try to put calendar together for the TMO's stuff to say here's where we're going to target. Jeff Huntley said when he was driving up Rezanof the other day there was a whole bunch of bicycles riding in the road, not on the trail. There were quite a few people walking but someone will end up getting run over riding in the road. Sandra West said we are working on the problem of people riding in the road especially before our foreign nationals come to work in the canneries. She seen a bumper sticker that shows a car and a bike and it says "Same rights, same road, same rules, and same death." ADJOURNMENT COMMITTEE MEMBER MARION MOVED to adjourn.
