Meeting called to order. by Chair, Darlene Turner at 7:20pm

Program Description:
Monashka Bay Road Service District is responsible for the road maintenance in the
service area.
Goal:
To maintain, repair, and provide snow removal for roads in the Monashka Bay Road
Service Area.
Public Comments:
• Randy Spivey expressed satisfaction with dust abatement measures last year, would like
to see practice continued. Also said snow removal has been challenging this year but
overall efforts and gravel for traction has been good... but should work a little more on
widening/clearing intersections, especially at junctions with blacktop. Thank you
• Jamie Godwin said Island Circle road has been terrible until last week ... wish plowing
would occur sooner after snowfall. Sign at intersection (Island Circle) is missing, so
please fix. Potholes are better - Thank you
New Business:
1. Budget Proposal for FY 2013 — Moved by CG, 2 by TL ... motion passed after
discussion:
• DT stated that according to the Property Tax Revenue Totals provided in printout
from Borough, the total Revenue has increased from $52,842 to $61,040 (FY2011
vs. FY2012).
• CG stated that $20,000 for "Snow Removal /Sanding" is too conservative when
we have snowy years like what we are experiencing now. Recommends we
bump -up to $26,000 for Snow Removal /Sanding in FY2013. CG also noted how
the dust abatement measures last summer (application of calcium
chloride /grading) cost about $5K but had secondary benefit of holding road
surface together better, and reducing need for extra road surface grading to fix
pot holes, so in the long run, we likely saved some money in "Repairs &
Maintenance."

Repairs & Maintenance $25,000.00

3. Report on Objectives for FY2012
• FY12 Accomplishments:
A. Worked on pot -hole ally on Three Sisters and Marmot, added fill and crown
road. Even though we added crown and fill to Three Sisters pot -hole alley, we
still are having problems with drainage in the flat section. None of the residents
in the flat area meet Borough Code for culvert and drainage onto the road
surface from their property.
B. Mountain View Drive culvert (mail box culvert) cleanout was accomplished by
State this Winter, not by our Contractor.
C. Used Dust Abatement for first time this year, and received many positive
comments from MBRSD members.
D. MBRSA does not have billing authority, according to Borough. Therefore, we
cannot not bill for culverts installed in previous years. Any future work done on
culverts will have to be done between property owner and contractor doing
work.
• Objectives for FY2012 not completed in FY2012 now become Objectives for
FY2013
A. Add four culvert Three Sister's (St. Denny, McNeil, Murray and Thummel
driveways).
B. Improve Island Circle cul-de -sac
C. Mt View correct drainage by mail box for seepage
D. repair or clean out culvert 1604 Three Sisters (crushed ?)
E. 1637 Three Sisters needs culvert
F. 1660 Three Sisters needs culvert and crown driveway to stop road erosion
G. Fix sign on Spruce Circle, ADD: Island Circle, and Forest Drive
H. Identify up- welling springs on Three Sisters and drain pipe for seepage
I. 1855 Three Sisters - dig out upper culvert and build up road so water does not
drain from driveway onto road , need to channel into ditch
J. Major Objective - ask to have Marmot put on Stip List to dig up stumps and logs
and replace with proper fill. -- TL to contact Borough before March 17
• Dig Test Holes
• Ridge Circle - remove stumps and logs from road bed and replace with proper
fill
K. Have RoW survey done and determine property lines, then Island Circle Log
House must have culvert across driveway.
L. 1879 Marmot needs newspaper receptacle removed from drainage ditch - -- TL
draft letter
M. Resurface and crown Marmot, Three Sisters, and Mt.View.
N. 2683 Mtn. View Dr -- TL to draft letter regarding RoW, as referenced in May 8,
2011 Minutes
Recruitment of Board Members:
• Need more representation from Marmot ... CG will contact possibles
Public Comments:
• Jamie Godwin: Lets get good cost estimates for FY2013 Objectives, and then get jobs
done. Jamie offered to assist with communications (newsletters, etc.)
Board Comments:
• CG: This was severe winter and residents have been understanding, so thanks to them.
• TL: Would like to hear debates about consolidation of neighboring Road Service Areas,
to save money, improve efficiency, reduce jurisdictional hassles.
• DT: Thank you to Jamie and Randy for attending mtg and offering to help. Thank you to
TL for being on -call for contacting contractor for snow /sanding services while she has
been recovering from accident.
