Regular Meeting
April 2, 2012
A regular meeting of the Joint Building Code Review Committee was held on Monday, April 2, 2012, in the
Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to
order at 4 p.m.
Present were Committee members Scott Bonney, John Butler, Gregg Hacker, and Ex Officio member
Jerrol Friend. Staff members present were Building Official Doug Mathers, Assistant Building Official Ted
Hansen, and Borough Assistant Clerk Jessica Kilborn. Absent members were Scott Arndt, Ed Mahoney,
and Ex Officio member Randy Bishop.
A. Explanation /Discussion of Packet
Building Official Doug Mathers introduced the meeting packet which contained information regarding
proposed amendments to the International Building Code (IBC), Edition 2009. He referred to AF &PA
Wood Frame Construction Manual 2012 and /CC 600 -2008 regarding requirements for residential
construction in high -wind regions.
The 2012 International Residential Code and the new sprinkler requirements for residential dwellings were
discussed at length.
Letters from the Insurance Services Office, Inc. and Alaska Housing Finance Corporations were shared
with the members and discussed.
The committee briefly conferred on the proposed amendments to the IBC 2009. Mathers commented that
the intention was for the Borough Assembly and City Council to adopt the International Building Code,
Edition 2009, by July 2012. Committee members were asked to review the proposed amendments for
further discussion at the next meeting.
B. Committee Member Comments
Butler inquired about the State's adoption of the various codes. Hansen spoke to the authority of the
Alaska Statues, Alaska Administrative Code, and International Building Code.
