03/27/2012 Regular Meeting C r 7 I S 1 7 : 1 KODIAK ISLAND BOROUGH ( 1 APR 2 3 2012 i PARKS & RECREATION COMMITTEE - - MINUTES BOROUGH CLERK OFFI March 27, 2012 Regular Meeting 7 p.m. in the KIB School District Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the March 27, 2012 Parks & Recreation regular meeting at 7:05 p.m. ROLL CALL Roll call was taken and committee members present were Pam Foreman, Jeff Huntley, Patrick Saltonstall, Rick Lindholm, and Michael Marion. Excused members were Sandra West and Hans Tschersich. Absent committee member was Andy Schroeder. Ex officio member present was Casey Janz. Absent ex officio members were Jack Ransom, Ian Fulp, Chris Lynch, and Steve Doerksen. A quorum was established. Community Development Department staff present was Bud Cassidy and Sheila Smith COMMITTEE MEMBER LINDHOLM MOVED to excuse Sandra West and Hans Tschersich. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER FOREMAN MOVED to approve the March 13, 2012 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Potential Leisnoi Land Swap Cassidy reported Bob Scholze, Borough Resource Officer has sent a letter to Leisnoi asking to start conversation but he hasn't heard back yet. B) Bike Path & Lighting Placeholder C) Trail Summit Preparation Cassidy stated most of your packet is items that the committee requested or we thought should be included for the Trails Summit. Some of these items will be blown up and put on poster boards. Cassidy will have Bob Scholze, Borough Resource Officer come talk to the committee regarding what areas the borough plans on developing. March 27, 2012 Page 1 oF3 P &R Minutes Discussion of maps, code sections, different uses, and watersheds. Smith stated the Trails Summit will be on April 24th at 7 p.m. in the Kodiak High School Commons. Cassidy asked the committee to review all the information provided. We will notify folks and put a display ad in the paper. COMMITTEE MEMBER FOREMAN said it should also be put on the website and maybe on the Kodiak Snow Report. During discussion there was consensus that they don't want the public to think all the problems will be solved at the summit; it will take time to come up with solutions to resolve any issues at future meetings. They also want to limit public comment to 3 minutes, and they will focus on Russian Ridge at this meeting. Trails Summit Preparation is to be on the next agenda. The committee directed staff to do a search for Russian Ridge Trail in the Trails Plan including the appendices and send it electronically to the members. NEW BUSINESS A) Pillar Beach Discussion Cassidy stated the road was put in by the City of Kodiak when they were getting sand for the roads. We have received title so it's borough land now. Cassidy suggested they add it to their list of priorities, tell him where it is on the list, and then he can talk to the manager when it gets close to the end of budget to see if there's any money left. During discussion, COMMITTEE MEMBER FOREMAN said COMMITTEE MEMBER WEST was going to talk to Rob Green about it. Discussion of Pillar Beach being a great place for families with young children. COMMITTEE MEMBER FOREMAN said if you leave it where no one but the partyers will go down there then that's all you'll get is partyers. It's a shame that we have a nice fishing area, a nice picnic area, and a great place for swimming but we can't get to it. Cassidy said he will follow up with Rob Greene tomorrow. B) Discussion of Consent Agenda During discussion there was consensus to keep the agenda as is. C) April Planning & Zoning Agenda Cassidy gave a brief report on the upcoming April cases. COMMUNICATIONS There was none. REPORTS The next scheduled meetings will be the April 10, 2012 Parks & Recreation Committee meeting at 7 p.m. in the KIB School District Conference Room, the April 12, 2012 P &Z /P &R Update to the Assembly at 7:30 p.m. in the KIB conference room, and the April 24, 2012 Trails Summit at 7 p.m. in the Kodiak High School Commons. March 27, 2012 Page 2 of 3 P &R Minutes Smith stated the Parliamentary Procedures and Open Meetings Act training is on March 31, 2012 from 10 a.m. — 2 p.m. in the Assembly Chambers and lunch will be provided. COMMITTEE MEMBER HUNTLEY MOVED to accept reports as presented. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS There was none. COMMITTEE MEMBER'S COMMENTS Rick Lindholm said we need to read all the rules and regulations so we seem smarter than we are. Patrick Saltonstall said we need to discuss it more at the next meeting. Casey Janz said it's pretty exciting that this is getting to this point now. Patrick Saltonstall said he was at a cubs meeting where they do the bear management and they form this sub - committee, and he thought that's what we're doing. If we had just passed this trails plan and didn't have anything like this summit the plan would be put away on a shelf and this is a good way to keep it active. Casey Janz asked if we're still waiting on the user map. Cassidy said they are ordered and on their way here. ADJOURNMENT COMMITTEE MEMBER LINDHOLM MOVED to adjourn.
