Duane Dvorak called the December 1, 2011 LEPC meeting to order at 1:35 p.m.

Recognition of Voting Members
Dvorak stated the LEPC and ESO meets quarterly. When it comes to all hazards and the minutes
everyone can vote.

a. Nomination and Election of LEPC Secretary (Duane Dvorak)
Dvorak asked if there were any nominations for LEPC Secretary.
There were no nominations.
Future Business for Discussion
b. Alaska Shield Planning Update (Rome Kamai, LEPC Chair)
Dvorak stated Rome Kamai isn't here but he said as a community Kodiak has volunteered to
participate in next year's Alaska Shield Exercise in February 2012. We'll be practicing our
Emergency Operation Center at the Kodiak Police Department, in addition to other mixed
training uses. We're also doing a shelter exercise at the middle school with about 30 people
spending the night there. Those people may also be involved in a medical surge aspect that the
hospital was looking at. In getting ready for this the State has also offered us training.
c. Update on Tsunami Inundation Mapping Project (Duane Dvorak)
Dvorak said he put this on the agenda because at the last meeting we had a map that was about
35% completed. We don't have a GIS Analyst right now so it will be delayed.
d. Update on the Point of Dispensing (POD) Plan - Update (Duane Dvorak)
Dvorak said the State was looking for local procedures to be put on paper. We provided a draft
plan by October 1st that included not only oral meds but vaccinations as well. We're still working
on it. We did get some feedback from the State.
e. HAZUS Review - Phase I1 update (Bill Roberts /Bud Cassidy)
Bud Cassidy said being in Alaska, we live in one of the more seismically prone areas in the world.
Any large earthquake that generates a tsunami is going to create damage to our harbors,
canneries and such. HAZUZ is a lost estimation program developed by FEMA and Building
Council. It tries to estimate the loss in dollars of buildings, critical facilities, and estimates
fatalities that will occur based on 3 scenarios that we're looking at; a 1964 release of the
subduction zone fault off shore, a 1938 tidal wave, and Narrow Cape is a fault that has a potential
of creating earthquakes large enough to create a tidal wave. We hope to have something early
next year that given the 3 scenarios will provide us with information on damages we can expect.
f. Update on the Kodiak Area Maritime Security Meeting, 13 OCT 11(Matthew Zinn)
Mathew Zinn stated the purpose of the meeting was to get maritime nexus users together to talk
about any types of security procedures and plans, and to distribute any information that impacts
the maritime community, facility owners, vessel operators, and local industry. Key items
discussed were the previous 2 security incidents aboard the Tustumena, and the Transportation
Worker Identification Credential (TWIC) for vessel operators and those that work on the
facilities. The committee is working on getting a TWIC enrollment center in Kodiak. Currently
he's working on the Chisik Island that done an illegal oil discharge that's under criminal
investigation. There's also an investigation of a pollution discharge in Dog Bay that was in the
vicinity of the Chisik Island.
Public Comment
Drew Herman asked when the ICS 300 training will be held.
Dvorak said Rome Kamai is who he needs to talk to but Dvorak will talk to Herman after the

Dvorak said the next meeting is on March 1, 2012.
h. Next LEPCA /SERC Meetings - Spring 2011 in Anchorage
Dvorak said these meetings are in 2012, and there is a vacant seat for an LEPC member. If
anyone is interested in attending contact Dvorak.
i. Next DHS &EM bi- annual preparedness conference - Spring 2011 in Anchorage
Dvorak said these are in 2012 also.
