02/14/2012 Regular Meeting L � [ 1�s �l 11 1 {E 1 r__- —, f , ■ (, KODIAK ISLAND BOROUGH � JI MAR - 5 2012 PARKS & RECREATION COMMITTEE • MINUTES h � i ; , , , � r February 14, 2012 Regular Meeting 7 p.m. in the KIB School District Conference Room CALL TO ORDER VICE CHAIR SALTONSTALL called to order the February 14, 2012 Parks & Recreation Regular Meeting at 7 p.m. ROLL CALL Roll call was taken and committee members present were Jeff Huntley, Patrick Saltonstall, Andy Schroeder, Rick Lindholm, Sandra West, and Michael Marion. Excused members were Pam Foreman and Hans Tschersich. Absent ex- officio members were Ian Fulp, Chris Lynch, Steve Doerksen, Jack Ransom, Casey Janz, and Brent Watkins. A quorum was established. Community Development Department staff present was Bud Cassidy and Sheila Smith. COMMITTEE MEMBER SCHROEDER MOVED to excuse Pam Foreman, Steve Doerksen, and Hans Tschersich. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER WEST requested to add Old Business item C- Pathway Lights and Old Business D -Bike Path update. Jeff Huntley said the elections should be on the February 28th agenda. COMMITTEE MEMBER SCHROEDER MOVED to approve the agenda as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER WEST MOVED to approve the January 24, 2012 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Winter Rules of the Lake During discussion, it was the consensus to keep the Winter Rules as they are due to not receiving any complaints. COMMITTEE MEMBER HUNTLEY MOVED to retain the Winter Rules as they are. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Steve Branson arrived late for the winter rules so the committee gave him an update and asked him if there are any issues. P &R Minutes Page 1 of 3 February 14, 2012 Branson stated he feels that it should be restricted to daylight hours due he walks to the lake and it is unnerving when vehicles speed past him at a high rate of speed in the dark. In the past people would be on the lake at midnight racing back and forth, the snow machines were tearing up the ski trails or ice skating areas. B) Trails Plan - How Many User Maps to Have Printed Cassidy gave an update about recent comments being incorporated, and putting the additional monies toward purchasing multiple copies of the map. Cassidy said the land ownership will be included in the maps. He said the Trails Plan was adopted a couple of meetings ago. C) Pathway Lights COMMITTEE MEMBER WEST stated she sent an email to KEA board members explaining where we are re: lighting. She had information regarding the Evolucia lights. Jim Devlin, KEA said they have their own lights and parts. She wanted to see if the board would be willing to install the Evolucia lights. She feels that the route to take is through the KEA board. Brief discussion D) Bike Path Update COMMITTEE MEMBER WEST said it was in last night's paper. We've been waiting for it to actually be in the STIP. She'll be working with the city and DOT to see who will be the project manager. Island Trails Network is going to be clearing. She thinks they will make it to the Coast Guard Base this summer. COMMITTEE MEMBER SCHROEDER said he put in a legislative request in specifically for bike path preparation and clearing. It's not part of the Capital Project that's the bike path but is designed to allow people to safely use the existing phases as it's built to reach their goal. Any trail construction that they do will be designed so it has recreational value after the paved bike path is built so it won't be duplicative. He and West have been looking at Boy Scout Lake areas, and they've met with David Anderson, President of NOK, and they are supportive of all non - motorized trail development of that area. Brief discussion of the proposed path. NEW BUSINESS A) Elections - Chair & Vice Chair This item was removed from the agenda. B) March P &Z Agenda Cassidy gave a brief update on the March P &Z agenda. • C) Potential Leisnoi Land Swap Cassidy stated the borough was looking for money so they don't have to raise taxes so they were looking at the timber; we have about 600 -800 acres of timber in Chiniak. We were approached by A -1 Timber and then another option is to do a land trade with Leisnoi. The thought now is to enter into discussion with Leisnoi to see if some trades can occur. COMMUNICATIONS A) Touring Kodiak Road System with DOT - Alan Austerman Cassidy stated Austerman and DOT travelled the road system and this article talks a lot about trails. Cassidy thought it sounds pretty encouraging. REPORTS The next Parks & Recreation meeting are scheduled for February 28, 2012 and March 13, 2012 at 7 p.m. in the KIB School District Conference Room. AUDIENCE COMMENTS There were none. COMMITTEE MEMBER'S COMMENTS Sandra West said she hopes we can make a note of the proposed change for Winter Rules next year. Mike Marion said he won't be in town for the March 13th meeting. Rick Lindholm stated it would be a good idea to invite Bob Scholze to give an update on the land swap. Andy Schroeder apologized for some of his absences; he's on the PAC. Patrick Saltonstall said it may behoove us to actually check out our priorities for land swap.
