December 13, 2011 Regular Meeting 7 p.m. in the KIB School District Conference Room
CALL TO ORDER
VICE CHAIR SALTONSTALL called to order the December 13, 2011 Parks & Recreation Committee
regular meeting at 7:02 p.m.
ROLL CALL
Requested excusal was Mike Sirofchuck and Andy Schroeder.
Committee members present were Pani Foreman, Hans Tschersich, Jeff Huntley, Patrick Saltonstall,
Rick Lindholm, and Sandra West. Excused were Mike Sirofchuck and Andy Schroeder. Absent ex-
officio members were Ian Fulp, Chris Lynch, Peggy Rauwolf, Norm Wooten (alt.), Casey Janz, and
Brent Watkins (alt.).
A quorum was established.
Community Development Department staff present was Bud Cassidy and Sheila Smith.
COMMITTEE MEMBER FOREMAN MOVED to excuse Mike Sirofchuck and Andy Schroeder.

COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER FOREMAN brought to Smith's attention an error to fix in the October 11th
minutes.
COMMITTEE MEMBER FOREMAN MOVED to approve the October 11, 2011 and November 8, 2011
as amended.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Steve Doerksen introduced himself stating that he was asked to be a district representative on this
committee.
Cassidy said the assembly is going to change the code section to allow a school district member
instead of a school board member.
OLD BUSINESS
A) Current Bike Path Lighting
COMMITTEE MEMBER WEST stated the Lion's Club will purchase and install the lights for the bike
path but someone needs to pay the light bill. West will request DOT pay the bill since it's on a state
road. She's getting information on LED low light pollution lights. West also wants to organize a
survey to count the people who use the bike path during dark hours.
Cassidy stated the borough may be able to contribute through the Parks & Rec budget.

B) Trails Plan Map
Cassidy said this map is just a concept and we're going to do a map of the road system and maybe
an urban map. On the back will be land ownership /lands manager info and trail etiquette. The goal
is, once the plan is adopted, to get funding to put it on the website for electronic access.
The committee spent a short time reviewing the map and identifying errors. Consensus that the
colors make it hard to identify trails.
NEW BUSINESS
A) Discussion of Perenosa Drive Right -of -Way Vacation
COMMITTEE MEMBER WEST said she thought the assembly ignored the P &R recommendation and
were going to vacate the right -of -way.
Cassidy explained the vacation requests for the 2 Perenosa Drives.
B) Bells Flats Fishing Stream
Cassidy said the committee reviewed this case, and he explained the Gondek salmon stream
easement vacation case.
COMMUNICATIONS
A) Revision to the Letter to Leisnoi
Cassidy said we sent this letter to Carol Pagano and he asked if it should be updated and re -sent.
Committee consensus on updating the letter.
B) Letter re: Perenosa Drive Trail Project
Cassidy said this is an update from Schroeder on the Perenosa Drive right -of -way trail that will go
from Katmai Subdivision to Trinity Island Subdivision.
C) RIB CIP Resolution
Cassidy said • this is part of the resolution showing the phase 3 pedestrian improvements for
downtown that goes from downtown to Pier 2 through cannery row.
Brief discussion of making Shelikof more pedestrian friendly.
D) P &Z Trails Plan Approval Letter
Cassidy said this is the Trails Plan results letter.
COMMITTEE MEMBER WEST MOVED to accept communications.

REPORTS
During discussion, there was committee consensus to cancel the December 27 P &R meeting.
COMMITTEE MEMBER WEST MOVED to cancel the December 27th meeting.

The next Parks & Recreation Committee regular meetings will be on January 10, 2012 and January
24, 2012 at 7 p.m. in the KIB School District Conference Room
COMMITTEE MEMBER LINDHOLM MOVED to accept reports.

VICE CHAIR SALTONSTALL said Leisnoi has a new board with Debbie Lukein as the head.

Cassidy said Leisnoi wants to meet with the borough and he wants to suggest they meet with the
Parks & Rec Committee also.
AUDIENCE COMMENTS
Steve Doerksen said this was interesting talking about the various trails.
COMMITTEE MEMBER'S COMMENTS
Pam Foreman asked when the borough will move on the code change so the school district person
can be a part of this. Happy holidays!
Cassidy stated it is 2 readings and an ordinance change.
Jeff Huntley stated he had questions on the P &Z case - the logging road in Chiniak.
Cassidy gave a brief update on the logging road case and other December P &Z cases.
Rick Lindholm stated there are some pro- active individuals on the Leisnoi board that will be a lot
nicer to work with potentially.
Hans Tschersich stated it should be a high priority to meet with Leisnoi to talk about Termination
Point. Tschersich will be away for Christmas and doesn't know when he'll return. At the last
meeting he said maybe he should resign and there wasn't any mention that the committee
recommends him to stay on. He's still suggesting that he resign and let someone else take his place
who's more in attention and attendance. He won't be here in January.
Pam Foreman stated Tschersich should resign if he needs to but Sirofchuck misses half the year
sometimes. As this Trails Plan goes into place if we're going to maintain it as a plan we need to be
ambassadors for it. If you're interested in staying on the committee she's happy keeping it the way
it's been.
Sandra West wished everyone a merry Christmas and a happy new year!
Patrick Saltonstall said he can't wait to talk in front of the Assembly and get the Trails Plan through.
