This program will recognize those outstanding properties who create a visible, attractive living environment for everyone. Anyone who lives in the City or the Borough who has finished a project enhancing their property within the last year is eligible. How does the Program work? The Kodiak Beautification Awards program is done once a year. For a property to be considered in the program, it must be nominated. The nomination must come from a Kodiak resident/property owner who is not the owner or occupant of the property being nominated. Nomination forms are available in the Borough Clerk's Office, Spenard Builders Supply, or the Kodiak Island Visitors Convention Bureau. There is no fee to submit a nomination. Nomination period is February of the previous year to January of the following year. Nomination forms must be turned in by February 1. Awards will be presented in March during an Assembly meeting. The Selection Committee is composed of the following: 1. Borough Assembly Representative 2. City of Kodiak Representative (Need a recommendation) 3. Spenard Builders Supply Representative 4. KICVB Director 5. Chamber of Commerce Representative (Need a recommendation) The Committee will meet in February to select the awardees. The Award Categories are: Residential Award and Business Award How are the properties judged? The premise of the program is to reward those who take pride in their residential and /or commercial property. This does not necessarily mean the "nicest" or "newest" property but those that are being improved on or maintained exceptionally well. The main criteria for judging includes: • The architectural quality of the property and overall curb appeal. • The condition and quality of the yard maintenance. • The condition and quality of the exterior of the property. The properties are judged from the front of the property only. The first attachment assumes that the Borough will increase the appropriation to the school district at the same percentage as the increase in our taxable property. At this time we estimate that our property values will increase by 4% which will increase property tax revenues $332,836 at our current mill rate for education support of 9.09 mills. The second attachment assumes that the Borough will not increase the direct appropriation to the School District. Some of our education costs will probably go up regardless. At this time we are planning on doing a $25,000,000 bond sale in late July or early August. We would not have to make a principal payment on this issue in FY2013 but would have to make one coupon payment. This will increase our debt service costs about $761,449. This is about .73 mills. This estimate does not take into account any changes to School District Funding or Expenditures except those provided by the Borough. The assembly shall meet in the borough assembly chambers, in the borough administration building, Kodiak, Alaska, and are to commence at 7:30 p.m. (6:30 p.m. or insert a different time here) on the first and third Thursdays of each month, or such other time and place as may be designated in the notice of the meeting. If possible, public notice of changed or cancelled meetings shall be made in at least one newspaper of general circulation in the borough. Otherwise, a public service announcement should be sufficient. A regular meeting of the assembly may be canceled by the assembly; however, if no quorum exists or there is an emergency, it may be canceled by the mayor. Meetings shall adjourn at 11:30 p.m. (10:30 p.m. or insert a different time here) unless the time is extended by a majority of -- the vetes -to -which vote of the assembly is entitled. The Assembly shall not transact any business after 11 p.m. except for the following purposes: 1. Setting the time and place of the resumption of the meeting. If time is not set the items shall be carried over to the following regular meeting or taken up at a special meeting called for that purpose. 2. Adopting the borough budget. 3. Adopting the resolution establishing the amount of funds to be made available from local sources for the Kodiak Island Borough School District. This rule for adjournment does not apply to work sessions, special meetings, or emergency meetings of the Assembly. shall be extended to set the time and place for resumption of the meeting. Clerk's note: Special meetings and work sessions do not specify the time they need to commence. KODIAK ISLAND BOROUGH CODE REGARDING DEBATE KIBC 2.30.080 Debate. A. Decorum in Debate. When any assembly member is about to speak in debate or deliver any matter to the assembly, he shall address himself to the chair and, being recognized, confine himself to the question under debate. No assembly member shall impugn the motive of any assembly member's vote or argument and shall avoid personalities. An assembly member who is speaking may not be interrupted to make a motion, even one with high priority like the motion to adjourn. B. Order of Speaking. 1. The manager, a delegate to the assembly, or any assembly member, when desiring to speak at an assembly meeting, shall respectfully address the chair and shall refrain from speaking until recognized. 2. When two or more persons request recognition at the same time, the chair shall determine which one shall speak first. C. Point of Order. If any assembly member, in speaking or otherwise, transgresses the rules of the assembly, the chair shall call him to order, or any other assembly member may rise to a point of order. The assembly member called to order shall immediately cease speaking and cease the action to which he was called to order. The chair or assembly member rising to point of order shall state the offense committed and the assembly member called to order shall then be heard in explanation or justification. The chair shall then rule on the point of order. Any assembly member may challenge a ruling of the chair and, if duly seconded, the chair's ruling shall not stand unless affirmed by a majority vote of the assembly. D. Private Conversations. When an assembly member is speaking, the assembly shall be in order and no private conversations shall be carried on. E. Recognition to Speak. No assembly member shall be recognized to speak on the same question a second time until every assembly member choosing to speak has spoken except the mover of the question, who may open and close the debate. The chair may take part in the discussion of any matter before the assembly. F. The chair may recognize a citizen to address the assembly upon request of an assembly member, unless objected to by two or more assembly members. INFORMATION REGARDING DEBATE ROBERT'S RULES OF ORDER NEWLY REVISED, 11 Edition Requested by Mayor Selby and Deputy Presiding Officer Friend Page /Line(s) 16/9 It is sometimes desirable to adopt a rule establishing the society's order of business. 16/10 A rule relating to the length or number of speeches permitted each member in debate is often found necessary. 43/4 -15 In the debate, each member has the right to speak twice on the same question on the same day *, but cannot make a second speech on the same question so long as any member who has not spoken on the question desires the floor. A member who has spoken twice on a particular question on the same day has exhausted his right to debate that question for that day. Without the permission of the assembly, no one can speak longer than permitted by the rules of the body or, in a non - legislative assembly that has no rule of its own relating to the length of speeches, longer than ten minutes. Note: The assembly is a legislative body. The ten minute rule is for a non - legislative Assembly. If the Assembly finds it necessary to adopt a rule relating to the length or number of speeches permitted each member, you can amend existing KIBC 2.30.080. Below is an example from Ketchikan Gateway Borough regarding limiting debate with the provision of extending the limits by two- thirds (2/3) vote. KETCHIKAN 5.35.030 Motions, debate and discussion. (c) The chair may use personal discretion in deciding whether or not to limit the length and number of times a person may speak in debate. In the event the length and number of times a person may speak is limited by the chair, the limitations shall be as follows: No member can speak more than twice to the same question and each time shall be limited to no longer than ten (10) minutes. These limitations shall begin from the time the limitations are imposed regardless of what speeches have been already given. The assembly may extend these limitations through adoption of the motion to "extend the limits of debate" which require a two- thirds (2/3) vote without debate. This is suggested language only. The Assembly may revise it as it wishes. It also needs review by legal counsel. This is provided to help you in your discussion. KIBC 2.30.080 Debate. A. Decorum in Debate. Assembly members must address their remarks to the chair, maintain a courteous tone, and — especially in reference to any divergence of opinion — should avoid injecting a personal note into debate. An assembly member, having obtained the floor while a debatable motion is immediately pending, can speak no longer than (insert here) minutes unless they obtain the consent of the Assembly. 2. Number of speeches per motion. No assembly member can speak more than twice to the same question and each time shall be limited to no longer than (insert herel minutes. 3.
